On December 21, 2022, Saskatchewan invited 468 candidates under the SINP. In the Express Entry category, Saskatchewan issued 153 ITAs. In addition, another 315 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 80 points, 2 points fewer than in the previous draw.  All invited candidates had Educational Credential Assessments. In this draw, Saskatchewan invited candidates under 109 different NOCs. In 2022, Saskatchewan has already invited 10,903 candidates.   Details of the recent SINP draw On December 21, 2022, Saskatchewan held a draw and sent 468 invitations under two categories of the International Skilled Workers stream. With the SINP, the Saskatchewan province selects its own non-Canadian applicants who want to immigrate permanently to the province. A provincial nomination is how this process is defined, and it generally means that Saskatchewan presents its nominees to the Canadian government (in specifically, IRCC) to apply for permanent residence.   One of Canada’s Provincial Nominee Programs (PNPs), the SINP has categories for workers, graduates from other countries, and additional entrepreneurs. The Saskatchewan Express Entry and Occupations In-Demand subcategories of the Saskatchewan Immigrant Nominee Program (SINP) use a special Expression of Interest (EOI) points grid to rank applicants. The International Skilled Worker category of the Saskatchewan Immigrant Nominee Program (SINP) includes a subcategory called Saskatchewan Express Entry.   According to the Express Entry Comprehensive Ranking System, qualified applicants for the Saskatchewan Express Entry subcategory get rewarded 600 points (CRS). In a subsequent Express Entry draw, this effectively guaranteed that the applicant will receive an invitation to apply (ITA) for Canadian permanent residence status.   Saskatchewan Occupations In-Demand category One of the International Skilled Worker streams of the Saskatchewan Immigrant Nominee Program (SINP), a Provincial Nominee Program (PNP) run by the government of Saskatchewan, is the Saskatchewan Occupation In-Demand stream. British Columbia issued 173 invitations in the new BC PNP draws On December 20, 2022, British Columbia issued new invitations in the Skilled Worker – International Graduate categories of the British Columbia Provincial Nominee Program (BC PNP).    In the Tech-targeted draw, BC issued 153 invitations with a minimum score of 90 points.  In the Childcare-targeted draw for early childhood educators (NOC 4214), the province invited 15 candidates.  A further 5 invitations were issued to skilled workers,  international graduates, and entry-level and semi-skilled workers scoring at least 60 points.    In total, the province invited up to 173 candidates in the new BC PNP draws. In addition, the province invited fewer than 5 candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 134.   Skilled Worker Category BC PNP The British Columbia Provincial Nominee Program (BC PNP), a Provincial Nominee Program (PNP) run by the province of British Columbia, has a variety of immigration programs, including the British Columbia Skilled Worker program. Immigration candidates who have a job offer and a high likelihood of being incorporated into the BC labor force are prioritized as BC Skilled Workers. Applicants who have been successfully nominated through the BC Skilled Worker program will be invited to submit an official application for Canadian permanent residence. For this stream, applicants are not required to have an Express Entry profile. To apply to the stream through Express Entry for fast processing, candidates must meet the eligibility requirements and must have an active Express Entry profile. The BC Tech Pilot may be able to offer quick processing and other benefits to applicants with experience in specific tech-related occupations. To qualify for this stream, you must: Must have accepted a full-time, indeterminate employment offer from a B.C. employer (the offer can just be temporary or have a specified end date) in order to be eligible for this stream. The job must be in a skilled occupation (NOC TEER 0, 1, 2, or 3) be prepared to carry out the job’s duties. have at least two years of full-time work experience (or work experience equivalent to full-time) in any skilled occupation (NOC TEER 0, 1, 2, or 3). show your capability to care for yourself and your dependents. hold legal immigration status in Canada, or be eligible to do so. OINP Tech Draw invited 936 candidates under the Human Capital Priorities Stream. On December 19, 2022, the Ontario Immigrant Nominee Program (OINP) conducted a new round of invitations in the Tech Draw under the Human Capital Priorities Stream. In this draw, OINP issued 936 targeted Notifications of Interest (NOIs) to candidates with work experience in one of the in-demand occupations. Manitoba issued record LAAs in 2 Manitoba PNP

Manitoba issued LAAs to 1,279 Candidates. On December 15 and 16, 2022, Manitoba held 2 invitation rounds in the Manitoba PNP. In round #161, the MPNP issued 1,030 Letters of Advice to Apply (LAA) in the Skilled Workers Overseas stream, with a minimum score of 600. In round #162, the MPNP issued 155 LAAs in the Skilled Workers in Manitoba stream.    The minimum score to get the LAA in this category was 771 points, 4 points fewer than the previous draw. In the Skilled Workers Overseas stream, Manitoba issued 48 LAAs. The lowest score in the SWO category was 703 points, 103 points more than in round #161.    In addition, Manitoba invited 46 candidates in the International Education Stream. In total, in these draws, Manitoba has issued LAAs to 1,279 candidates, including 692 Express Entry candidates. MPNP has invited 7,355 candidates in 2022, and 1,943 received invitations in the Express Entry.   