Many US workers are considering migrating to Canada due to its welcoming immigration measures, which aim to address labor shortages. In July, Canada launched a pilot program allowing 10,000 H-1B visa holders to apply for a three-year open work permit.  The program reached its cap within 48 hours, and 6,000 US foreign workers have migrated since then. The move can be attributed to restrictions faced by H-1B holders and their families in the US.  Many skilled workers, particularly in tech, were laid off during the “US Tech Wreck,” leading them to seek opportunities in Canada. Canada’s former Immigration Minister Sean Fraser saw this as an opportunity to fill Canada’s STEM shortage, leading to the launch of the Tech Talent Strategy at Collision 2023. About the Open Work Permit A work permit is a legally recognized document that enables a foreign national to work in Canada. A work permit that has no limits to a specific employer or location is referred to as an open work permit. It means that a foreign national may work for several employers in various locations across Canada as long as they have a valid open work permit. BC held new invitation draws under BC PNP and invited up to 197 skilled candidates

On December 12, 2023, the Government of British Columbia held new invitation draws under BC PNP and issued invitations to apply to qualified candidates in healthcare, childcare, construction, and other priority occupations.  In the general draw, the province invited 73 candidates.  The minimum score for candidates invited to this draw was 95-116 points.  BC issued 61 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202).  In the Healthcare-targeted draw, BC British Columbia invited 27 candidates who scored 60 points.  In addition, the province invited 27 candidates working in the construction sector. Furthermore, up to five invitations have been issued for other priority occupations (NOCs 31103, 32104).  In total, British Columbia issued up to 197 ITAs in this draw. This year, British Columbia has already invited 9,920 candidates. Invitations to apply for the Skills Immigration streams may be targeted based on one or more of the following criteria: Education – the level, field, and location of education. Professional designations that are eligible in B.C. Language capabilities. Occupation. Work experience duration and skill level. The wage and skill level of the job offer. Intention to live, work, and settle in a particular area. Manitoba is working to ease barriers for internationally-educated nurses

Manitoba’s Immigration Minister Malaya Marcelino is working to ease accreditation for internationally-educated nurses in the province. Marcelino, who took over the immigration portfolio a month ago, is responding to calls from these nurses across Canada.  The Manitoba government successfully welcomed hundreds of foreign healthcare professionals after a Philippines mission, with over 300 now working as nurses or health aides across the province.  Manitoba Health Minister Audrey Gordon reiterated their commitment to health system improvement and patient care access. Over 300 candidates who passed interviews during a recruitment mission to the Philippines accepted job offers and have started arriving in Manitoba. Monika Warren, Shared Health’s chief nursing officer, expressed confidence that the new hires will be able to overcome any immigration and licensing issues.  “We chose candidates we thought would be successful.” “There were some candidates who were screened out, and some who we didn’t even interview because we felt they had too big a hill to climb, as it were,” she said at a news conference on Tuesday. According to Warren, health officials noticed that half of the new hires have family connections in Manitoba, so the province attempted to place them in communities where they had friends and/or family.  She also stated that they will be assigned mentors at work and will be assisted in finding accommodations.  Canada is attracting more internationally educated healthcare professionals Newfoundland and Labrador, Nova Scotia, and Saskatchewan had the highest percentage of internationally educated healthcare professionals (IEHPs) working in their fields in 2021, with 74%, 68%, and 67%, respectively.  Ontario had attracted the most significant number of IEHPs, with 116,310 residing there in 2021. IEHPs were most likely to be nurses, with one-third studying nursing.  The fields of study varied by province, with: Prince Edward Island has the highest percentage of IEHPs studying nursing at 53%,  Newfoundland and Labrador has 30% trained to be physicians, and  Ontario has the highest proportion of IEHPs studying dentistry at 10% or pharmacy at 9%. Alberta updated the inventory and held 2 new AAIP draws

On December 12, 2023, Alberta published an update on the Alberta Advantage Immigration Program (AAIP) inventory and held two new AAIP draws. According to the new AAIP inventory update, there were around 3,232 Alberta Opportunity Stream applications, 1,087 Rural Renewal Stream applications, and 832 applications under all pathways (Family Connection and In-Demand Occupation Streams, Dedicated Healthcare Pathway, Priority Sectors, and Accelerated Tech Pathway) of the Express Entry stream.  In 2024 and 2025, nominal increases of more than 10,000 nomination allocations per year are expected. These plans for AAIP nomination allocation are subject to change at any time. They are partially determined by many factors, including fluctuating application volumes and how nominations can be best allocated to meet Alberta’s labor needs. In addition, on November 21 and December 5, 2023, the AAIP held two new draws and invited 11 and 19 candidates working in the healthcare sector, respectively. On November 21, 2023, Alberta sent out 11 notifications of interest in the Dedicated Healthcare Pathway with Alberta’s job offer, a CRS score of 300 and above.  On December 05, 2023, Alberta sent out 19 notifications of interest under the Dedicated Healthcare Pathway with Alberta’s job offer, a CRS score of 300 and above. The lowest CRS for this draw was 301 This year, Alberta invited 3,549 candidates under all AAIP streams. About the Alberta Advantage Immigration Program (AAIP) The Alberta Advantage Immigration Program (AAIP) is a program that nominates applicants for permanent residence in Alberta. Candidates must have the necessary skills to fill job shortages or have plans to buy or start a business in Alberta. They must also be able to support their families. Canada continues inviting immigrants under the Parents and Grandparents Program

