On April 20, 2023, Prince Edward Island conducted a new invitation round in the Prince Edward Island PNP draw (PEI PNP). In the sixth round of this year, the province issued 180 invitations to apply to skilled workers in the Labour Impact and Express Entry streams.  PEI also invited nine candidates to the Business Work Permit Entrepreneurs stream. The lowest score for business candidates was 72 points, 20 points more than in the March draw.  This year, PEI invited 943 candidates. Canada will require 30,000 immigrants to replace retiring farmers

The Canadian farming industry is facing a significant challenge – approximately 40% of farmers in Canada are expected to retire within the next ten years and Canada will require to replace retiring farmers, with 66 percent of them needing a succession plan. This means the country will soon face a shortage of farmers, which could seriously impact the economy and food security in the long run.  To address this challenge, a proposal has been made to update Canada’s immigration programs and allow 30,000 new immigrants to focus on farming. The agriculture industry is also expected to see a decrease of 24,000 workers engaged in farming, nursery, and greenhouse activities.   Despite having one of the most diverse agricultural industries in the world, each region and operation has a drastically different level of demand for foreign labor. Higher-skilled farm operators from countries like India, the Netherlands, China, the US, and the UK have long been welcomed in Canada. The Temporary Foreign Workers (TFW) program, which remains a crucial source of low-skilled labor, is just a short-term solution to a persistent challenge, the report stated, therefore new rules are required in the case of immigration of low-skilled migrants.   Co-author of the report and director of the Arrell Food Institute at the University of Guelph, Evan Fraser, Said; “We’re talking about completely new types of agriculture, such as the explosion of the greenhouse industry and the emergence of the vertical farming industry.” According to a CBC News report, Canada started an agriculture-specific immigration pilot program in 2020 to provide non-seasonal workers with expertise with a road to permanent residency. The initiative will end in May 2023. In the province of Ottawa, more than 1,500 individuals had been admitted as of February 2023.   Canada Agri-food Pilot Program (AFP) The Agri-food Pilot Program Program (AFP) is an economic pilot program created to help fill the labor shortage in the Canadian agri-food sector, particularly in the year-round production of mushrooms and greenhouse crops, meat processing, and livestock raising, as well as to draw in experienced, non-seasonal workers who can settle in Canada.  To be eligible to apply for the AFP Program, foreign nationals must have a job offer in a qualifying occupation and industry combination and also meet the minimum requirements for language ability, education, work experience, immigration status (if applicable), and settlement funds (if required).   Agri-Food Immigration Pilot: Eligibility Requirements To be taken into consideration for Canadian permanent residency under the Agri-Food Immigration Pilot (AFP), applicants must satisfy the following requirements. 12 months of non-seasonal, full-time employment in Canada in one of the approved occupations under the Temporary Foreign Worker Program. a level 4 in either English or French on the Canadian Language Benchmark. the equivalent of a high school degree or greater. an indeterminate job offer for full-time, non-seasonal work in Canada, outside of Quebec, at or above the prevailing wage. On April 20, 2023, Saskatchewan conducted new rounds of invitations under the new SINP draw. In the Express Entry category, Saskatchewan issued 623 ITAs. Another 444 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 69, 13 points fewer than in the previous draws.  All invited candidates had Educational Credential Assessments. Saskatchewan claims to have the best educational credential assessment system

According to Saskatchewan Immigration Minister Jeremy Harrison, Saskatchewan has the best Educational Credential Assessment (ECA) system in Canada. The province provides financial assistance of up to $6,000 to healthcare workers to upgrade or remediate their educational credentials, enabling them to work in their respective fields.  According to the latest data from Immigration, Refugees and Citizenship Canada (IRCC), immigration to Saskatchewan is rising. Last year, the number of new permanent residents in the province increased by 97.6%, reaching a record-breaking 21,635.    Saskatchewan is using its advanced educational credential system to assist foreign nationals who immigrate to the province. This recognition for their international training enables them to secure employment more rapidly than in other regions of the country. There are guaranteed time frames, according to the provincial minister of immigration. By law, if you submit an application to a regulator, you must receive a response within 20 days if you are in Canada and 50 days if you are outside of Canada. If the response is “no,” you will know exactly why and how to correct the situation: “This is the course you need to take to have that credential recognized.”   Educational Credential Assessment System (ECAs) To ensure that your foreign degree, diploma, or certificate (or other forms of credential verification) is valid and equal to a Canadian one, you can use an Educational Credential Assessment (ECA). ECAs come in an array of types. You need an ECA in order to immigrate. Depending on the ECA’s type and/or issuing organization, you might be able to receive a different sort of ECA issued to you. ECAs can be used as part of an application to immigrate to Canada under the Federal Skilled Worker (FSW) program of the Express Entry system to show that a foreign national’s degree or diploma is valid and equivalent to a Canadian one.  But ECAs can also be important to foreign nationals once they enter Canada, helping them in showing to employers that they have the education required to obtain jobs in their fields and demonstrating to licensing organizations that they are qualified to practice their professions.   Where to get an ECA? The immigration department of Canada demands that each ECA be carried out by a designated organization or professional body, which afterward generates a report confirming that international education is equivalent to that in Canada. Each organization and professional body has a different processing timeline and cost.  There are five designated organizations eligible for ECA: Comparative Education Service – University of Toronto School of Continuing Studies. International Credential Assessment Service of Canada. World Education Services. International Qualifications Assessment Service (IQAS). On April 19, 2023, Alberta published an update considering the Alberta Advantage Immigration Program (AAIP) inventory. According to the new update, there were around 1,170 Alberta Opportunity Stream applications, 135 Rural Renewal Stream applications, 140 Accelerated Tech Pathway applications, and 165 Expressions of Interest in the Alberta Express Entry pool.  Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 9,750 nominations to Alberta for 2023 under the AAIP. Ottawa updated immigration inventories and backlogs

