In August 2023, the provincial Government of New Brunswick issued new Invitations to Apply (ITAs) through the three Express Entry streams of the NBPNP. The province issued 54 ITAs under the New Brunswick Employment Connection stream, 37 ITAs through the New Brunswick Student Connection stream, and 84 ITAs under the Express Entry Occupations In-Demand Connection stream.  In total, New Brunswick invited 175 candidates in August. In 2023, 1,064 candidates received ITAs under these three NBPNP streams. About the NBPNP Express Entry stream You have a better chance of receiving an Invitation to Apply (ITA) for permanent residency from Immigration, Refugees and Citizenship Canada if you apply through the New Brunswick Express Entry Stream of the New Brunswick Provincial Nominee Programme (NBPNP), which is connected to the federal Express Entry system. New Brunswick Employment Immigration Draws 2023   What are the eligibility requirements for the NBPNP Express entry stream? The Express Entry Labour Market Stream in New Brunswick is compatible with the federal Express Entry system. Candidates must have an active Express Entry profile in order to be considered. To be eligible for this stream, candidates must meet the eligibility criteria for the Federal Skilled Worker (FSW) program. CLB 7 language proficiency is required. Candidates must have at least the equivalent of a high school diploma in Canada. Candidates must have at least one year of full-time, continuous work experience in a National Occupational Classification (NOC) Skill Level 0, A, or B occupation. Candidates must be between the ages of 22 and 55 at the time their application is received. Candidates must be eligible to apply for the stream and submit an Expression of Interest. From September 2 to September 15, Canada invited 5,378 young foreigners to apply for an IEC open work permit. Canada may reconsider immigration targets

Canada’s Housing Minister and former Immigration Minister, Sean Fraser, hinted that the federal government may consider changes to the country’s high immigration targets. Fraser emphasized the need to align immigration policies with the absorptive capacity of communities, including housing, healthcare, and infrastructure.  He also suggested that the government should collaborate with other levels of government and institutions to consider immigration targets carefully. Fraser specifically mentioned the need to review the temporary immigration programs to ensure that they operate sustainably and not in an “uncapped way” based solely on demand. However, before making any changes, Fraser stated that the federal government would need to consult with other levels of government, as deciding which institutions accept international students is a matter for provincial governments, as well as institutions that have “a duty to play a part in housing the people who come here.” He also emphasized that discussions about addressing the country’s housing crisis should not be limited to immigration. “It’s critical that when we look at solutions to our housing challenges, we also consider what we can do to increase supply,” the minister said. “I believe it is critical to remember that immigration remains one of Canada’s most powerful competitive advantages in the global economy.” Overview of the Canada immigration targets 2023-2025 Canada is currently aiming to accept nearly 460,000 new immigrants each year under its Immigration Levels Plan, the highest level in its history. Newfoundland and Labrador employers recruit foreign workers through virtual fairs to address labor shortages. Employers interested in hiring outside Canada should register for upcoming virtual immigration fares from September 20, 2023, to March 27, 2024, starting with East and Southeast Asia and Oceania regions.  In the first seven months of this year, Newfoundland experienced a 109.5% increase in immigration compared to the same period in 2022, with 3,540 new permanent residents. Spousal sponsorship applications to increase by one-third by the end of 2023

In July, the number of Spousal sponsorship applications and common-law partners who immigrated to Canada remained almost the same as in June. The most recent data from Immigration, Refugees and Citizenship Canada (IRCC) indicates that 6,215 new permanent residents arrived in Canada through spousal sponsorship immigration in July, while 50,015 new permanent residents have arrived through this immigration program by the end of July.  This is an increase of 21.6 percent from the 41,145 new permanent residents who came through spousal sponsorships in the first seven months of 2022. If the trend continues, Canada is expected to welcome 85,740 new permanent residents through spousal sponsorships, a 33.7 percent increase from last year’s 64,145 immigrants who arrived through the same program. The anticipated volume of immigration under spousal sponsorship would be higher than the cap on spousal sponsorships set by Ottawa for this year. Manitoba to create an advisory council to develop an economic immigration strategy

