Manitoba invited 566 candidates under the MPNP EOI Draw #173

On March 23, 2023, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In MPNP EOI Draw #173, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 266 applicants who scored 612 points and above.   Details of MPNP EOI Draw #173 On March 23, the Canadian province of Manitoba held a new draw for permanent residence (PR). Three categories a total of 566 candidates each had been invited.   Skilled Workers In Manitoba (SWM) Number of Letters of Advice to Apply issued: 266 The lowest ranking score for the invited candidate: 612, The following National Occupational Classification (NOC) 2021 major groups were considered while holding this draw: 72 – Technical trades and transportation officers and controllers 74 – Mail and message distribution, other transport equipment operators, and related maintenance workers 75 – Helpers and laborers and other transport drivers, operators, and laborers 94 – Machine operators, assemblers, and inspectors in processing, manufacturing, and printing 95 – Labourers in processing, manufacturing, and utilities    Manitoba also issued 200 LAAs in the regular SWM draw.  The minimum score for the LAA in this category was 672 points, 3 points fewer than the previous draw.    Skilled Workers Overseas stream In the Skilled Workers Overseas stream, MPNP issued 48 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 708 points, 42 points more than in the previous draw.    International Education Stream 52 invitations were issued in the International Education Stream. On March 23, 2023, the Government of Ontario released the OINP 2023 nomination allocation. The annual quota for Ontario under the Provincial Nominee Program will be 16,500 in 2023, 6,750 more than last year.  Last year, the province nominated 9,750 candidates to apply for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC). This is almost 70 percent higher than the previous year’s quota. This year, the province has already issued 10,680 invitations under all OINP`s streams.   Compared to only 9,750 in 2022 and 9,000 in 2021, Ontario’s quota increased to 16,500 in 2023. Additionally, the province is doubling the number of economic immigrants it selects in 2025 to over 18,000 due to the nearly 300,000 jobs that go unfilled each day. The Ontario government claims that this will aid in resolving the province’s severe labor shortage. Saskatchewan invited up to 500 candidates under the SINP

On March 23, 2023, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP). In the Express Entry category, Saskatchewan issued 184 ITAs. Another 312 invitations were issued to the Occupations In-Demand category candidates.    The lowest score in both categories was 82, two points fewer than in the previous draws. All invited candidates had Educational Credential Assessments. It displays how long it usually takes to finish an application throughout that quarter. For each category, the duration is indicated in weeks. Processing times are not always a reliable indicator for upcoming applications because they may fluctuate. An application’s processing time is calculated starting from the time it is first received. Anomalies are removed from averages, and typically comprise the fastest and slowest 10% of applications, accordingly.   The latest SINP Application Processing time was updated on January 4, 2022, Saskatchewan updated the  SINP application processing times of various streams of the Saskatchewan Immigrant Nominee Program. IRCC invited 7,000 candidates in the new all-program Express Entry draw

