Latest OINP draw invited a record number of candidates

On May 5, 2023, the Ontario Immigrant Nominee Program (OINP) conducted the latest OINP draw under the Human Capital Priorities Stream. In the latest tech draw, the OINP issued 1,863 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand tech occupations.  Those candidates’ CRS Express Entry score was between 475-482 points. The OINP invited candidates under nine national occupational codes (NOC) in this draw. In 2023, Ontario issued 13,740 invitations under all streams of OINP, including 5,402 candidates under the Human Capital Priorities Stream. The draw took place to select candidates who had created profiles for the Express Entry System of Immigration, Refugees, and Citizenship Canada (IRCC) between May 5, 2022, and May 5, 2023.   Invited Occupations in the Latest OINP draw In the latest OINP draw the invited candidates had to have work experience, in particular, National Occupation Classification (NOC) categories, such as: 20012 – Computer and information systems managers. 21211 – Data Scientists. 21223 – Database analysts and data administrators. 21230 – Computer systems developers and programmers. 21231 – Software engineers and designers. 21232 – Software developers and programmers. 21233 – Web designers. 21234 – Web developers and programmers. 21311 – Computer engineers (except software engineers and designers).   What are the Eligibility requirements for the Ontario Human Capital Priorities Stream? The following requirements must be met by applicants in order in order to be eligible for the Ontario Human Capital Priorities Stream (HCPS): have an active Express Entry profile for the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).  have a Canadian bachelor’s, master’s, or doctorate degree, or an Education Credential Assessment (ECA) of a foreign degree that is equivalent. Canada updated instructions for the Safe Third Country Agreement

On May 4, 2023, the Government of Canada published updated instructions for the Safe Third Country Agreement. Effective March 25, 2023, the Safe Third Country Agreement (STCA) has been extended to cover the entire land border through the implementation of the Additional Protocol (AP).  The AP, together with corresponding regulatory amendments, expands the application of the STCA to include individuals who submit an asylum claim when entering Canada between ports of entry, as well as those who submit a refugee claim inland following an irregular entry.  In order to take into account this expansion of the STCA, Updates have been made to the related program delivery instructions.   Protection claims processing in Canada: Safe Third Country Agreement (STCA) If the person seeking refuge came to Canada directly or indirectly from a nation listed in the regulations that are not their country of nationality or their previous country of residence, their refugee claim cannot be referred to the Refugee Protection Division.  The Safe Third Country Agreement also referred to as the STCA, is an agreement that Canada and the US participated in and went into effect on December 29, 2004.  Unless they can convince an officer that an exemption to the agreement applies, those who arrive in Canada from the US (or vice versa) and seek refugee protection are allowed to return to the US under the terms of the agreement. Manitoba Provincial Nominee Program

Manitoba Provincial Nominee Program draws issued 539 Letters of Advice to Apply

On May 4, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #178, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 252 applicants who scored 606 points and above.  Manitoba also issued 199 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 650 points, one point fewer than the previous draw.  In the Skilled Workers Overseas stream, MPNP issued 49 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 699 points, 20 points fewer than in the previous draw.  In addition, 39 invitations were issued in the International Education Stream.  Manitoba has issued LAAs to 539 candidates, including 204 Express Entry candidates for this round. In 2023, MPNP invited 4,978 candidates, and 1,155 of them received invitations in the Express Entry.   What is the Manitoba Provincial Nominee Program? The Canada-Manitoba Immigration Agreement allows the Manitoba Provincial Nominee Program (MPNP), a provincial immigration program, effective. Immigration Minister waived application fees for family members of Canadians who fled Sudan

On May 4, 2023, the Immigration Minister waived application fees for foreign nationals who fled Sudan with their Canadian family members – including Canadian citizens and permanent residents.  After arriving in Canada, Sudanese nationals can apply for an open work or study permit and permanent residence under the family class without paying the processing fee. Applicants seeking to enter Canada will continue to be subject to all other legal requirements and admissibility criteria.   Canada continues to call for an end to violence in Sudan and stands with the Sudanese people as they strive for peace. We are deeply concerned for the safety of people in the area, including families of Canadian citizens and permanent residents who have been forced to flee their homes. Canada received over a million CUAET applications from Ukrainian nationals

Canada received over a million CUAET applications from Ukrainian nationals on May 3, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the Canada-Ukraine authorization for emergency travel (CUAET).  According to the latest update, between January 1, 2022, and April 23, 2023, 28,289 Ukrainians arrived in Canada by land, and 185,776 Ukrainians reached by air.  Between March 17, 2022, and April 22, 2023, IRCC received 1,008,241 applications under the CUAET.  In total, IRCC has approved 687,832 applications from Ukrainian nationals. From March 17, 2022, to April 22, 2023, 150,879 Ukrainian arrived in Canada under the CUAET program.   Extension of the Canada-Ukraine authorization for emergency travel (CUAET) The Canada-Ukraine authorization for emergency travel (CUAET) and other temporary procedures are being extended by IRCC. This includes an Extension to apply for CUAET travel to Canada under the CUAET special measures access settlement services in Canada extending the one-time financial assistance given to qualifying Ukrainians and their family members Canada created the Canada-Ukraine Authorization for emergency travel (CUAET) measures in support of those affected by the Russian invasion of Ukraine in order to assist Ukrainians and their families in immigrating to Canada as soon as possible and to give them the opportunity to work and study while there. The SINP invited 1,032 candidates under the Express Entry and Occupations In-Demand categories

