Latest Updates on the AAIP inventory

On June 20, 2023, Alberta published the Latest Updates on the AAIP inventory. According to the new update, there were around  676 Alberta Opportunity Stream applications,  245 Rural Renewal Stream applications,  216 Accelerated Tech Pathway applications,  217 Family Connection Stream applications,  76 applications from priority sectors, and  less than ten applications under the Dedicated Healthcare Pathway.  Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 9,750 nominations to Alberta for 2023 under the AAIP. This year, Alberta invited 584 candidates and issued 5,007 nomination certificates. British Columbia PNP Draw

British Columbia PNP Draw invited around 149 skilled candidates

On June 20, 2023, Under British Columbia PNP Draw B C issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BCPNP).  In the Tech-targeted draw, BC issued 107 invitations with a minimum score of 90 points.  In the Childcare-targeted draw for early childhood educators (NOC 42202), the province invited 18 candidates who scored 60 points.  In the Healthcare-targeted draw, the province issued 19 invitations.  Additionally, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104).  The province invited up to 149 candidates with a score of 60-90 points. Including this draw, in 2023, British Columbia has already issued 5,125 invitations. Canada’s population has now surpassed 40 million people

Canada’s population has reached a significant milestone, hitting 40 million people just before 3 pm on Friday, June 16. According to Statistics Canada, the country’s population growth rate currently stands at 2.7%, its highest since 1957 during the postwar baby boom. This growth rate is due to a few factors, including recent birth trends, deaths, and international migration data.  Last year saw a record increase of 1.05 million people, 96% of that increase due to international migration. Statistics Canada predicts that Canada’s population could reach 50 million as early as 2043 if current trends continue. This projection underscores the importance of ongoing efforts to manage population growth and ensure that Canada remains a great place to live, work, and raise a family. The significant turning moment in the history of the country comes after a year of growth that broke all previous records. Most of the 1.1 million new permanent and temporary residents that were included in Canada’s population in 2022 were immigrants. The increase allowed the 40-million milestone to be achieved faster than expected. It’s a wonderful chance to celebrate Canada’s growth and reflect on how far we have actually come as a country. “Canada has reached an exciting milestone. It is a clear indication that Canada is still a vibrant, welcoming nation with lots of promise,” according to chief statistician Anil Arora, who made the statement to the media. Immigration Levels Plan One of the key strategies that the country uses to deal with its demographic concerns is immigration. The population of Canada is aging, and the country’s natural birth rate is insufficient to increase it. As a result, Canada needs immigrants to support both the growth and sustainability of its workforce. Nearly all of the increase in Canada’s workforce may be due to immigration. Immigration, Refugees and Citizenship Canada anticipates that by 2023, immigrants will make up roughly 30% of the country’s population. Over 460,000 new immigrants will be welcomed annually, according to Canada’s Immigration Levels Plan. The objectives of Canadian immigration are to support the economy, reunite families, and aid refugees Canada’s goal for new immigrants in 2023 is 465,000 new permanent residents. By 2024, the goal will increase to 485,000 then 500,000.   Post-war Baby Boom The number of births unexpectedly grew in Canada and many other countries after the Second World War. With fertility hitting a peak of 3.94 children per woman in 1959, Canada saw one of the strongest post-war baby booms in the world. That is over three times higher than the previous record low, which was 1.41 in 2020. A record-breaking number of 463,000 babies were born in Canada in 1960. In comparison, just 368,000 babies were born in 2021, despite the fact that the population as a whole was more than twice as large as it was in 1960. Canada’s population peaked at 20 million people in 1966, at the end of the baby boom period, with a substantial proportion of children between the years of 0 and 14. Ontario invited 1000 candidates under EJO: In-Demand Skills and Foreign Worker Streams

On June 20, 2023, the Government of Ontario held new draws in the Employer Job Offer: In-Demand Skills Stream (EJO IS) and Employer Job Offer: Foreign Worker Streams (EJO FW) of the Ontario Immigrant Nominee Program (OINP).  The province held two draws in the EJO FW Stream and issued 744 invitations to apply (ITAs) to eligible candidates working in healthcare and construction occupations.  In addition, Ontario held another draw for the EJO IS stream. Ontario issued 256 invitations to apply in a general draw to candidates with a minimum score of 26. In total, OINP issued invitations to 20,198 candidates in 2023. Overview of the latest Foreign Worker Streams draw The Government of Ontario held new draws in the Employer Job Offer: In-Demand Skills Stream (EJO IS) and Employer Job Offer: Foreign Worker Stream (EJO FW) of OINP. Targeted invitations to apply were also sent out by the OINP to individuals in the EOI pool who might be qualified for the Employer Job Offer: Foreign Worker stream. New Brunswick issued new invitations under the Express Entry streams

