From April 7 to April 14, Canada invited 2,963 young foreigners to apply for an IEC open work permit. The new Canada-U.S. border deal will cost Canadian taxpayers at least this much

Canadian taxpayers might have to pay at least $60 million in a decade if the U.S.-Canada border were closed to asylum seekers. The expense of the Mounties stepping up “challenging” enforcement actions aren’t taken into consideration in that analysis. Ottawa and Washington expanded a bilateral agreement in March to turn back irregular migrants who try to enter the other country for protection, but a cost-benefit analysis was not published in the Canada Gazette till recently.   As stated in the public notice about the amended Safe Third Country Agreement (STCA): “The RCMP will find it challenging to consistently implement the Regulations given the breadth and terrain of Canada’s landscape, the challenges posed by Indigenous and private lands, and the limits of current border technology (such as sensors, and cameras), along with the challenges these factors present.” “Responding to reports of border crossings and intercepting irregular migrants between the ports is resource-intensive and risks diverting policing resources.” The RCMP is responsible for monitoring unauthorized border crossings. It will be supported for greater initiatives to improve and substitute ISR (Intelligence, Surveillance, and Reconnaissance) equipment as well as to build a new project team to identify technical and other requirements.   However, the notice also stated that these expenditures are not viewed as incremental and are not included in the analysis. “It is acknowledged that investment in these new resources will probably help support… the broader objective of a reduction in irregular migration following implementation of the regulatory amendments,” it said.  The estimated $61.5 million price in today’s dollars only includes transition expenses, up-front capital expenditures, ongoing processing, operations, and enforcement costs for the Canada Border Services Agency and the immigration department. It includes: $560,000 this year alone will be spent on communication devices, IT expenses, program delivery instructions updates, additional administrative materials, and training expenses; 1.28 million dollars over the following ten years will be spent on purchasing vehicles to transport migrants, office equipment acquisition and installation costs, and renovations to add processing areas like interview rooms due to the increased dispersion of asylum seekers’ border crossing points; and $59.61 million over a ten-year period for continuous processing, operations, and enforcement costs for duties including determining eligibility, conducting investigations, gathering intelligence, reviews, overseeing infrastructure, litigation, and maintaining vehicles.   Officials predict that when migration patterns change, there will be a rise in the costs of police border towns and well-traveled tourist destinations in order to respond to calls, look into occurrences of illegal migration, and deal with possible people smuggling. According to the public notice, there may also be costs or hazards for asylum seekers who decide to manipulate the system. Since 2017, there has been an increase in unauthorized immigration to Canada via the United States, reaching approximately 40,000 asylum seekers in 2018. On April 11, 2023, the Latest British Columbia PNP draw issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BC PNP).  In the Tech-targeted draw, BC issued 99 invitations with a minimum score of 85 points. Immigration to Canada has increased by 40% in 2023

According to the Immigration, Refugees and Citizenship Canada (IRCC) data, immigration to Canada increased by nearly 40% in the first two months of 2023 compared to the same period last year.  Canada admitted 100,430 new permanent residents in January and February 2023 – a dramatic increase from 72,815 permanent residents accepted in the first two months of 2022. This increase shows that if this trend continues throughout the rest of 2023, it will be a record year for immigration to Canada. If immigration at that rate continued for the rest of 2023, Canada would welcome 602,580 new permanent residents this year, significantly over Ottawa’s target of 465,000 new permanent residents. According to Ottawa’s 2023-2025 Immigration Levels Plan, 485,000 new permanent residents will come to Canada in 2024 and another 500,000 in 2025.    2023-2025 Immigration Levels Plan The recently released Immigration Levels Plan for 2023–2025 shows that the Canadian government is increasing its immigration goals once again. Canada aims to accept 500,000 new permanent residents in a single year by the year 2025.  According to the suggestion, presented by Minister of Immigration Sean Fraser on November 1, 2022, Canada hopes to accept 1.45 million new permanent residents over a period of three years, representing all immigration categories. On April 12, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 3,500 Invitations to Apply (ITA) to candidates under the latest all-program Express Entry draw. In this draw, IRCC continued inviting candidates under all immigration programs.  In round #246, the cut-off score was 486 points, five points more than in the previous all-program draw. On April 11, 2023, the Government of Ontario held a new draw in the Employer Job Offer In-Demand Skills Stream (EJO IDS) of the Ontario Immigrant Nominee Program (OINP).  The province issued 295 invitations to apply (ITAs) to the eligible candidates through the EJO IDS stream, with a minimum score of 30.  Candidates, who created their profiles between November 22, 2022, and April 11, 2023, were considered by OINP in this draw.  In total, OINP issued invitations to 11,877 candidates in 2023. Ontario to invest $25 million to increase the skilled immigration intake

Ontario will invest an additional $25 million for the next three years to double its skilled immigration intake along with the previously announced $15 million over three years in the Budget 2022. This initiative aims to overcome labor shortages and promote economic progress in the province.  By 2025, the province will invite a record-breaking number of 18,000 economic immigrants, doubling the previous amount. The Budget 2023 also includes an investment to expedite the processing of newcomer applications and facilitate their entry into the workforce. In addition, the allocated funds will be utilized to bolster the security and IT infrastructure of the system to accommodate present and future demand.   Ontario Premier Doug Ford Stated:  “The Ontario government is prepared to welcome more skilled immigrants to the province to help in building the highways, transit, schools, housing, and hospitals that our growing population requires. Newcomers will receive the training required to succeed in their new occupations due to this investment.   Ontario Immigrant Nominee Program (OINP) The Ontario Immigrant Nominee Program (OINP) is an established path for skilled workers to immigrate to Canada. It is the province’s Provincial Nominee Program (PNP), which enables applicants to immigrate to Ontario with the expertise and experience needed by the province in order to be considered for Canadian permanent residence. According to the latest data from Immigration, Refugees and Citizenship Canada (IRCC), in January 2023, Canada Spousal Sponsorship Immigration sponsorship led to almost twice as many individuals obtaining permanent residency in Canada compared to the same month last year.  In January, Canada saw a significant increase of 90.1% in the number of new permanent residents (10,065) who arrived through spousal sponsorship immigration, compared to the same month in 2022 when only 5,295 newcomers were reunited with their loved ones through this program.
