From April 30, 2024, Immigration, Refugees and Citizenship Canada (IRCC) will implement changes in the Start-up Visa and Self-Employed Persons programs to reduce processing times and application backlog.  The Start-up Visa Program will cap the number of applications to ten start-ups per organization and prioritize those backed by Canadian capital or a member of Canada’s Tech Network.  Find Out! If you’re eligible for the start-up Visa or Self-Employed Program In addition, Minister Miller announced a complete halt on application intake for the Self-Employed Persons Program beginning April 30, 2024, to focus on processing applications from the inventory. The Self-Employed Persons Program offers a path to permanent residence for individuals with significant experience in art, culture, recreation, or sports who will contribute to Canada’s cultural vitality. Because of the large number of applications submitted for this program, processing times have exceeded four years.  While the pause is in place, IRCC will continue to finalize applications from the backlog while considering options for reforming the program and ensuring its integrity. October saw a resurgence in immigrant entrepreneurship via the Canada Start-Up Visa program, with data suggesting 1,200 new permanent residents by year’s end. In October, 200 new permanent residents arrived via SUV, a 37.9% increase from September’s 145. This rise followed a 17.1% drop from August to September.  The IRCC has significantly increased planned admissions for Start-Up Visa applicants, with numbers set to increase to 3,500, 5,000, 6,000, and 6,000 in 2023, 2024, 2025, and 2026, respectively. As of October, 1,000 new permanent residents arrived via SUV in 2021, setting the pace for possibly 1,200 by year’s end. This would be a 108.7% increase from the 575 new residents in 2020. Ontario and British Columbia are the most popular destinations for these entrepreneurs. At the end of this year’s first ten months, the program welcomed 635 new permanent residents to Ontario, and 240 new immigrants had arrived in British Columbia. In the first ten months of this year, Manitoba welcomed 95 immigrant entrepreneurs through the SUV, while Alberta had added 20 new permanent residents through the program by the end of October, signifying no change from the previous month. More entrepreneurs immigrate to British Columbia through the BC PNP

On October 24, 2023, British Columbia held new draws for business candidates in the British Columbia through the BC PNP. BC PNP invited up to five candidates in the Base Category of the Entrepreneur Stream. The lowest score of this round was 116 points, two points fewer than it was in the previous draw.  In addition, the province invited fewer than five candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 112.  The maximum points in the Entrepreneur Stream grid are 200. Candidates can get 120 points for self-declared factors such as Experience and ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept. British Columbia issued 8,557 invitations this year, including up to 84 entrepreneurs.
