As of September 22, Canada has issued 119,104 invitations to IEC candidates in 2023. Canada plans to welcome 90,000 newcomers this year through the International Experience Canada (IEC) program.  While more than 100,000 candidates have been invited, it should be noted that not all candidates will apply, and not all applicants will be accepted. In 2024, Iceland will be added to the list of IEC participating countries. Canada and Iceland signed a reciprocal agreement on August 4, which allows young adults aged 18-30 to work and travel between the two countries.  Finland will also join as a participating country in 2024, and South Korean youth will be eligible to participate in the Young Professionals and International Co-Op programs. Overview of the Canada and Iceland New Youth Mobility Agreements On August 4, 2023, the Canadian Government announced a new Youth Mobility Agreement with Iceland, allowing Canadian and Icelandic youth aged 18 to 30 to work and travel in each other’s country for up to 12 months.  The governments of Canada and Iceland will implement the new arrangement in 2024 after meeting all requirements. The new arrangement strengthens the ties between the two countries while providing Canadian youth with more international travel and work options. It also helps develop life skills, improves future job prospects, and invests in the potential of their youth, leading to a stronger, more interconnected global community. A large number of Icelandic immigrants and their descendants outside of Iceland reside in Canada. 101,990 people with Icelandic ancestry live in Canada, according to the 2021 Census.  Up to 120 youths per year from Canada and Iceland will be able to work and visit each other’s countries according to the agreement between the two nations.     What are the eligibility requirements for IEC candidates in 2023? IEC Candidates in 2023 wishing to apply for the IEC must: Be a citizen or passport holder of one of the 36 partner countries with which Canada has Youth Mobility Agreements They must have a valid passport for the duration of their visit to Canada At the time of application, the applicant must be between the ages of 18-29, 18-30, or 18-35 (all-inclusive, depending on nationality) When you arrive in Canada, you should have the equivalent of $2,500 CAD They must be able to obtain health insurance for the duration of their stay Be admitted to Canada; Have a round-trip ticket or the financial means to acquire a departure ticket at the end of their authorized stay in Canada (before departure); You must not be accompanied by dependents, and  you must pay the appropriate fees. PEI invited 157 candidates through the PEI PNP streams

On September 21, 2023, Prince Edward Island held a new draw and invited 153 candidates in the PEI PNP streams such as Labour Impact and Express Entry streams. Another four invitations were sent to Business Impact Category candidates. The lowest score for the business candidates was 80. In total, PEI issued 157 invitations in this round.  When will be the next PEI PNP Draw? The next draw is scheduled for October 5, 2023. Since the beginning of 2023, the PEI PNP issued 2,018 invitations. Among them, 52 invitations were under the Business Impact Category, and 1,966 were under the Labour Impact and Express Entry categories. Sudbury considered 37 new applications under the RNIP

On September 20, 2023, the City of Greater Sudbury held a new round of invitations and considered 37 new applications under the RNIP for the Rural and Northern Immigration Pilot (RNIP). In this round, Sudbury considered 37 candidates, including two candidates drawn through the Francophone Stream. The lowest score of these draws was 235 points, 15 points more than in the previous draw.  Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended at least 437 individuals under the RNIP. So far, the city has considered 267 candidates in 2023. Manitoba PNP issued 620 invitations in the EOI Draw 194

On September 21, 2023, Manitoba held a new invitation round in the Manitoba MPNP. In EOI Draw 194, the MPNP held a new occupation-specific candidate selection under The Skilled Workers in Manitoba (SWM) stream, regular SWM draw, Skilled Workers Overseas stream, and in the International Education Stream and invited 620 candidates. In 2023, MPNP invited 11,789 candidates, and 3,031 of them received invitations in the Express Entry Details of the EOI Draw 194 The details of the latest EOI Draw 194 in each stream are listed below. Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). The lowest score in the SWO category was 723 points, one point fewer than in the previous draw.  International Education Stream 56 invitations were issued in the International Education Stream. In this round, Manitoba has issued LAAs to 620 candidates, including 59 express-entry candidates.  Occupation-specific selection Profiles declaring current employment in Manitoba in occupations classified as having high labor demands based on Statistics Canada data were taken into consideration. The total number of letters of advice to apply issued is 298. The lowest-ranked candidate invited had a ranking score of 612. In this draw, jobs from the following National Occupational Classification (NOC) 2021 major groups were considered: 64 – Customer and personal service representatives, as well as other customer and personal service occupations. 65 – Sales and customer service occupations. What is the EOI draw in Manitoba? On September 19, 2023, the OINP Masters Graduate and Ph.D. Graduate streams issued 537 invitations to apply (ITAs). The minimum score of this round was 41 points, three points fewer than it was in the previous draw.  In addition, on September 19, 2023, Ontario also invited 71 candidates under the PhD Graduate Stream. On September 19, 2023, the Government of British Columbia held new British Columbia PNP Draw invitation draws under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates.  In the general draw, BC invited 147 candidates. IRCC announced category-based selection for newcomers working in transport occupations

On September 18, 2023, IRCC, Marc Miller, announced the first category-based draw in the Express Entry system for newcomers with work experience in transport occupations.  This initiative focuses on attracting skilled workers in the transport sector, including truck drivers, pilots, and aircraft assembly workers. The goal is to address labor shortages and support economic goals by inviting candidates with specific work experience or French language ability to apply for permanent residence.  Canada’s Express Entry system provides a streamlined pathway for skilled individuals in critical fields. By prioritizing the invitation of skilled newcomers in transport occupations, Canada aims to meet the demand for talent and fill key positions that contribute to economic growth. Jobs For Transport Occupations Category For candidates with transport job experience, the following occupations are eligible for the Express Entry draw: Occupations NOC Codes Aircraft Assemblers and Aircraft Assembly Inspectors 93200 Transport Truck Drivers 73300 Railway Traffic Controllers and Marine Traffic Regulators 72604 Engineer Officers, Water Transport 72603 Deck Officers, Water Transport 72602 Air Traffic Controllers and related occupations 72601 Air Pilots, Flight Engineers, and Flying Instructors 72600 Aircraft Mechanics and Aircraft Inspectors 72404 Railway Carmen/Women 72403 Managers in Transportation 70020 – The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship stated: “As the Canadian economy expands, we are committed to improving transport and infrastructure to ensure the safe and efficient movement of goods and passengers across the country.” We can invite newcomers with experience in transport occupations to fill large labor gaps and assure the future prosperity of the Canadian transportation sector by using category-based selection. I eagerly await the arrival of more talented workers to our country, as their knowledge and expertise will be crucial in meeting our labor market needs.”    Eligibility Requirements for Transport Occupations Category To be eligible to apply under the Transport Occupations Category, you must meet the following requirements: Meet the requirements of one of the Express Entry streams, such as the Federal Skilled Worker Programme, the Federal Skilled Trades Programme, or the Canadian Experience Class. Have at least 6 months of full-time, continuous job experience in a profession targeted for the Transport Occupations Category in Canada or abroad during the last 3 years. Complete all of the requirements outlined in the round’s instructions.