Overview of the Manitoba PNP The first PNP in Canada was the Manitoba Provincial Nominee Program (MPNP). In 1998, it was changed into a permanent immigration scheme. Based on the province’s economic and labor market needs, the program was started to aid in the development of its economy through immigration. The MPNP received 418 new immigrants in its first year. Today, the province uses the program to nominate more than 5,000 new immigrants each year. The MPNP has had huge success in Manitoba. Three immigration streams under the title of “Skilled Workers in Manitoba” are targeted at foreign nationals who already have work experience or a job offer in Manitoba and who have the skills and training required to succeed in the Manitoba labor force. Successful candidates will get an official provincial nomination from Manitoba if they qualified through the stream for skilled workers in Manitoba. Candidates become eligible to apply for Canadian permanent resident status after receiving a provincial nomination. On December 13, 2022, British Columbia held new draws for business candidates in the British Columbia Provincial Nominee Program (BC PNP). In the Base Category of the Entrepreneur Stream, BC PNP invited up to five candidates. The lowest score of this round was 116 points, 4 points fewer than the previous draw.    In addition, the province invited fewer than 5 candidates in the Entrepreneur Immigration – Regional Pilot category with a minimum score of 134. The maximum points in the Entrepreneur Stream grid are 200. 120 points candidates can get for self-declared factors such as Experience & Ownership, Net Worth, Investment, etc. Another 80 points are given for the business concept. This year, the province invited up to 59 entrepreneurs under the BCPNP.   Entrepreneur Immigration Entrepreneur immigration streams allow British Columbia to attract in and select business-savvy entrepreneurs who really are ready for investment and nominate them for permanent residence so they can live in B.C. and operate their own companies. Canada updated IEC bilateral agreements with Italy. On December 13, 2022, the Government of Canada introduced new updates related to the International Experience Canada (IEC) bilateral agreements with Italy. Canada has signed an updated youth mobility agreement (YMA) with Italy, which has been in effect since November 2022.  Italian youth can come to Canada under the Young Professionals and International Co-op (internship) categories. Under the bilateral agreement, applicants are eligible for two participations of up to twelve months each. Additionally, applicants are allowed to apply for the same category twice.   The International Experience Canada (IEC) The International Experience Canada (IEC) program offers three categories of participation through bilateral agreements and arrangements: Working Holiday (travel and work): Participants are allowed to apply for an open work permit, which will let them work for any employer or location in Canada to subsidize their stay as they travel and explore the country. Participants in the Young Professionals (career development) program are able to apply for a work permit that is customized to their employer’s needs in order to get professional work experience in Canada. International Co-op (student-only internships): Participants are qualified to apply for a work permit that is particular to their employer in order to obtain experience in their field of study.   Youth Mobility Agreement (YMA) Youth from more than 30 different Countries can receive an open work visa in Canada, allowing them to work for any employer of their choice. IEC aims to strengthen relations between Canada and its peer nations on the economic, social, and cultural aspects.  The Canada-Germany Youth Mobility Agreement provides a special chance for young people (between the ages of 18 and 35 inclusively at the time of application) to supplement their post-secondary education, gain practical work experience, and strengthen their understanding of the language, culture, and society of the other country. The following types of opportunities and participants are allowed by the Agreement: Working Holidays Young Professionals, International Co-op (Internships)   Countries with IEC bilateral agreements with Canada The age limit is 18 to 35, the working holiday period can be between 12 and 24 months,  and is determined by the applicant’s nationality and the type of visa he or she has applied for. British Columbia invited new Skilled Immigration candidates under the BC PNP

On December 13, 2022, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BC PNP) and invited qualified Skills Immigration candidates. In the general draw, the province invited 180 candidates. The minimum score for candidates invited to this draw was 80-104 points.  In addition, British Columbia invited 19 candidates under the childcare-targeted draw for early childhood educators (NOC 42202). In the Healthcare-targeted draw, BC invited 13 candidates. Additionally, fewer than five invitations have been issued for other priority occupations (NOCs 31103, 32104). In total, the province invited up to 217 candidates for this draw. In 2022, British Columbia has already issued 8,845 invitations. IRCC is trying to resolve the IT glitch in the Express Entry draw