In May 2023, the provincial Government of New Brunswick issued new Invitations to Apply (ITAs) through the three Express Entry streams of the New Brunswick Provincial Nominee Program (NBPNP).  The province issued 21 ITAs under the New Brunswick Employment Connection stream, 10 ITAs through the New Brunswick Student Connection stream, and 62 ITAs under the Express Entry Occupations In-Demand Connection stream.  In total, New Brunswick invited 93 candidates in May. In 2023, 509 candidates received ITAs under these three NBPNP streams.   New Brunswick Express Entry Streams You will have a greater chance of receiving an Invitation to Apply (ITA) for permanent residency from Immigration, Refugees and Citizenship Canada if you participate in the New Brunswick Express Entry Stream of the New Brunswick Provincial Nominee Program (NBPNP), which is linked to the federal Express Entry system. How to be eligible for the NB Express Entry stream? You must meet the following requirements to be nominated through the NB Express Entry Stream: Make a Federal Express Entry profile to be added to the candidate pool. Over the last two weeks, Immigration, Refugees and Citizenship Canada (IRCC) held new IEC draws in the pools of International Experience Canada (IEC). From June 3 to June 16, Canada invited 3,487 young foreigners to apply for an IEC open work permit. IEC Rounds of Invitations 2023   International Experience Canada (IEC) Program A number of programs known as International Experience Canada (IEC) allow young people from participating countries to visit Canada temporarily to live and work there. If an international applicant completes one of the IEC programs successfully, they will be qualified to apply for a work permit in Canada without the need for a Labour Market Impact Assessment (LMIA). With the acceptance of work permits, IEC permits temporary stay in Canada for a maximum of one year. EC work permits are authorized using a system of random draws. All permanent residence applicants will now be required to submit biometrics

On June 14, 2023, Immigration, Refugees and Citizenship Canada (IRCC) announced the removal of the public policy allowing foreign nationals to apply for permanent residence with previous biometrics. As a result, all permanent residence applicants applying on or after June 14, 2023, are required to submit biometrics. The updated instructions have affected general processing measures implemented during COVID-19.  All applicants now have 30 days from the Biometric Instruction Letter (BIL) date to provide their biometrics as was the procedure in the pre-pandemic time. Why do biometrics for immigration to Canada? An individual’s recognition must be verified using biometrics. The Canadian government advises that biometrics help the safety of Canadian immigrants in several ways, despite the fact that it may not seem like urgent steps at the moment. For example, having biometrics on file makes it more difficult for someone to steal your identity by fabricating, swiping, or using it. The resolution of problems or errors that might occur when a person’s name, birthday, and/or place of birth are similar to those of another person is also made easier by biometrics.   IRCC Published Important Instructions for PGWP holders On June 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) introduced a temporary policy allowing eligible post-graduation work permit (PGWP) holders to apply for an additional open work permit valid for up to 18 months.  All applications must be received between April 6 and December 31, 2023, and their PGWPs have expired or will expire between September 20, 2021, and December 31, 2023. These instructions guide the issuance of the additional open work permit during the policy’s effectiveness period. Certain PGWP holders will have the opportunity to take part in a facilitative process to extend their work permit beginning on April 6, 2023. Two PEI EOI draws held in the first half of June

In the first half of June, Prince Edward Island held two PEI EOI draws. On June 1, 2023, PEI conducted a new invitation round in the Labour Impact Category and invited 97 candidates. Only Labour and Express Entry applicants were invited to the most recent Prince Edward Island PNP draw. On the PEI PNP draw held on June 1st, no invites for Business Work Permit Entrepreneurs were sent out. The previous draw of this sort was held on May 4, 2023. The Prince Edward Island PNP has invited 2,256 Labour & Express Entry applicants over the past 12 months, while 92 Business Work Permit Entrepreneur applicants received invites. Entrepreneur invitations to start a business over the last 12 months: 4% Invitations to apply for work and Express Entry in the last 12 months: 96% On June 15, 2023, the province issued 118 invitations to apply to skilled workers in the Labour Impact and Express Entry streams. PEI also invited four candidates to the Business Work Permit Entrepreneurs stream. IRCC published important instructions for PGWP holders