Manitoba is developing a plan to increase economic immigration through its new Advisory Council on Economic Immigration and Settlement (ACEIS). The province is focused on addressing labor shortages, encouraging economic development, and supporting its francophone population.  Strategy of the Manitoba Advisory Council The Council recommended a strategy to attract more immigrants and business investors, streamline the Manitoba Provincial Nominee Program, and improve newcomer retention. Manitoba has already taken steps to meet these goals, including:  requesting additional MPNP allocations,  conducting targeted EOI draws, and  doubling the investment in the Newcomer Community Integration Support Program.  The ACEIS vice-chair is committed to implementing the Council’s recommendations and targeting labor market shortages in Manitoba. The province is confident its efforts will contribute to economic growth through immigration. Manitoba PNP Invitation latest draws updates Advisory Council on Economic Immigration and Settlement (ACEIS) The Government of Manitoba created the Advisory Council on Economic Immigration and Settlement (ACEIS) with the release of the Immigration Advisory Council (IAC) report in February 2023 to assist in the implementation of the report’s recommendations. The Council will pay close attention to the following as it makes recommendations on a comprehensive, multi-sector strategy for economic immigration and settlement: meeting the province’s capital region’s and other regions’ specific employment demands;  promoting economic growth outside the capital region; and  maintaining and growing Manitoba’s francophone population. The Council will be made up of up to 12 community representatives that represent the diverse regional, economic, and cultural diversity of Manitoba. Members’ terms will be for 12 months, from June 2023 to June 2024.   About the Manitoba Immigration Advisory Council (IAC) The Manitoba Immigration Advisory Council (IAC) was established in February 2022 and serves as a professional council to suggest changes to the present immigration laws and programs. The council, which will be co-chaired by Dr. Lloyd Axworthy and the Minister of Advanced Education, Skills, and Immigration, will examine all aspects of immigration, from recruitment to retention of arrivals. The Manitoba government will receive definite suggestions from it, along with steps it might take to strengthen the Canada-Manitoba Immigration Agreement, such as exploring the prospect of adding new annexes or memoranda of understanding. The council’s priorities include: building on promotion to bring in additional business investors and immigration; enhancing the Manitoba Provincial Nominee Program, particularly in terms of striking the ideal balance between the region’s regional labor market, economic development, and community requirements; and Promoting Manitoba’s programs and services for settlement and integration as well as those for the recognition of foreign credentials in order to promote labor market integration, enhance the recognition of foreign credentials, and support immigrant retention. On September 12, 2023, Alberta published the update considering the Alberta Advantage Immigration Program (AAIP) inventory.  According to the new update, there were around:  1,895 Alberta Opportunity Stream applications,  548 Rural Renewal Stream applications,  207 Accelerated Tech Pathway applications,  152 Family Connection Stream applications,  142 applications from priority sectors, and  less than ten applications under the Dedicated Healthcare Pathway.  Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 9,750 nominations to Alberta for 2023 under the AAIP. This year, Alberta invited 2,859 candidates and issued 7,483 nomination certificates. Alberta Advantage Immigration Program Applications by occupation. The AAIP receives an important number of applications in the worker streams listed below. On September 12, 2023, British Columbia issued new invitations to the Skilled Workers and Entrepreneur draws. BC PNP) issued 192 invites to skilled workers, international graduates, and entrepreneurs, demonstrating the province’s commitment to accepting people with varying skills and talents. The province invited 183 skilled candidates with a score of 60-88 points. BCPNP invited five candidates in the Base Category of the Entrepreneur Stream and fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 126. BC’s latest Skills Immigration Draw results British Columbia issued new invitations in the Skilled Worker – International Graduate categories, Childcare-targeted draws, and the Healthcare-targeted draw. In the Tech-targeted draw, BC issued 133 invitations with a minimum score of 88 points.  Childcare-targeted draw In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 36 candidates who scored 60 points.  Healthcare-targeted draw In the Healthcare-targeted draw, the province issued 14 invitations. The province invited 183 candidates with a score of 60-88 points.  British Columbia’s Latest Entrepreneur Draws results On September 12, 2023, British Columbia held new Entrepreneur Draws for business candidates in the British Columbia Provincial Nominee Program (BCPNP).  BCPNP invited five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 118 points, one point more than it was in the previous draw.  In addition, the province invited fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 126.  The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience & ownership, Net Worth, Investment, etc.  Another 80 points are given for the business concept. British Columbia issued 7,418 invitations this year, including up to 74 entrepreneurs. BC PNP Draws in 2023   How long does the BC PNP processing take? The processing times represent how long it takes us to process applications to the British Columbia Provincial Nominee Programme (BC PNP). Program processing times start on the date your complete application is received and are based on 80% of cases. Processing times may vary depending on program capacity. Processing times could be as follows: For skills, immigration processing estimated time is 3 months For the Post-nomination requests estimated time is 3 months The processing time for a permanent residence application would vary and could take anywhere from 9 to 18 months. What are the eligibility requirements for BC skills immigration? To be eligible for the skills immigration stream, you must:  have accepted a full-time, indeterminate work offer from a B.C. company (the job offer cannot be temporary or have a set expiration date). A skilled occupation (NOC TEER 0, 1, 2, or 3) is required.  be qualified to fulfill the responsibilities of the job. having two years of full-time (or full-time equivalent) experience in any skilled occupation (NOC TEER 0, 1, 2, or 3). Demonstrate your ability to support yourself and your dependents. Have legal immigration status in Canada or be eligible for it. Meet the minimum language requirements for NOC TEER 2 or 3 occupations. have a salary offer that is comparable with B.C. wage rates for the occupation. It is a Welcoming Week 2023 in Canada, On September 8, 2023, Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), stated that Canada welcomes more and more newcomers and celebrates inclusivity. Immigrants are an essential part of Canada’s cultural and economic fabric, contributing to innovation, filling labor market needs, and creating jobs.  Canada will celebrate Welcoming Week 2023, a global initiative promoting community diversity and connections, until September 17, 2023. The Minister encouraged all Canadians to share their community’s successes on social media using #WelcomingWeek2023 to inspire others to be more welcoming. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, issued the following statement: “By opening our doors to those seeking a better life, we open our communities to those wanting to build a stronger Canada. Other than Indigenous peoples, who have been here since time immemorial, all Canadians can trace their stories back to immigration.
