IRCC invited the first STEM candidates in the new occupation-specific Express Entry draw

On July 5, 2023, IRCC held the first occupation-specific Express Entry draw for STEM candidates and issued 500 Invitations to Apply (ITA) to qualified candidates.  In round #254, the cut-off score was 486 points. The tie-breaking rule for this round was November 23, 2022, at 00:01:29 UTC. Canada invited 700 candidates in the new all-program Express Entry draw

On July 4, 2023, IRCC issued 700 Invitations to Apply (ITA) to candidates under the new all-program Express Entry draw. In this draw, IRCC invited candidates under all immigration programs.  In round #253, the cut-off score was 511 points, 25 points more than in the previous all-program draw. The tie-breaking rule for this round was July 1, 2023, at 09:31:32 UTC.  As of July 4, 2023, there are 214,529 profiles registered in the Express Entry pool, 5,474 fewer than in the previous update. In 2023, Canada issued 60,248 ITAs through the seventeenth Express Entry draws. The cutoff is determined based on the date and time that candidates submitted their Express Entry profiles if more than one candidate gets the lowest score. The CRS score of 511 is the highest ever recorded in a 2023 all-program draw. This was the month of July’s initial invitation round. On June 29, 2023, Prince Edward Island conducted a new invitation round in the Labor Impact and Express Entry streams and invited 90 candidates under the Prince Edward Island PNP draw.  This draw was the third PEIPNP draw for June. The province invited 1,533 candidates this year, including 1,498 candidates under the Labor Impact and Express Entry categories and 35 business candidates.  According to the schedule, the next PEI PNP draw will occur on July 20, 2023. Canada is working to recruit and retain health workers to address the workforce crisis in the sector. This is a shared priority between the Canadian provinces and territories in the Working Together to Improve Health Care for Canadians Plan.  The plan includes a Budget 2023 commitment of nearly $200 billion over ten years, with $46.2 billion in new funding for provinces and territories to improve healthcare services.  Provinces and territories have also been asked to streamline foreign credential recognition for internationally educated health professionals and advance labor mobility, starting with multi-jurisdictional credential recognition for key health professionals. What is the Canada Budget 2023 for improving Healthcare? Budget 2023 offers an urgently required investment to strengthen the public health care system, ensuring that Canadians receive the care they deserve and need. Budget 2023 funds $198.3 billion to strengthen Canada’s public health care system as a whole. The funding will be used to clear backlogs, increase access to family health services, and make sure that provinces and territories can offer the timely, high-quality treatment that Canadians expect and deserve. Included in this are unique bilateral agreements to fit the requirements of each province and territory, increased funding for the provinces and territories of $46.2 billion through new Canada Health Transfer measures, pay support for healthcare workers, and a Territorial Health Investment Fund. The provinces and territories are not allowed to replace their projected health care spending with this funding; instead, it is to be used to improve and enhance the health care that Canadians currently receive. The federal government will also collaborate with Indigenous partners to contribute $2 billion over ten years for Indigenous health priorities, which will be distributed through the Indigenous Health Equity Fund according to standards.   Atlantic Premiers collaborate to enhance healthcare and the economy in the region On June 12, 2023, Atlantic Premiers came together to improve healthcare and strengthen Atlantic Canada’s economy. They discussed expanding the Atlantic Registry concept to cover more health professions, reducing administrative burden, sharing information and data, and establishing an Atlantic Working Group on International Recruitment.  Premiers also discussed immigration and labor force challenges with Federal Minister of Immigration Sean Fraser. They agreed to work towards an Agreement to Improve Technical Safety, Interjurisdictional Commerce, and the Mobility of Certified Tradespeople in Atlantic Canada, enabling regulated technical tradespeople to work throughout the region more efficiently.  The Government of Canada announced the category-based selection for healthcare workers On June 28, 2023, the Canadian Government announced an initiative to invite skilled newcomers with work experience in healthcare to address this sector’s severe labor market shortages.  Statistics Canada reported an all-time high of 150,100 job vacancies in health and social assistance in the third quarter of 2022, with 38 of the 58 occupational groupings that faced shortages between 2019 and 2021 concentrated in health.  Employment and Social Development Canada’s Canadian Occupational Projection System (COPS) predicts that health care will become the largest employing sector in Canada, with over 2.5 million workers by 2031. On June 28, the first round of category-based selection started and 500 healthcare workers were asked to submit. On July 5, 1,500 workers will be invited to apply in a second round. Manitoba invited 587 candidates Under Skilled Worker Program in New MPNP Draw

