Ottawa online survey of Francophone temporary residents outside of Quebec On February 20, 2023, Immigration, Refugees and Citizenship Canada (IRCC) invited French-speaking or bilingual temporary residents outside of Quebec to participate in an online survey to research their application process.  The survey will allow the Government of Canada to collect feedback from newcomers on their experiences and challenges as French-speaking or bilingual temporary residents outside Quebec.  The survey is voluntary and confidential and will not affect any participants’ past, current or future applications. IRCC will use all collected data for research purposes only.   Details of Ottawa online survey of Francophone  The government understands that immigration is crucial to maintaining the vitality of minority Francophone communities around the country. French-speaking immigrants made up 3.61% of all immigrants admitted to Canada outside of Quebec in 2020, an increase from prior years, although they made up 2% of all immigrants from January to October of the following year. In order to meet the 4.4% target for the admission of immigrants who speak French by 2023, Immigration, Refugees and Citizenship Canada (IRCC) has launched a number of initiatives, including giving candidates who speak French and are bilingual extra points under the Express Entry system. As part of the temporary residence to permanent residency pathway for vital workers and recent international graduates currently in Canada, the department launched temporary dedicated streams for French-speaking and bilingual candidates in 2021. Immigration is one of many important factors that can boost the viability of Francophone minority communities across the nation, and IRCC fully supports the government’s commitment to enhancing the Official Languages Act. Francophone Mobility  The Canadian government’s Francophone Mobility Program offers work visas to French-speaking foreign nationals who intend to reside and work in a Francophone community outside of Quebec. You must have a job offer with a National Occupation Code skill level of 0, A, or B in order to qualify (NOC).    Francophone Immigration Target by 2023  By 2023, the government hopes to reach its target of 4.4% for immigrants from outside Quebec who speak French. This target, which was established in 2003 with the help of local stakeholders, reflects the percentage of the Francophone population in Canada outside of Quebec as of the 2001 Census.   While the majority of applicants come from outside the country, the changing COVID-19 status has had an impact on both the number and percentage of French-speaking admissions. The GNWT joined Economic Mobility Pathways Pilot

The Government of the Northwest Territories (GNWT) joined the Economic Mobility Pathways Pilot (EMPP) to help employers tackle the issues they face in the labor market and hire skilled refugees overseas.  Through the pilot, the GNWT allows employers to access a pool of potential employees and partner with non-governmental organizations (NGOs) to hire candidates under the EMPP.  Partner NGOs help employers find eligible candidates and provide them with employment and immigration-related resources and services. NGOs will charge employers between $5,000 and $10,000 to recruit employees through the EMPP In order to provide employers with new options to address the realities of the labor market in the Northwest Territories (NWT) and Canada, the GNWT has chosen to take part in this trial. Employers will have access to a fresh pool of candidates thanks to the trial.    – R.J. Ottawa increased opportunities for Sponsorship Agreement Holders SAHsn February 17, 2023, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced that the number of refugees that sponsorship agreement holders (SAHs) have increased to 13,500 in 2023. Since introducing a cap in 2012, this figure has skyrocketed tenfold, with 12,150 additional spaces for SAHs.  With the additional cap spaces, new SAHs can get their operations up and running while existing organizations can further expand. SAHs cover all aspects of a sponsorship project, from identifying refugees in need to submitting applications on their behalf and providing them with essential support when they arrive.   Opportunities for Sponsorship Agreement Holders SAHs The Government-Assisted Refugee Program (GAR) and the Blended Visa Office-Referred (BVOR) Program, Canada’s other two resettlement programs, are strengthened by the PSR Program. They are one of the many ways Canada is striving to meet its target of admitting more than 83,500 privately sponsored refugees by 2025. Prince Edward Island invited 228 candidates in the 2nd PEI PNP Draw in 2023 on February 16, 2023, Prince Edward Island conducted a new invitation round in the Prince Edward Island Provincial Nominee Program (PEI PNP). Immigrant children earn more than their Canadian-born peers according to the Economic Outcomes of Tax-filing Immigrants Admitted as Children Compared to Canadian Taxpayers by Age at Taxation in 2020 report, immigrants who have entered Canada as young children experience more significant monetary benefits than their native counterparts when reaching 30 years old.    