On March 23, 2023, IRCC issued 7,000 Invitations to Apply (ITA) to candidates under the new all-program Express Entry draw. In this draw, IRCC continued inviting candidates under all immigration programs. In round #244, the cut-off score was 484 points, six points fewer than in the previous all-program draw.  It was the lowest all-program CRS score since December 2020. The tie-breaking rule for this round was May 19, 2022, at 06:48:41 UTC. As of March 22, 2023, there are 240,146 profiles registered in the Express Entry pool, 4,975 fewer than the previous update. In 2023, Canada issued 30,559 ITAs through Express Entry.   Candidates for Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class received a total of 7,000 ITAs (CEC). IRCC approved nearly 600,000 applications under the CUAET as of March 21, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the number of Ukrainian newcomers arriving in Canada under the Canada-Ukraine authorization for emergency travel (CUAET).  According to the latest update, between January 1, 2022, and March 19, 2023, 25,518 Ukrainians arrived in Canada by land, and 165,452 Ukrainians reached by air. Between March 17, 2022, and March 16, 2023, IRCC received 943,730 applications under the CUAET. In total, IRCC has approved 616,429 applications from Ukrainian nationals.   943,730 Ukrainians submitted CUAET applications as of March 16 of this year, and 616,429 had been approved. Only 190,970, however, have made it to Canada. Canadian provinces Welcome more immigrants via PNPs, Canada expects to accept more newcomers through provincial nominee programs (PNPs) in the coming years. This year, Canada provided provinces with multi-year allocation plans for the first time. The plan includes an unprecedented 44 percent growth in PNP allocations for 2023 and offers potential numbers for 2024 and 2025. Despite the Federal Government’s decision not to release the Multi-Year Allocation Plan publicly, many provinces have taken matters into their own hands and made these allocations available on their websites. Alberta, Manitoba, Saskatchewan, and Alberta have already provided their PNP allocations for the following years.   Canada expects to accept more newcomers through provincial nominee programs (PNPs) in the coming years. This happens at a time when it is expected that over 105,000 immigrants will come to Canada through the PNP each of the next three years. In fact, according to the Immigration Levels Plan 2023–2025, 105,500 Canadian immigrants will come to the country under the PNP this year and 117,500 are expected to do so by 2025.   Details of Provinces to Welcome more immigrants via PNPs  One of the provinces that just revealed the number of nominations it anticipates this year and in the years to come is Alberta. Alberta will be able to present 9,750 nominees in 2023 as compared to 6,500 in 2022. The province expects to be able to issue 10,140 nominations in 2024 and 10,849 nominations in 2025 following it. Also revealing its allocations for 2023 is Manitoba, which claimed a 50% rise to 9,500 nominations. Saskatchewan received 7,250 nominations, the most it has ever received. According to the province, this rise will result in 18,000 newcomers, including nominees, their spouses, and dependents, this year. In 2024 and 2025, accordingly, Saskatchewan expects 8,000 and 8,500 nominees.   PNPs Multi-Year Allocation Plan  The Canadian Museum of Immigration in Halifax, Nova Scotia held a meeting of the Forum of Ministers Responsible for Immigration (FMRI) on March 10, 2022, to continue discussions on the future of immigration in Canada. The progress made in improving the capacity of Canada’s immigration system to meet economic and regional needs pleased the ministers, who focused on promoting collaborative efforts to tackle pan-Canadian immigration priorities. Ministers discussed ways to speed up the application processing process, reduce duplication, and give provinces and territories greater authority over provincial nominee programs (PNPs) as a follow-up to the July meeting. The economic immigrant selection was also a subject of discussion. The first-ever multi-year allocation plan of IRCC, which calls for an exceptional 44% increase in PNP allocations for 2023, was warmly welcomed by ministers. British Columbia invited up to 258 candidates to BC PNP. Details of the new British Columbia PNP draws In the General draw, the province invited 202 candidates. The minimum score for candidates invited in this draw was 85-106 points, with ITAs being issued to Entry-Level & Semi-Skilled with a minimum score of 85, Skilled Workers (with EEBC option) with a minimum score of 101, and International Graduates (including EEBC option) with a minimum score of 106.  the childcare-targeted draw for early childhood educators (NOC 42202), The province issued 34 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC invited 17 candidates who scored 60 points.  Furthermore, In other priority occupations (NOCs 31103, 32104), the province invited fewer than five applicants working in other priority occupations (s 31103, 32104). Canada Extends PGWPs of International Graduates to work in Canada for longer on March 17, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced that international graduates with expired or expiring post-graduation work permits (PGWP) could apply for an additional work permit for up to 18 months.  Starting April 6, 2023, PGWP holders who want to stay in Canada longer and those whose PGWPs have already expired in 2023 will be eligible for a new permit. Foreign nationals who have exceeded the 90-day restoration period will also be able to restore their status and receive interim work authorization.    Foreign nationals who were eligible for the 2022 PGWP facilitative measure and whose PGWP had already expired in 2023 will also be eligible to apply for an additional 18-month work permit. Even if the 90-day restoration period ends, those who have expired work permits are able to obtain their status restored. They will additionally receive an interim work authorization while waiting for their new work permit application to be processed. In order to address Canada’s labor shortage, talented and skilled international graduates are vital, and those who are nearing the end of their PGWP are already integrating well into the Canadian labor market. The additional work permit will enable qualified candidates to continue assisting the Canadian economy, gain important work experience, and get ready to submit an application for permanent residence.   The Honourable Sean Fraser, Minister of Immigration, Refugees, and Citizenship stated:  “We have to make use of every tool in our toolbox to help employers who continue to have challenges finding the employees they need to grow. The Ontario Practice Ready Assessment Program PRA 2023, Ontario has revived its plans for a program that accelerates the recruitment of foreign-trained doctors. The self-regulating body for Ontario’s medical profession proposes a 12-week program for internationally trained physicians in Ontario in a submission submitted to the minister of health in December 2022.   Seven Canadian provinces use Practice Ready Assessment (PRA) programs to help with the licensing of internationally trained doctors who completed their training and worked independently abroad. Canadian provinces using PRA for internationally trained doctors are: Practice-Ready Assessment for BC Physicians (PRA-BC) Alberta Practice Readiness Assessment (PRA-AB) International Physician Practice Assessment for Saskatchewan (SIPPA) The International Medical Graduate Program at the University of Manitoba (PRA MB – Family Practice & PRA MB – Specialty Practice) College of Physicians of Quebec Practice Ready Assessment – Newfoundland and Labrador (PRA-NL) Practice Ready Assessment Program for Nova Scotia (NSPRAP)   As of right now, the pan-Canadian framework of the NAC is not offering practice assessments for the following provinces and territories: Ontario, Prince Edward Island, New Brunswick, Yukon, Nunavut, and the Northwest Territories.   Practice Ready Assessment Program PRA for BC Physicians (PRA-BC) British Columbia launched an assessment program for family doctors with foreign training who completed their family medicine residencies outside of Canada in 2015. Practice Ready Assessment – British Columbia (PRA-BC) is a program that offers qualified family doctors another path to BC licensure.   Alberta Practice Readiness Assessment (PRA-AB) For IMGs without any required Canadian credentials, the last step of the other path to independent practice in Alberta is a Practice Readiness Assessment (PRA-AB). An IMG must pass a two-part assessment of their clinical competence, chart management, and professionalism once registering with CPSA in order to be admitted to the Provisional Register. A Canadian medical graduate must take and pass a portion of this assessment in order to join the Provisional Register if they failed a national examination. The steps that you have to take before a PRA-AB Assessment are listed below. Once these are completed, the CPSA finds an assessor for you and sets up the assessment times. (CPSNS).    How can a foreign doctor get licensed in Canada? Medical graduates who meet the set criteria receive the Licentiate of the Medical Council of Canada (LMCC), a medical qualification. The LMCC is a part of the Canadian Standard, which defines the requirements doctors must meet before they may apply for a full license to independently practice medicine in Canada. It is not a license to practice medicine. On March 16, 2023, Prince Edward Island conducted a PEI PNP new invitation round. In the fourth round of this year, the province issued 138 invitations to apply to skilled workers in the Labour Impact and Express Entry streams.  PEI also invited six candidates to the Business Work Permit Entrepreneurs stream.
