On June 27, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 4,300 Invitations to Apply (ITA) to candidates under Express Entry draw 251.  In this draw, IRCC continued inviting candidates under all immigration programs. In round #251, the cut-off score was 486 points, the same as in the previous all-program draw. The tie-breaking rule for this round was June 21, 2023, at 00:57:04 UTC. As of June 27, 2023, there are 220,003 profiles registered in the Express Entry pool, 2,163 fewer than in the previous update. The Government of Canada announced a new policy to help foreign workers enhance their skills

On June 27, 2023, Canada introduced a new policy to help foreign workers that allows temporary foreign workers without a study permit to pursue longer study programs. This measure allows foreign workers to pursue additional training and education to enhance their careers and future job prospects.  The measure applies to those who hold a valid work permit or have applied to renew their work permit on or before June 7, 2023, and are authorized to work. Under this new measure, foreign workers can study full-time or part-time without restrictions on the length of the program until the policy expires, which is three years. Foreign workers will have the chance to seek extra training and education that will benefit them in their careers starting right away. Additionally, this policy will improve job prospects for foreign workers as well as their chances of settling here permanently. Foreign workers could previously work while they studied, but only in programs last 6 months or less. They have to apply for a second study permit for longer programs. For people who want to advance their education and acquire more training, especially those who need to upskill or confirm their international credentials through specific programs, this has been a barrier. The policy will increase the job opportunities available to foreign workers. Additionally, it will increase their chances of moving to permanent residence by raising their Comprehensive Ranking Score (CRS) through further study or by acquiring relevant work experience.   The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship statement about the new policy to help foreign workers: “Temporary foreign workers are vital to the Canadian economy, and many of them have goals that extend well beyond the job opportunities that initially brought them here. CBSA charged an Indian agent for immigration violations

The Canada Border Services Agency (CBSA) has charged Indian national Brijesh Mishra with immigration-related offenses, including unauthorized representation or advice for consideration, counseling misrepresentation, misrepresentation (direct or indirect misrepresentation and communicating false information), and non-compliance with the Immigration and Refugee Protection Act (IRPA).  The charges stem from an investigation initiated by CBSA after receiving information regarding Mr. Mishra’s status in Canada and his alleged involvement in fraudulent activities, including issuing fraudulent letters to Indian students on behalf of Canadian postsecondary institutions. After learning about Mishra’s immigration status and his suspected involvement in “counseling misrepresentation,” according to CBSA, the agency launched an investigation. The allegations additionally involve issuing fake letters to Indian students on behalf of educational institutions in Canada. According to the Immigration and Refugee Protection Act (IRPA), the CBSA charges include: IRPA Section 91(1) Unauthorized Representation or Advice for Consideration – one count IRPA Section 126 Counseling Misrepresentation – one count IRPA Section 127(a) Misrepresentation (Direct or Indirect Misrepresentation) – one count IRPA Section 127(b) Misrepresentation (Communicating False Information) – one count IRPA Section 124(1)(a) Non-Compliance with the Act – one count   International students frequently select Canada as their study abroad destination since it is very simple to obtain a work permit. In 2022, there were more than 800,000 foreign students in Canada with legal visas, including about 320,000 Indians. In accordance with a press statement from advocates for the students, those who were subject to deportation orders entered Canada on student visas in 2017 and 2018. Temporary residents in Canada are primarily from India and China and tend to be younger and employed. According to Statistics Canada, the labor force participation rate for the Canadian population is 63.4%, аnd it is 74.2% for temporary residents.  Last year, nearly one million temporary residents participated in the census, making up 2.5% of Canada’s population. Temporary foreign workers with work permits make up Canada’s largest chunk of non-permanent residents. International students and asylum claimants also make up a significant portion.  The remaining 8.7% were other types of non-permanent residents, including those in Canada under Parent and Grandparent (PGP) Super Visas. Non-permanent residents (NPRs) made for 2.5% of Canada’s population in 2021 as the census counted about 1 million of them. The majority of those one million, or NPRs, had a work permit. In 2021, 14.2% of NPRs also had a study permit in addition to their job permit, while 40.1% of NPRs had a work permit solely. In addition, NPRs with a study permit comprised 21.9% of all NPRs. 15.1% of NPRs were applications for refugee protection. In the 2021 Census, young adults between the ages of 20 and 34 made up 6 out of 10 NPRs. Comparatively, young adults made up 18.4% of the rest of Canada’s population compared to 37.3% of recent immigrants. The fact that most NPRs have work permits and study permits, which are often held by people between the ages of 20 and 34, might be responsible for their young age.   Temporary residents in Canada A foreign national who is legally permitted to enter Canada temporarily is known as a temporary resident. When it is decided that a foreign national meets the legal requirements to enter and/or remain in Canada as a visitor, student, worker, or holder of a temporary resident permit, that person is said to have temporary resident status. The only foreign nationals who are legally residing in Canada are temporary residents. From June 17 to June 23, Canada invited 1,503 young foreigners to apply for an IEC open work permit. IEC Rounds of Invitations 2023   International Experience Canada (IEC) Program A number of programs known as International Experience Canada (IEC) allow young people from participating countries to visit Canada temporarily to live and work there. If an international applicant completes one of the IEC programs successfully, they will be qualified to apply for a work permit in Canada without the need for a Labour Market Impact Assessment (LMIA). With the acceptance of work permits, IEC permits temporary stay in Canada for a maximum of one year. EC work permits are authorized using a system of random draws. Not all foreign nationals who indicate interest in the program will be chosen. Success chances depend on the quota for each program and country. There are three separate programs administered by the IEC. Interested applicants should confirm the requirements for the various programs even if IEC has general standards. Service Canada opened new 10-day passport service locations