On June 29, 2023, Manitoba held a new invitation round under the Manitoba skilled worker program in the Manitoba Provincial Nominee Program (MPNP). In round #184, the MPNP held a new occupation-specific candidate selection under the Skilled Workers in Manitoba (SWM) stream and invited 315 applicants who scored 613 points and above.  Manitoba also issued 184 LAAs in the regular SWM draw. The minimum score for the LAA in this category was 662 points, three points fewer than the previous draw.  In the Skilled Workers Overseas stream, MPNP issued 26 LAAs to candidates invited under the Strategic Recruitment Initiative. The lowest score in the SWO category was 717 points, one point fewer than in the previous draw.  In addition, 62 invitations were issued in the International Education Stream. Manitoba has issued LAAs to 587 candidates, including 162 Express Entry candidates for this round.  In 2023, MPNP invited 7,298 candidates, and 1,943 of them received invitations in the Express Entry.   Skilled Worker Program Manitoba The needs of Manitoba employers are the driving force behind the Skilled Worker Program. The Manitoba Provincial Nominee Programme for Skilled Workers is mostly a locally driven program that is managed with Manitoba employers’ requirements in mind. The workers selected by MPNP are all highly skilled, internationally trained, and experienced workers who have a specific skill set required by the local labor market.  All of the selected applicants are then nominated for and/or invited to apply for Canadian Permanent Resident visas, which will enable them to work and settle in Manitoba, Canada. All qualified candidates with the skills required to contribute significantly to the expanding economy are encouraged to apply to the Manitoba Provincial Nominee Programme.  The Manitoba PNP enables all nominated candidates to become Canadian citizens and to remain and work in the province of Manitoba. What is the Skilled Workers Overseas stream? If you want to be considered for the Skilled Worker Overseas (SWO) path, you must show that you have a strong connection with Manitoba by Having the assistance of family or friends (Manitoba assistance), having completed your study or worked in the province previously (Manitoba Experience), or having received an invitation to apply directly from the MPNP as part of a strategic recruitment initiative (Manitoba Invitation). You must receive at least 60 points based on the following five factors in addition to having a link to Manitoba: language proficiency, age, work experience, education, and adaptability. The City of Greater Sudbury considered 53 applications under the RNIP draw

On June 28, 2023, the City of Greater Sudbury held a new round of invitations for the Rural and Northern Immigration Pilot (RNIP draw). In this round, Sudbury considered 53 candidates.  The lowest score of these draws was 250 points, ten points lower than in the previous draw. Last year, Sudbury invited a total of 154 applicants. Since the program’s launch, the city has recommended at least 346 individuals under the RNIP. As of June 28, 2023, there were 220,003 profiles registered in the Express Entry pool.  On July 5, 2023, IRCC will hold another occupation-specific Express Entry draw for healthcare workers. This year, Canada issued 59,548 ITAs through the Express Entry draws.   Category-Based Selection and Healthcare Occupations Since the six new categories were made public on May 31, this is the first Category-Based Selection Express Entry draw. Canada will be allowed to send invitations to apply (ITAs) to potential employees who have specific skills, training, or language ability due to category-based selections. This will make it easier to select candidates for permanent residence who have the most in-demand skills. The use of these new features for a specific round of invitations to be sent to health workers, including doctors, nurses, dentists, pharmacists, physiotherapists, and optometrists, was announced on June 28, 2023, by the honorable Sean Fraser, Minister of Immigration, Refugees, and Citizenship, and the honorable Jean-Yves Duclos, Minister of Health.  On June 28, the first round of category-based selection started and 500 healthcare workers were asked to submit. On July 5, 1,500 workers will be invited to apply in a second round. This phased strategy will guarantee the program’s successful launch. This initiative will help increase access to healthcare services for Canadians and their families by focusing on applicants with experience in the industry and by bringing in the talent the nation needs. Manitoba invited 49 Ukrainian candidates through the MPNP

On June 26, 2023, the Government of Manitoba held the 15th draw for Ukrainian candidates. In this draw, the province invited 49 candidates through the Manitoba Provincial Nominee Program (MPNP).  To be eligible, applicants must be Ukrainian citizens, have a minimum of CLB 4 in each language band, have connections to the province (close relative, community ties, previous employment, or studies in Manitoba), and score at least 60 points in the EOI registration points-grid, and possess a valid language test in one of the official languages.  In total, the province invited 6,711 candidates in 2023, including 174 Ukrainian nationals.