Evidence suggests that the gap in income between immigrants and other Canadians is primarily due to their higher education attainment. Immigrant families are more likely to prioritize academic success for their children, resulting in greater numbers of graduates holding advanced degrees. This increased educational attainment leads to higher wages and better job opportunities for the immigrant population.   Education potential of Immigrant Children The difference in income between immigrants and other Canadians can be attributed to their higher level of education. Families of immigrants motivate their children to continue their education and earn advanced degrees more frequently.   At every age, significantly more immigrant taxpayers reported post-secondary tuition fees than did the average Canadian. By the time they hit 30+ years of age – at which point most university students are in post-graduate programs – more than a third of immigrant taxpayers, 33.7 percent, reported post-secondary tuition fees on their income tax reports compared to barely over a quarter, 27.2 percent, of all Canadians.   Immigrant children earning potential  The survey also indicates that immigrant children have a higher earning potential than their Canadian-born counterparts since more immigrant children are completing post-secondary education. The median income for 25-year-olds in Canada as a whole was $29,710, whereas the median income for 25-year-olds who moved to Canada as children were $30,300. Cold Lake City wants to renew the Alberta Rural Renewal Stream on February 16, 2023, Cold Lake City announced that the City Council approved a letter of support for the City’s application to the Alberta Advantage Immigration Program’s Rural Renewal Stream. Canada held a new PNP draw under the Express Entry system on February 15, 2023, Immigration, Refugees and Citizenship Canada (IRCC) issued 699 Invitations to Apply (ITA) to candidates under the Provincial Nominee Program (PNP) in the second PNP-targeted draw of the year. In round #241, the cut-off score was 791 points.  The tie-breaking rule for this round was February 8, 2023, at 18:09:01 UTC. As of February 15, 2023, there were 240,264 profiles registered in the Express Entry pool, 849 more than the previous update. In 2023, in total, Canada issued 15,892 invitations. Details of the New PNP draw under the Express Entry  On February 15, 2023, the fifth Express Entry draw of the year was placed. 699 invitations to apply (ITA) were sent out to PNP candidates in Express Entry draw 241 with a minimum Comprehensive Ranking System (CRS) score of 791.  Only candidates in the Provincial Nominee Program were qualified for the draw. In 2023, this was the third program-specific draw; the first two were held on February 1 and 2, respectively. Only candidates who had already received provincial nomination were invited to the February 1 draw, whereas the Federal Skilled Worker Program's draw on February 2 was program-specific (FSWP). Express Entry Draws 2023 Express Entry has had a unique beginning to the year thus far. From the end of November 2022 to the beginning of January 2023, draws had been delayed for 11 weeks due to what was probably an IT system issue. On Wednesday afternoons, draws have typically been held every two weeks. However, the second draw of the year took place on January 18th, a week after the first draw on January 11th. Two weeks later, the third draw did occur as scheduled Express Entry via the Provincial Nominee Program  Along with submitting nominations for foreign nationals through the current paper-based process, provinces and territories (PTs) that run Provincial Nominee Programs (PNPs) can also submit nominations for candidates through the Express Entry pool. Candidates who are selected by a PT receive an additional 600 points in the Comprehensive Ranking System (CRS), which is typically enough to encourage an invitation to apply (ITA) at the subsequent round of invitations, subject to the total number of nominations available for that PT and Immigration, Refugees and Citizenship Canada's (IRCC) ministerial guidance for each specific round of invitations. Alberta updated the AAIP inventory on February 14, 2023, Alberta published the update considering the Alberta Advantage Immigration Program (AAIP) inventory. According to the new update, there were around 1,310 Alberta Opportunity Stream applications and 430 Expressions of Interest in the Alberta Express Entry pool.    Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 6,500 nominations to Alberta in 2022 under the Alberta Advantage Immigration Program (AAIP), and the AAIP issued all 6,500 certificates last year.