On May 3, 2023, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP) under the Express Entry and Occupations In-Demand categories. In the Express Entry category, Saskatchewan issued 739 ITAs.  Another 293 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 68, one point fewer than in the previous draws. All invited candidates had Educational Credential Assessments.  In this draw, Saskatchewan invited 1,032 candidates under 32 different NOCs. The US, Spain, and Canada will partner to increase engagement in Latin America

The United States, Spain, and Canada plan to work together to increase engagement in Latin America. The partnership aims to promote safe, orderly, humane, and regular migration while creating economic and social opportunities.  The three countries will expand regular labor migration opportunities, strengthen national governments’ ability to recruit, vet, and support workers, increase awareness of workers’ rights, and bring more international attention to the region.  Their cooperation is based on a shared dedication to the region’s people, a shared interest in addressing labor shortages in participating countries, a shared commitment to worker empowerment, and a shared awareness of the need to manage irregular migration.   The Los Angeles Declaration on Migration and Protection and the United States’ “Call to Action” for Central America both highlight the mutual hemispheric understanding, policy, and commitments that are expanded by this announcement.  The United States, Spain, and Canada have established specific goals that are part of this cooperative commitment. The three countries are committed to collaborating with the relevant regional governments in order to attain these ambitious objectives and to aid one another in doing so. The three nations will also collaborate with multilateral institutions and organizations to determine how they can promote labor migration pathways, particularly by promoting fair recruitment procedures and worker rights.   Canada: More than 50,000 foreign workers from Mexico, Guatemala, and the Caribbean came to Canada in 2022, solely for the agriculture industry. While almost all of the region’s temporary foreign workers work in the agricultural sector, trends in employer demand in the private sector point to increased future growth. Canada’s temporary employment pathways are determined by demand, and some organizations work directly with local stakeholders to fill labor market shortages.   As part of its joint commitment, Canada will make use of its current economic initiatives like the Agri-Food Pilot and paths for temporary foreign workers to offer safe, regular paths as an alternative to irregular migration. In addition, Canada is looking into further humanitarian pathways to accept and hire more refugees from the Americas.  This includes the recently enlarged Economic Mobility Pathway Pilot, which offers an additional economic immigration path for eligible refugees and other displaced people. The Canadian government is committed to boosting labor mobility from the region, especially through promotion and communication efforts that link Canadian businesses with local stakeholders, such as national labor ministries. This may be particularly appealing to small- and medium-sized business owners in rural areas who require employees but may not have access to more wide recruitment pathways.   In order to address the root causes of irregular migration and support legal paths for labor mobility, Canada will step up capacity growth initiatives in the region. These efforts will include ones that encourage socioeconomic integration and the ethical recruitment of temporary foreign workers. As agreed during the North American Leaders’ Summit, Canada will share information regarding its policies and best practices. IRCC updated Changes in Express Entry Proof of Funds Requirements

Immigration, Refugees and Citizenship Canada (IRCC) have recently updated the Proof of Funds Requirements for Express Entry candidates. This change took effect on April 25, 2023. The minimum amount of needed funds is updated yearly and is based on 50% of the low-income cut-off totals.  Ensuring that the settlement fund numbers in the Express Entry profile are current is essential to remain eligible. The new minimum amount of funds required are: for a single person applying for immigration is CAD 13,757 while for a family of four, it is CAD 25,564.  These amounts are subject to change, and it is important to check for updates regularly.   Overview of Express Entry Proof of Funds Requirements Proof of funds is how you show you have enough money to settle in Canada. If you are invited to apply, you must provide written proof that you have this funding. You need proof of funds to be eligible to meet the minimum requirements of the: Federal Skilled Worker Program Federal Skilled Trades Program Your family’s financial requirements depend on how many people are living in it. Include yourself, your spouse or common-law partner, your dependent children, and your spouse or common-law partner’s dependent children while calculating the size of your family. An increasing number of parents and grandparents come to Canada through the PGP

The PGP saw a 4.3% increase in new permanent residents in February, according to the latest data from Immigration, Refugees, and Citizenship Canada (IRCC).  A total of 1,805 new permanent residents were welcomed in February, up from 1,730 in January. This growth in popularity for the PGP in February follows a month with a 33% increase in the number of new permanent residents compared to January of the previous year when Canada welcomed 1,300 new permanent residents under the PGP.   3,550 parents and grandparents have been able to reconnect with their family members in Canada so far this year due to the PGP in January and February, up 44.9% from the 2,450 who arrived under the same program in the same months last year.  In the first two months of this year, Alberta was the second-most popular destination in Canada for parents and grandparents arriving under the PGP. In January and February of this year, Prairie province received 805 of these new permanent residents.   Through the PGP, the francophone province of Quebec welcomed 375 new permanent residents, and the other 60 parents and grandparents were divided between the four Atlantic Canadian provinces of Newfoundland and Labrador, Nova Scotia, Prince Edward Island, and New Brunswick.  165 new permanent residents entered Manitoba through the PGP during the first two months of this year, and 130 entered Saskatchewan, the other two Prairie provinces.     What is the PGP? The Parents and Grandparents Program (PGP) of Canada is a family reunification program that allows Canadian citizens and permanent residents to sponsor their parents and grandparents to immigrate to and settle permanently in Canada. BC invited over 176 candidates in the new BC PNP draws May 2023

On May 2, 2023, the Government of British Columbia issued new invitations under the BC PNP draws May 2023 and invited qualified Skills and Immigration candidates.  In the general draw, the province invited 133 candidates. The minimum score for candidates invited to this draw was 85-107 points.  The province issued 22 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC invited 16 candidates who scored 60 points.  In addition, the province invited fewer than five candidates working in other priority occupations.  In total, British Columbia issued up to 176 ITAs in this draw.