Canada saw a 27.2% increase in new arrivals under the Parents and Grandparents Program (PGP) in October, bouncing back from an eight-month low in August, according to Immigration, Refugees and Citizenship Canada. There were 2,525 new permanent residents in October, up from 1,975 in September and the August low of 1,515.  Despite a drop from 3,760 in May to 1,515 in August, current trends suggest the PGP could welcome 29,910 new residents by year’s end, a 9.7% increase from last year. So far this year, the PGP has admitted 24,925 new residents, a three percent increase from the same period the previous year. Ontario saw the highest number of PGP arrivals, with 11,805 parents and grandparents settling there. During that time, the following provinces and territories attracted the following number of new permanent residents under the PGP: 50 – Newfoundland and Labrador 10 – Prince Edward Island 175 – Nova Scotia 45 – New Brunswick 2,200 – Quebec has  1,020 – Manitoba  680 – Saskatchewan  4,820 – Alberta  4,080 – British Columbia  25 – Yukon  15 – Northwest Territories Super Visa for Parents and Grandparents A super visa allows you to visit your children or grandchildren for up to 5 years. It is a visa that allows multiple entries for a period of up to ten years. A super visa has specific requirements, including the need for health insurance. To be eligible, you must meet all of the requirements. Super Visa holders are allowed to stay in Canada for a maximum of two years during that time. On the other hand, a regular visa for visitors typically has a maximum validity of six months. Citizens of countries exempt from visa requirements may still find the Super Visa program beneficial. Normally, visitors from visa-exempt nations are allowed entry into Canada for six months without the need for a visitor’s visa. IRCC eased work permit application requirements for family class applicants

Immigration, Refugees and Citizenship Canada (IRCC) has issued an update regarding the public policy for spouses or common-law partners in Canada (SCLPC) class, as well as family class applicants applying within Canada. As of December 7, 2023, to prevent family class applicants from losing their status while awaiting acknowledgment of receipt for their permanent residence application, the IRCC will now accept open work permit applications without the acknowledgment of receipt.  This policy applies to applicants who can provide the necessary proof that their work permit, study permit, or temporary resident status is due to expire within two weeks. Public Policy for Spouses or Common-law Partners in Canada This public policy allows sponsored spouses and partners to support their families and build a life together in Canada. Sponsored spouses and partners, as well as their family members, contribute to the social and economic well-being of Canadian citizens and permanent residents. When a foreign national applies for an open work permit under the Spouse or Common-Law Partner in Canada Class or the Family Class, and their family members have a valid temporary resident status, have maintained their status, or are eligible for and have applied to restore their status and have the same residential address as their sponsor in Canada. Family Class Immigration The family class immigration program’s goal is to reunite Canadian citizens and permanent residents with close family members. By agreeing to support sponsored members of the family class, the sponsor promises that they will meet the basic needs of their family members for a set period of time so that they do not have to rely on social assistance. Priority is given to sponsorship applications involving spouses, common-law or conjugal partners, and dependent children. Adopted children, children to be adopted, and orphans are given priority in sponsorship applications, as they frequently involve minors without parental care. The season of International Experience Canada 2024 is now open

On December 11, 2023, Immigration, Refugees, and Citizenship Canada announced the opening of the season of the International Experience Canada 2024. Nearly 90,000 youths from IEC partner regions can join, with applications open from December 11, 2023. The IEC enables Canadian and international youths aged 18–35 to work and travel reciprocally.  Canada has youth mobility partnerships with 35+ regions, including new or improved arrangements with Finland, Iceland, Ukraine, South Korea, and the UK in 2023.  In 2024, Canadian youth will have more opportunities for international exposure, and IEC’s automation technology will streamline processing. The 2024 season will positively impact employers and the tourism industry by enabling participants to experience Canada through work and travel. In March 2023, Canada and Finland signed a new youth mobility agreement. Finland’s youth are expected to be able to participate once the agreement is ratified by both countries in 2024. As travel to Ukraine becomes safe, youth will be able to participate in the Canada-Ukraine youth mobility agreement. IRCC announced new bilateral agreements under the IEC On December 11, 2023, Immigration, Refugees, and Citizenship Canada announced updates to the International Experience Canada (IEC) bilateral agreements. The Government of Canada established new agreements with Iceland, while the youth mobility agreements with the UK and South Korea received updates for the 2024 season. Crucial changes to note include UK applicants now have the opportunity to participate twice, amounting to a total of 36 months. South Korea has introduced the Young Professionals and International Co-op categories, allowing a repeat category. For Chilean applicants aiming for the International Co-op, it is mandatory to be registered at a Chilean school at the time of application. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship stated:  “Canada benefits when young people around the world participate in International Experience Canada. This program will help Canadian employers in their search for talented employees, but will also serve to stimulate the tourism sector across the country. We also hope that young Canadians will take advantage of the reciprocal aspect of this program to gain work and travel experience from around the world that will serve them throughout their lives.” Categories in the International Experience Canada IEC has three levels of participation: Working Holiday: Participants on a Working Holiday receive an open work permit that allows them to work anywhere in the host country to fund their travels. International Co-op (Internship): International Co-op (Internship) participants are provided with an employer-specific work permit, allowing them to gain targeted experience in their field of study. Young Professionals: Participants in the Young Professionals program are given an employer-specific work permit to gain targeted, professional work experience in their field of study or career path. Canada’s immigration increased by 4.3%, likely to surpass the annual target