Service Canada announced the opening of seven new 10-day passport service locations across the country, making it easier and more convenient for Canadians to obtain their passports promptly.  These locations include Prince George in British Columbia, Lac-Megantic, Gaspe, Saint-Georges, Sainte-Agathe-des-Monts in Quebec, and Timmins and Dryden in Ontario. This move by the Canadian Government reflects its commitment to improving the passport application process and ensuring Canadians have access to essential travel documents for those who need to travel urgently or for work. Service Canada currently offers 20 Service Canada Centres across the country where Canadians can apply for a passport and receive it by mail in 10 business days (mail time not included), due to the updating of these new locations. This reduces wait times at passport offices and enables Canadians to receive service closer to home. If a Canadian requires their passport in less than ten working days, they must go to a passport office that offers express or urgent pick-up services and pay extra for those services.   There are no backlogs, passport processing times are back to the pre-pandemic levels, and Service Canada is consistently exceeding its delivery goals for a majority of applications. Although the public service labor disruption earlier in the spring had a small impact on passport processing, all service delays were quickly remedied. Nearly all passports are once again being delivered by Service Canada within the 10- and 20-day targets, with about 98% of passports being provided within service standards regardless of the mode of intake. The team at the passport office has been working to enhance service offerings over the past few months, and they are now ready to handle the first round of passport renewals for people who got 10-year passports in July 2013. BC PNP invited up to ten candidates through the entrepreneur draws

On June 20, 2023, British Columbia held new draws for business candidates in the British Columbia Provincial Nominee Program (BCPNP) through the entrepreneur draws. BCPNP invited up to five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 119 points, four points more than it was in the previous draw.  In addition, the province invited fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 152. The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience & Ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept.  British Columbia issued 5,125 invitations this year, including up to 54 entrepreneurs. BC PNP Entrepreneur Immigration Entrepreneur Immigration (EI) is a process for foreign entrepreneurs who want to immigrate to British Columbia (B.C.) to establish businesses that promote innovation and economic growth in the province. This program is part of the BC Provincial Nominee Programme (BC PNP). A “temporary to permanent” immigration route is entrepreneur immigration. Newfoundland and Labrador announced funding to support internationally trained nurses

On June 22, 2023, the Government of Newfoundland and Labrador announced $260,000 to help internationally trained nurses work in Newfoundland and Labrador. The funding will help nursing regulators by implementing a call-answering service contract, creating a Registration Support Assistant position, and providing an incentive program through NLHS.  This is in line with recent amendments to the Registered Nurses Regulations, which will streamline registered nurses’ registration and licensing process and make it easier for nurses educated outside the province to work in Newfoundland and Labrador. The funding also aligns with Health Accord Newfoundland and Labrador recommendations to improve the recruitment and retention of healthcare professionals. The Department of Immigration, Population Growth, and Skills provided funding in 2021 for the College of Registered Nurses to open a satellite location to offer education credential reviews, language proficiency reviews, and competency assessments to support regulators in making evidence-based registration decisions. Minister of Health and Community Services Honourable Tom Osborne stated: “The College of Registered Nurses and the College of Licenced Practical Nurses will be equipped with the necessary resources to efficiently streamline the license and registration processes in accordance with the recently issued Registered Nursing Regulations due to the funding. The number of licensed RNs and LPNs will increase as a result of the recruitment of Canadian and international nurses, which will decrease the workload of our present nurses and improve patient care.”   Newfoundland and Labrador made easier recruitment of internationally-trained nurses On June 2, 2023, Newfoundland and Labrador made it easier for internationally-trained nurses to work in the province by amending the Registered Nurses Regulations. The changes include establishing a Designated Countries Pathway for nurses from seven countries, including the US, UK, India, the Philippines, Australia, New Zealand, and Ireland, and reducing costs and education assessment time for International Nursing Applicants. The Provincial Government plans to welcome approximately 200-300 nurses from India by the end of this year. Currently, there are already 200 internationally-educated nurses working in the province. More than 500 more nurses have joined the healthcare sector since April 2022. The Provincial Government anticipates being able to recruit more nurses in the province with improved registration and licensing processes.