IRCC is trying to resolve the IT glitch in the Express Entry draw. Following the introduction of the National Occupation Classification (NOC) 2021, Immigration, Refugees and Citizenship Canada (IRCC) has confirmed disruptions in the Express Entry system. Unfortunately, Provincial Nominee Programs candidates were also impacted by this technical glitch. IRCC has stated that they are actively investigating these issues and striving to find solutions. However, the department has yet to indicate when a resolution will be available or what the underlying problems may be. Furthermore, IRCC asserts that candidates should check for updates regularly as more information becomes accessible. According to IRCC, they are aware that clients are often instructed by the system that they do not have sufficient Canadian work experience even though they match the Minimum Entry Criteria (MEC) of the Canadian Experience Class (CEC). This error resulted in the incorrect release of some ITAs to applicants during the round of invitations on November 23rd, including several PNP candidates. Candidates for the PNP who are attempting to update their Express Entry profile to reflect the change to NOC 2021 have also been affected by the system error.   No Express Entry draw took place It is unknown if the Express Entry draw that was skipped last week on December 7 was connected to these IT issues. CIC News has contacted IRCC to learn what the system error might mean going forward for applicants and when Express Entry draws are expected to resume. All-program Express Entry draws resumed in July of this year after an 18-month break starting in December 2020. Since draws resumed, the IRCC has been inviting candidates on Wednesdays every two weeks. Candidates shared their frustration on social media after the expected draw on December 7 wasn’t held. According to IRCC ministerial guidelines, draws will take place “almost every two weeks.” There is no rule that defines how frequently or on what day draws will occur, despite though they have typically occurred on Wednesdays. The IRCC has full discretion over it. Each draw has resulted in Canada inviting more applicants. Since July, there have been eleven draws. 4,750 candidates were invited to the two most recent draws, held on November 9 and November 23.   NOC 2021 The NOC 2016 has been replaced with the NOC 2021, it was announced on November 16, 2022. To be eligible for Express Entry, work experience must fall under NOC 2016 skill classes 0, A, or B. The (TEER) system, which stands for Training, Experience, Education, and Responsibility, has been introduced by IRCC as part of NOC 2021. By replacing the outdated NOC with a new NOC and TEER system, which integrates training, education, experience, and responsibilities, Canada will be capable of achieving the following four goals (TEER). Sean Fraser, Minister of IRCC, revealed a new investment to help broaden Canada’s Economic Mobility Pathways Pilot (EMPP) for skilled refugees On December 13, 2022. For the upcoming years, this move aims to link employers and local communities across the country to increase the pilot project’s reach and invite 2,000 competent refugees into the Canadian workforce.    Through the Economic Mobility Pathways Pilot, partner groups assist skilled refugees from other nations in connecting with employers who have a severe shortage of labour in sectors including skilled tradespeople, chefs, and cooks. After receiving a job offer, candidates can submit an application for Canadian immigration through the country’s economic programmes, utilizing EMPP measures to remove any hurdles that economic refugees could face.   With the help of its trusted partners, Canada is launching a new, more flexible system to make it easier for skilled candidates to apply. Partners will be able to refer and support candidates directly, including Talent Beyond Boundaries, TalentLift, and Jumpstart Refugee Talent. Trusted partners will go through quality assurance reviews and necessary training to assist them in their roles.   These roles are geared towards highly sought-after industries such as healthcare services or information technology. Moreover, Canada is allocating $6.2 million to support 6 ventures of EMPP partner organizations. These projects will fortify their capabilities across crucial areas, including locating appropriate overseas candidates and assisting job seekers and employers during the interview and recruitment process and immigration procedures.   – The Honourable. I hope other businesses across the country will follow their example.”   Economic Mobility Pathways Pilot The Economic Mobility Pathways Pilot (EMPP) combines economic immigration and refugee resettlement. It’s a process that: supports skilled refugees in arriving In Canada through present economic programs. gives organizations access to a new pool of skilled candidates to fill open jobs. The EMPP was introduced by Immigration, Refugees and Citizenship Canada (IRCC) as a small research project in 2018. During the pilot’s initial stage, IRCC observed that qualified refugees can, with some support, be eligible for permanent residence through economic programmes. Ontario invited 160 candidates under the FSSW Stream

Ontario invited 160 candidates under the French-Speaking Skilled Worker Stream On December 13, 2022, the Ontario Immigrant Nominee Program (OINP) held the 6th round of invitations in Ontario’s Express Entry French-Speaking Skilled Worker stream. In this round, OINP issued 160 Invitations to Apply to the Francophone candidates. The Comprehensive Ranking Score (CRS) range of candidates who received the Notification of Interest from the OINP was between 341-490 points. Ontario invited candidates under 35 specific NOCs. The Express Entry profiles of the candidates were created between December 13, 2021, and December 13, 2022. In 2022, Ontario invited 1,539 candidates under the FSSW stream. Candidates who are selected for the Ontario Immigrant Nominee Program’s (OINP) human capital stream are invited to submit an official application to apply for permanent residence (PR) in Canada. Candidates must have an active profile in one of the two Express Entry programs listed below: Canadian Experience Class (CEC) Federal Skilled Worker Program (FSWP) a score of at least 7 in French on the Canadian Language Benchmark (CLB). sufficient funds to cover the expenses.   The program is open to those who have been invited. When applicants submit their Express Entry profiles, they are automatically included in the program’s pool of candidates.