Canada’s immigration increased by 4.3% to 33,570 new permanent residents in October, following four months of decline, according to Immigration, Refugees and Citizenship Canada data. This is a slight rise from September’s low of 32,180.  Immigration had rebounded from an April low of 29,550 to 46,000 in May but began a steady decline, reducing by 30.3% in five months. In the first ten months, Canada welcomed 388,035 new permanent residents.  If this trend continues, Canada could reach its immigration target of 485,000 new permanent residents by the end of 2023.  2024-2026 Immigration Levels Plan The Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, tabled the 2024-2026 Immigration Levels Plan today, November 1, 2023. This plan aims to encourage economic growth while balancing pressures in areas such as housing, healthcare, and infrastructure. It charts a responsible path for long-term and stable population growth. With this Levels Plan, the Government of Canada maintains its target of 485,000 permanent residents for 2024 while also taking the final step toward reaching 500,000 in 2025. 5900 STEM candidates invited to the new occupation-specific Express Entry draw

On December 8, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held the second occupation-specific Express Entry draw for STEM candidates and issued 5,900 Invitations to Apply (ITA) to qualified Science, Technology, Engineering, and Mathematics (STEM) professionals.  In round #274, the cut-off score was 481 points, 5 points fewer than the previous draw for STEM candidates.  The tie-breaking rule for this round was November 25, 2023, at 09:48:36 UTC.  As of December 5, 2023, there were 217,370 profiles registered in the Express Entry pool.  This year, Canada issued 106,871 ITAs through the Express Entry draws. Category-based Rounds of Invitations Candidates in the Express Entry pool who are eligible for a specific category established by the Minister to meet an identified economic goal are invited in category-based rounds of invitations. Candidates for permanent residence are invited to apply based on criteria such as: The ability to communicate in a specific official language. Work experience in a specific occupation is required. education. Category-based rounds add general and program-specific rounds by inviting top-tier candidates who can contribute to the achievement of these specific economic objectives. Categories selected for 2023 These categories have been chosen for 2023: Proficiency in French is required. Occupations in healthcare. Jobs in science, technology, engineering, and mathematics (STEM). Occupations in the trades. Transportation jobs. Agriculture and agri-food jobs. The Immigration Minister extended temporary policies to support more international students

Marc Miller, the Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced the extension of three temporary policies set to expire in 2023. IRCC extended the waiver, allowing students to work off-campus for more than 20 hours weekly until April 30, 2024. This applies to students already in Canada and those who apply for a study permit by December 7, 2023.  Furthermore, the measure allowing online study time to count towards a post-graduation work permit will continue for students starting before September 1, 2024.  In addition, the Canadian Government extended the temporary policy granting an extra 18-month work permit for post-graduation work permit holders with expiring work permits.  Post-graduation work permit holders whose initial permit expires by December 31, 2023, can apply to extend their work permit. Extended temporary policies to support more international students Minister Miller also provided an update on three temporary policies affecting international students, all set to expire at the end of 2023. The exemption from work limit The exemption from the 20-hour-per-week limit on the number of hours international students may work off campus while classes are in session will be extended until April 30, 2024. International students who are already in Canada and applicants who have already applied for a study permit as of December 7, 2023, will be able to work more than 20 hours per week off campus until that date. We will continue to look into future options for this policy, such as increasing off-campus work hours for international students to 30 hours per week while classes are in session. International students to count time spent For students who begin a study program before September 1, 2024, the facilitative measure that allows international students to count time spent studying online towards the length of a future post-graduation work permit, as long as it constitutes less than 50% of the program of study, will remain in place. Students who begin a study program on or after that date will no longer be subject to this measure. Distance learning facilitation measures were first implemented in response to travel restrictions during the pandemic in 2020, and their scope was reduced in September 2022. The vast majority of international students are currently studying in person in Canada. Post-graduation work permit apply In response to labor market disruptions during the pandemic and post-pandemic recovery, a temporary policy was implemented three times to provide post-graduation work permit holders with an additional 18-month work permit as their initial work permit expired.