On April 18, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs. According to the last update, there were 2,017,700 applications for permanent residence, temporary residence, and citizenship approvals in all IRCC inventories. According to the update, 44.4% of applications in the inventory exceeded service standards.  IRCC is dedicated to processing 80% of applications within their service standard, though some complex cases may require a comprehensive assessment. Currently, 46% of temporary residence requests – including ones for visiting, studying, or working abroad and 51% of permanent residency applications are in the backlog. Additionally, 25% of citizenship applications are also exceeding service standards.   Updated immigration inventories and backlogs To clear the backlog of applications in their inventories, IRCC is taking action. The IRCC intends to process 80% of applications in accordance with its service standards. British Columbia invited more candidates through the British Columbia PNP draws

On April 18, 2023, the Government of British Columbia issued new invitations under the British Columbia PNP and invited qualified Skills and Immigration candidates. In the general draw, the province invited 158 candidates. The minimum score for candidates invited to this draw was 85-107 points.  The province issued 29 ITAs to candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC invited 16 candidates who scored 60 points.  In addition, the province invited fewer than five candidates working in other priority occupations. The Rural and Northern Immigration Pilot may become permanent

The Rural and Northern Immigration Pilot (RNIP) has the potential to become a permanent immigration program. According to Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), the RNIP has been an enormous success, and communities that participate in the program want to bring more people in through the program.  The RNIP communities recruit skilled immigrants as part of the five-year RNIP project to fill the labor shortage in small communities with an aging population and a lack of skilled workers. Skilled immigrants are recruited through the five-year RNIP to work in smaller areas with aging populations and labor shortages. The RNIP launched as the COVID-19 pandemic was about to spread, and despite travel and public health limitations that made immigration challenging, 390 new permanent residents were accepted under the program in 2021, according to the most recent information from Immigration, Refugees and Citizenship Canada (IRCC).  Then, through the RNIP, that number increased by more than three times last year to reach 1,360 new permanent residents.  The RNIP has only collected data for the month of January so far this year, but even with that limited data, the program welcomed 510 new permanent residents.   If the RNIP maintains that many arrivals, there could be 6,120 immigrants arriving under the program this year, which is more than four times as many as there were in 2018.    Rural and Northern Immigration Pilot (RNIP) The Rural and Northern Immigration Pilot is an initiative driven by the local community. By providing a route to permanent residency for skilled foreign workers who desire to live and work in one of the participating communities, it aims to expand the advantages of economic immigration to smaller areas.   Participating communities in RNIP These are communities participating in the Rural and Northern Immigration Pilot (RNIP) North Bay, ON Sudbury, ON Timmins, ON Sault Ste. Ottawa will spend $1Billion on asylum seekers and refugees in 2023

Funding for accommodations and temporary healthcare coverage for asylum seekers and refugees in 2023 will increase significantly. It is anticipated that Immigration, Refugees and Citizenship Canada (IRCC) will spend one billion dollars in the upcoming fiscal year, including $530 million, to provide asylum seekers with short-term accommodations.  In addition, the government has announced a new plan to spend $469 million on temporary health insurance for asylum-seekers and refugees. Since 2017, IRCC has provided $551.6 million to the provinces and municipalities through its Interim Housing Assistance Program (IHAP) to reduce pressures on asylum-related housing issues. Safe Third Country Agreement (STCA) The boost in spending on accommodation and healthcare for asylum seekers and refugees came only three days after Prime Minister Justin Trudeau and US President Joe Biden signed the most recent Safe Third Country Agreement (STCA), which was done to close a loophole that had previously allowed migrants to enter Canada along its nearly 8,900 km border with America without authorization. After talks at the Summit of the Americas in Los Angeles in June of last year, Trudeau and the American president reached a deal. Canada made a commitment at the time to accept 4,000 more immigrants annually by 2028. Any migrants trying to get into Canada illegally will be returned back to the United States, according to the most recent STCA agreement signed between the two countries. Once there, individuals can legally ask for asylum in Canada. STCA exceptions for asylum seekers and refugees in 2023 If you tried for asylum (refugee status) and did not qualify for an exception set out in the Agreement, you will be sent back to the United States. The STCA has a number of exceptions that take into consideration family unity, the best interests of children, and the public interest.  Four types of exceptions include:        Family member exceptions Unaccompanied minors exception Document holder exceptions Public interest exceptions A refugee claimant must still meet all other eligibility criteria established by Canada’s immigration laws, even if they fall under one of these exceptions.   39,000 immigrants entered Canada via Roxham Road last year The STCA, which was first signed in 2004, only applied that policy to legitimate border crossings, allowing migrants to freely enter Canada through unofficial crossings like Roxham Road and stay there while they wait for hearings or decisions on their cases. According to reports, 39,000 migrants entered Canada illegally across Roxham Road last year.