On June 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) introduced a temporary policy allowing eligible post-graduation work permit (PGWP) holders to apply for an additional open work permit valid for up to 18 months.  All applications must be received between April 6 and December 31, 2023, and their PGWPs have expired or will expire between September 20, 2021, and December 31, 2023. These instructions guide the issuance of the additional open work permit during the policy’s effectiveness period. Certain PGWP holders will have the opportunity to take part in a facilitative process to extend their work permit beginning on April 6, 2023. Foreign nationals who were qualified for the 2022 PGWP facilitative measure and whose PGWP expires in 2023 will also be able to apply for an additional 18-month work permit. Even after the 90-day restoration period ends, those with expired work permits can still have their status back. They will also get an interim work authorization while waiting for their new work permit application to be processed. About the Post-graduation Work Permit (PGWP) Students who have graduated from authorized Canadian designated learning institutions (DLIs) are eligible for the Post-Graduation Work Permit (PGWP) Program, allowing them to get an open work permit and achieve valuable Canadian work experience. Graduates can become eligible for permanent residence in Canada through the Canadian experience class in Express Entry by collecting skilled Canadian work experience in TEER categories 0, 1, or 3 through the PGWP Program.   Who is eligible for PGWP? A foreign national may be eligible for PGWP who must be at least 18 years old and have completed a program of full-time study in Canada that lasted at least 8 months in order to be qualified for a Post-Graduation Work Permit (PGWP). A Designated Learning Institution (DLI) must have offered the study program, and it must have been one of the programs specified below. Additionally, a foreign national must submit an application for a work permit within 180 days of completing their study program. Fraser responded to reports concerning international student fraud

On June 13, 2023, Sean Fraser, Minister of Immigration, made a statement concerning the reports of international student fraud.  He said international students who are not found to be involved in immigration-related fraud will not be deported. Fraser said he directed the issuance of temporary resident permits (TRP) to foreign students who came to Canada intending to study and were unaware of the use of forged documents.  The minister’s statement came after a group of Indian students in Canada was threatened with deportation for allegedly submitting fraudulent letters of acceptance. He urged applicants to make sure they do proper research and access the official website before applying for a study permit.   The honorable Minister’s Statement regarding International student fraud The following statement has been issued by the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship (IRCC):  “I understand that those affected by fraudulent individuals consider this situation upsetting and I want to encourage them that their well-being is of the highest priority. As a result, I’ve already put together a team of my officials and asked them to collaborate closely with the Canada Border Services Agency (CBSA) to identify the victims of fraud, or those students who came to Canada to study and actually did so.” “Let me be clear: International students who aren’t found to have committed fraud will not be deported. I have discretionary authority under the Immigration Refugee Protection Act, which I think I should use in this instance. I have thus given officers instructions to issue a Temporary Resident Permit to an international student if the facts of a particular case indicate that the individual came to Canada with the intention to study and were unaware that they were using fraudulent documentation.  This will guarantee that those with good intentions students and graduates can stay in Canada and prevent them from being subject to the usual 5-year ban on re-entering Canada that usually results from misrepresentation. Preliminary Temporary Resident Permits will be provided if needed to stop imminent deportation for anyone under assessment while this process ends.” “To better detect and combat fraud and uphold the integrity of our immigration programs, Immigration, Refugees and Citizenship Canada (IRCC) has been working together even more closely with designated learning institutions (DLIs), the provinces and territories, and organizations that represent Canadian colleges and universities. This is in line with my instructions to officials.” “The Government of Canada is not focused on penalizing anyone who may have been affected by the fraud; rather, it concentrates on discovering those who are responsible for the fraudulent action. “We are committed to offering an honest and open pathway to Canada because we comprehend the immense value that international students make to our nation. All applicants must make sure they do their research, have an acceptance letter from a DLI, and visit the official website to find out about all of our programs before applying for a study permit. We encourage you to come forward and report fraud if you think you have been misled by fraudulent experts.
