International Student Stream 2024

New changes in the Ontario-OINP International Student Stream 2024

Candidates with one-year college graduate certificates are eligible for OINP’s Employer Job Offer: International Student Stream. On January 2, 2024, the Government of Ontario announced changes to the eligibility requirements of the Ontario-OINP International Student stream 2024.  According to the new update, as of January 1, 2024, international students who have completed a one-year college graduate certificate are eligible for OINP’s EJO IS stream. Before, the OINP’s EJO IS stream permitted candidates to apply with a one-year college graduate certificate only if the program demanded degree completion as an entry requirement. The Expression of Interest (EOI) scoring factors for additional Canadian educational credentials and the highest educational credential have been revised to reflect this change. Existing registrants who have not been invited to apply are encouraged to review the updated EOI. The list of eligible educational institutions for this stream has also been revised. We encourage potential applicants to check their eligibility criteria to ensure they meet all stream requirements and apply for the updated requirements and scoring. Ontario Employer Job Offer: International Student Stream Under the Employer Job Offer program, international students who are granted a job in a skilled occupation can apply for permanent residence in Ontario under the International Student stream. The National Occupational Classification’s (NOC) TEER (Training, Education, Experience, and Responsibilities) categories 0, 1, 2, or 3 must apply to the job offer for it to be eligible. early childhood educators

Ontario is raising the minimum wage for early childhood educators

Ontario is increasing salaries for early childhood educators to alleviate labor shortages. Ontario is raising the minimum wage for early childhood educators (ECE) to $23.86 per hour in 2023, up from the initially planned $20 to address staff shortages.  This was part of the childcare workforce strategy released by Education Minister Stephen Lecce in November. This increase is expected to position Ontario’s starting wages for ECEs among Canada’s highest from being one of the lowest. The province aims to create 86,000 new spaces by 2026 under the national childcare system, despite warnings of a potential shortage of 8,500 ECEs by then. An agreement Ontario signed with the federal government to participate in the $10-a-day program included a wage floor of $18 per hour in 2022, with annual increases of $1 to $25. Education Minister Stephen Lecce’s new plan calls for raising the floor to $23.86 per hour the following year and going up by $1 per hour after that, to $25.86 in 2026. No matter where they reside, all Canadian families should have access to excellent, affordable, and flexible early learning and childcare, according to the government of Canada. 92% of licensed childcare centers and home daycares have already reduced childcare center fees for families with children by 50%, and by 2026, the average daily fee is expected to drop to $10. These goals apply to all regions outside of Quebec, where there is already a well-established, affordable early learning and childcare system. There are currently regulated childcare facilities in nearly half of all provinces and territories that cost $10 per day on average or less. Ontario's labor force growth

Immigrants drive Ontario’s labor force growth

The Financial Accountability Office of Ontario (FAO) report highlights that international immigrants increasingly drive Ontario’s labor force growth. Based on 2021 Statistics Canada data, the study focuses on immigrants with permanent residence status in Canada. With immigration to Ontario reaching 227,424 in 2022, these new residents play a “significant role” in Ontario’s economic growth.  The report reveals that despite a decrease in numbers in 2020 and 2021 due to COVID-19, Ontario welcomed many newcomers in 2022 due to increased border restrictions and higher immigration targets. The province’s share of immigrants to Canada has increased to 42.5% this year. Despite fluctuations, immigrants account for a growing share of the province’s labor force growth, constituting 39% from 2007-2014 and 63% from 2015-2022. This report provides information on long-term trends in the labor market of international immigrants in Ontario. The scope of this report is limited to international immigrants (also known as immigrants in this report), which include economic immigrants, family-sponsored immigrants, refugees, and other immigrants. This report’s analysis excludes interprovincial migrants and non-permanent residents like temporary foreign workers and international students. The percentage of immigrants in the core working age group (25-54 years) has increased from 43.7 percent of those who arrived in the 1980s to 62.3 percent of those who arrived between 2016 and 2022. Immigrants are younger in age than the rest of the Ontario population. From 2016 to 2022, 92.0 percent of immigrants were under the age of 54, compared to 69.0 percent of the total population. Policy changes have resulted in a greater percentage of recent core working-age immigrants having postsecondary education credentials (80.0%) and Canadian work and/or study experience (38.5%) compared to long-established immigrants (66.7%) and 5.4%, respectively. college graduate students

Ontario is considering allowing one-year college graduate students to apply to the OINP

The Ontario Government plans to amend the Ontario Immigrant Nominee Program (OINP) to increase eligibility for international college graduate students. The proposed legislation focuses on revising requirements for those in one-year college graduate certificate programs, with over 900 such programs across the province.  This offers international students who previously considered moving to other provinces a better chance for permanent residency. The changes, possibly approved next week and implemented early next year, also ban Canadian work experience as a job prerequisite, facilitating more qualified candidates to progress in the interview process. Studies show that helping recently arrived immigrants with foreign training to find jobs in the fields they studied for could increase the province’s GDP by as much as $100 billion over a period of five years. Ontario receives more immigrants than any other province. Through the OINP, Ontario will nominate 16,500 immigrants this year for permanent residence in a number of key sectors, including skilled trades and healthcare. Ontario bans Canadian work experience as a job prerequisite, facilitating more qualified candidates The Government of Ontario proposes legislation prohibiting employers from requiring “Canadian work experience” in job applications. Ontario’s Ministry of Labour, Immigration, Training, and Skills Development believes this will address labor shortages by allowing newcomers to secure better-suited jobs instead of settling for positions overqualified.  Ontario aims to enable internationally trained immigrants to work in their fields of study, fostering their integration and supporting the provincial workforce. Ontario’s Minister of Citizenship and Multiculturalism, Michael Ford, states this change will benefit families, communities, and businesses. Canadian work experience

Ontario plans to prohibit employers from asking for Canadian work experience in job applications

The Government of Ontario proposes legislation prohibiting employers from requiring “Canadian work experience” in job applications. Details of the Ontario plan to prohibit employers from asking for Canadian work experience Officials estimate that supporting internationally trained newcomers to work in the professions for which they studied could boost the province’s GDP by up to $100 billion over the next five years. They claimed that eliminating the requirement for Canadian experience would allow more qualified candidates to advance in the interview process. Ontario hopes to prevent employers from requiring Canadian work experience and to relax provincial immigration eligibility so that international graduates of one-year college programs can obtain permanent residence. Canadian workers anticipate a 3.6% salary raise in 2024 The proposed changes are expected to go into effect next year and will be included in legislation introduced by the provincial government early next week. More than 30 occupational and professional licensing bodies will be prohibited from using Canadian work experience requirements in licensing beginning December 1.  David Piccini, Minister of Labour, Immigration, Training, and Skills Development Stated: “For far too long, far too many people arriving in Canada have been funneled into dead-end jobs for which they are overqualified.” “We must ensure that these people can find well-paying and rewarding jobs that will contribute to addressing the labor shortage,” “When newcomers to Ontario get a meaningful chance to contribute, everyone wins.” This year, the Ontario Immigrant Nominee Program (OINP) will nominate 16,500 immigrants for permanent residence in critical sectors such as health care and the skilled trades. To ensure that the Province selects the best candidates possible, the government is also proposing changes that would increase the number of international students in Ontario who are eligible to apply to the OINP by revising eligibility requirements for hundreds of one-year college graduate certificate programs across the province. The province has also communicated to the federal government that Ontario should have significantly more say about which economic immigrants arrive in the province.
