Saskatchewan’s study permit allocation increases by 25.4% for next school year

Saskatchewan’s study permit allocation grew by 25.4 percent to 15,054 in April. It is expected to result in around 7,200 study permits for international students in the upcoming year. Advanced Education Minister Gordon Wyant stated that international students are vital for economic growth and labor market needs.  IRCC has also added a new requirement for provincial attestation letters (PALs), which require most new post-secondary international students at the college or undergraduate level to submit a PAL along with a letter of acceptance from a post-secondary institution when applying for an international study permit. Saskatchewan is one of the first provinces to implement an automated system to facilitate study permit applications from international students in 2024. To date, the Ministry of Advanced Education has successfully processed over 1,200 PALs from 11 different postsecondary institutions. The ministry successfully launched an automated PAL system quickly using MyCreds, a national information technology platform for official academic documents that already collaborates with provincial education and universities. New Saskatchewan International Student program applications are on hold until January 2026. On April 5, 2024, Marc Miller, Minister of IRCC, announced the international student distribution across provinces and territories in 2024. The cap is set at 485,000 permits, with an expected 20% extension rate. This leads to a revised target of 364,000 approved permits. Considering a 60% approval rate, the application cap is 606,000.  Exemptions are given to certain groups, resulting in a final target of 236,000 approved permits, roughly equivalent to 393,000 applications. Allocations were distributed based on each region’s population share, with adjustments made to limit growth and support immigration goals. Provinces with lower approval rates received additional allocations. The total allocation is approximately 552,000 applications, expected to yield about 292,000 approved permits, a 28% reduction from 2023. Allocation Distribution Across Provinces and Territories “IRCC distributed the adjusted number of study permit applications, 393,000, according to the population share of each province and territory. According to this model, some provinces and territories would have more students in 2024 than in 2023, while others would have fewer new students. “For provinces that would receive more international students in 2024 than in 2023 based on population share, we adjusted their allocation to limit growth to 10% over 2023.” “For provinces that would receive fewer international students in 2024 than in 2023, we adjusted their allocation to mitigate the negative impact in the first year while also supporting regional immigration goals. “IRCC also increased allocations for provinces with approval rates lower than 60%. The top-ups will assist provinces with lower approval rates in meeting their expected number of approved study permits by 2024. “As a result, approximately 552,000 study permit applications have been allocated to provinces and territories within the national cap. These allocations are expected to result in approximately 292,000 approved study permits, a 28% reduction from 2023 for the groups covered by the cap. These draw targeted candidates from various sectors, including healthcare, childcare, construction, and general skilled workers, reflecting the province’s diverse workforce needs.  British Columbia conducted multiple invitation draws under the BC PNP, extending invitations to skilled candidates across different occupational categories. Notably, the province prioritized candidates with work experience in healthcare, childcare, construction, and other vital sectors crucial for economic growth and development.  In the general draw, British Columbia invited 30 skilled candidates, setting a minimum score requirement of 107 points. Additionally, the province issued 18 Invitations to Apply (ITAs) to candidates specializing in early childhood education (NOC 42202) under the childcare-targeted draw. Furthermore, 25 candidates with expertise in healthcare, scoring 90 points, received ITAs in the healthcare-targeted draw. Lastly, British Columbia invited ten candidates from the construction sector, highlighting the province’s focus on addressing labor shortages in key industries.  Migrate to British Columbia in 2024 In total, British Columbia issued 83 ITAs in this draw, underscoring the province’s proactive approach to attracting skilled talent from diverse backgrounds.
