Saskatchewan expands the SINP to include 279 new jobs

On November 1, 2023, the Government of Saskatchewan announced broadening the SINP to bolster worker retention. The expansion now allows certain work permit holders in intermediate and lower-skilled occupations to apply for permanent residency under the Existing Work Permit stream.  This change opens up PR opportunities for internationally trained workers in these sectors who meet the program’s criteria, including language requirements and a full-time job offer.  Previously, only high-skilled and designated trade workers were eligible for this program. Now, an additional 279 occupations, such as: farm laborers,  truck drivers,  retail sales, nurse aides, and  equipment operators can apply.  To qualify for the SINP expanded stream, applicants must hold: an eligible work permit,  a Labor Market Impact Assessment-Supported Work Permit,  a Francophone mobility work permit, or  a CUAET visa for recently arrived Ukrainians. “The expansion of options for newcomers in today’s announcement is very welcome,” said Ukrainian Canadian Congress of Saskatchewan President Elena Krueger. “The Ukrainian Canadian Congress of Saskatchewan due the Government of Saskatchewan for providing refuge and support to displaced Ukrainians who have arrived in our province.” Thank you also to the many Saskatchewan employers who have welcomed Ukrainian newcomers by providing training and job opportunities. We look forward to continuing our collaboration with the provincial government to improve opportunities and support for displaced Ukrainians looking to start new lives in Saskatchewan.”  “There is no single solution for the labor shortage now and in the future,” said Brennen Mills, a partner at Saskatoon Fire and Flood. “The expansion to the SINP program is a good first step, as it enables us to support our employees in the immigration process, while also helping us fill vital positions.” The Saskatchewan government recently negotiated increases in the annual allocation of provincial immigration nominees for 2023, 2024, and 2025. Saskatchewan continues to advocate and negotiate with the federal government for additional authority to develop and implement immigration policies that are distinctive to Saskatchewan.  Immigration is vital for Saskatchewan’s growing GDP and labor demands. The province currently has over 16,000 job openings on SaskJobs and the National Job Bank. Over the next five years, Saskatchewan is expected to have 112,260 job openings. On September 7, 2023, the Saskatchewan Immigrant Nominee Program (SINP) conducted the fifth invitation round in the SINP Entrepreneur Program 2023 and invited 23 entrepreneurs.  This round’s highest Expression of Interest (EOI) score was 140 points. The average score was 115 points. The lowest score was 105.  The province will conduct the following EOI pool selections on November 2, 2023.  According to the new update, candidates cannot change their business plans after applying to the program. They also cannot change their Business Performance Agreement after the SINP approval. In 2023, Saskatchewan invited 5,398 candidates under all streams, including 196 entrepreneurs. What is the SINP Entrepreneur Program? The Saskatchewan Immigrant Nominee Program (SINP) administers the SINP Entrepreneur Program. Experienced business owners or senior business managers who seek to live in Saskatchewan are targeted by this stream. Successful candidates may launch a new business or buy an existing one and then start their day-to-day management duties.  After managing a business successfully for 6 months the entrepreneur may be nominated for permanent residence status. Candidates can submit an expression of interest, after submitting a profile candidates are assigned a score based on the SINP entrepreneur ranking system. The candidates with the most competitive score are invited to submit an application for the Saskatchewan Entrepreneur Program. What is the process for the Entrepreneur category? The Saskatchewan Entrepreneur program uses an Expression of Interest (EOI) system. Candidates who meet the minimum stream requirements can create an account and submit an EOI using the SINP Portal. There are four stages to take: Submission of an Expression of Interest (EOI) to the SINP. Selection of Expressions of Interest and Invitation to Submit an Application The EOI of a candidate is selected based on points. Those with the most points are selected at the end of each draw. The number selected is determined by the program’s requirements. Applications are processed in the order they are received once candidates are asked to apply. Establishment of a business. In the second quarter of 2023, SINP application processing times are given as: In the International Skilled Worker category, the processing time in the Employment Offer stream was three weeks; in the Occupation In-Demand stream, it was 21 weeks; and in the Express Entry stream – 23 weeks.  The processing time for the Tech Talent Pathway was two weeks, while for the Hard-to-Fill Skills Pilot, it was four weeks.  In the Saskatchewan Experience category, the processing time for all streams (the Existing Work Permit stream, Health Professionals, International Students, Truck Drivers, and Hospitality Workers streams) was one week.  In the Entrepreneur and Farm category, the processing time for the Entrepreneur Applications was nine weeks, while for the Entrepreneur Nominations, it was one week.  For the Farmer’s stream, it was 18 weeks.  The Job Approval Process, the authorization for an employer to hire a foreign worker through the SINP, took 15 weeks for specified workers and 26 weeks for not specified workers. SINP latest draw invited 642 candidates from eight countries

On August 16, 2023, Saskatchewan conducted new rounds of invitations in the SINP latest draws and invited candidates residing in Ireland, India, Poland, Czechia, Germany, Lithuania, Slovakia, and Ukraine.  The province invited 23 candidates from Ireland under the Express Entry category and 12 candidates under the Occupations In-Demand category.  Furthermore, Saskatchewan issued 224 and 207 invitations to Indian candidates through the Express Entry and Occupations In-Demand categories, respectively.  Lastly, to support a recruitment mission to Poland, the province invited candidates residing in Poland, Czechia, Germany, Lithuania, Slovakia, and Ukraine – 98 under the Express Entry and 78 through the Occupations In-Demand categories.  In total, Saskatchewan invited 642 candidates on August 16. Every quarter (three months), the processing time is revised. It displays the average time it took to process an application during that quarter. Each category’s time is measured in weeks. Processing times vary and are not necessarily a reliable predictor of future applications. The average time it takes to process 80 percent of applications is explained below. SINP invited 500 skilled workers in new EOI Draw

On June 8, 2023, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP). In the Saskatchewan new EOI Draw of June 2023 the Express Entry category, Saskatchewan issued 232 ITAs.  Another 268 invitations were issued to the Occupations In-Demand category candidates.  The lowest score in both categories was 69, two points more than in the previous draws. All invited candidates had Educational Credential Assessments.  In this draw, Saskatchewan invited 500 candidates under 18 different NOCs. In 2023, Saskatchewan invited 4,698 skilled immigrants and entrepreneurs in eight draws under the SINP. On May 18, 2023, Saskatchewan conducted new rounds of invitations in the SINP streams. In the Express Entry category, Saskatchewan issued 784 ITAs. Another 260 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 67, one point fewer than in the previous draws.  All invited candidates had Educational Credential Assessments. Saskatchewan claims to have the best educational credential assessment system

According to Saskatchewan Immigration Minister Jeremy Harrison, Saskatchewan has the best Educational Credential Assessment (ECA) system in Canada. The province provides financial assistance of up to $6,000 to healthcare workers to upgrade or remediate their educational credentials, enabling them to work in their respective fields.  According to the latest data from Immigration, Refugees and Citizenship Canada (IRCC), immigration to Saskatchewan is rising. Last year, the number of new permanent residents in the province increased by 97.6%, reaching a record-breaking 21,635.    Saskatchewan is using its advanced educational credential system to assist foreign nationals who immigrate to the province. This recognition for their international training enables them to secure employment more rapidly than in other regions of the country. There are guaranteed time frames, according to the provincial minister of immigration. By law, if you submit an application to a regulator, you must receive a response within 20 days if you are in Canada and 50 days if you are outside of Canada. If the response is “no,” you will know exactly why and how to correct the situation: “This is the course you need to take to have that credential recognized.”   Educational Credential Assessment System (ECAs) To ensure that your foreign degree, diploma, or certificate (or other forms of credential verification) is valid and equal to a Canadian one, you can use an Educational Credential Assessment (ECA). ECAs come in an array of types. You need an ECA in order to immigrate. Depending on the ECA’s type and/or issuing organization, you might be able to receive a different sort of ECA issued to you. ECAs can be used as part of an application to immigrate to Canada under the Federal Skilled Worker (FSW) program of the Express Entry system to show that a foreign national’s degree or diploma is valid and equivalent to a Canadian one.  But ECAs can also be important to foreign nationals once they enter Canada, helping them in showing to employers that they have the education required to obtain jobs in their fields and demonstrating to licensing organizations that they are qualified to practice their professions.   Where to get an ECA? The immigration department of Canada demands that each ECA be carried out by a designated organization or professional body, which afterward generates a report confirming that international education is equivalent to that in Canada. Each organization and professional body has a different processing timeline and cost.  There are five designated organizations eligible for ECA: Comparative Education Service – University of Toronto School of Continuing Studies. International Credential Assessment Service of Canada. World Education Services. International Qualifications Assessment Service (IQAS).
