Nova Scotia accepted a record number of immigrants in 2022

Immigration to Nova Scotia is at an all-time high, with the Atlantic Canadian province setting a new record for welcoming permanent residents. From January to September alone, 10,670 newcomers have chosen Nova Scotia as their home – making this year one of its most successful ones.  With the trend of the first nine months of 2022, Nova Scotia is on course to accept 14,227 permanent residents by the end of 2022. This would be an extraordinary increase from 2021, with 5,042 more newcomers arriving in Nova Scotia for a total of 55.4%. This was revealed by IRCC in recently released statistics. As a result, this province has already broken the previous record for the largest annual rise in the number of new immigrants in a Canadian province. This year, there will be 8.4% more immigrants entering Canada through this program. It represents 2900 more new immigrants than the previous year. In fact, there were 203 more immigrants in this category last year than the year before, a 406.7 percent increase. Also, through the Temporary Resident to Permanent Resident (TR-to-PR) pathway, 1740 additional new permanent residents are expected to move to Nova Scotia. Also, there have been more immigrants who enter the province under Family-Class immigration pathways. 1067 new immigrants would have settled in Nova Scotia by the end of the year. It shows a 46.1 percent increase from the previous year. In an effort to bring in and keep more immigrants, Nova Scotia is making efforts. Foreign skilled workers are in great demand in the province, particularly in the healthcare industry.   Success in retaining skilled immigrants in Nova Scotia Ava Czapalay, the deputy minister for labor, skills, and immigration in Nova Scotia, claims over 10,670 new permanent residents have already registered between January and September of this year. The results, according to Deputy Minister Czapalay for labor, skills, and immigration in Nova Scotia are higher than they have ever been, and there are still three months of the calendar year left to process. “There are plenty of people who want to immigrate to Canada and live in Nova Scotia, according to the Deputy Minister, who recently returned home from immigration fairs in Paris and Rabat, Morocco. She informed the committee that 83,000 applications were submitted for the federal government’s Destination Canada fairs. The number of applicants was reduced by the Canadian Embassy to about 5,000. However, Deputy Minister Czapalay stated that a variety of people, including truck drivers, French educators, doctors, and nurses, were selected. The Canadian Government started targeting Express Entry draws spring 2023. Express Entry’s targeted draws are expected to be released in spring 2023 to provide greater flexibility to meet changing economic objectives and government priorities. The Canadian Government aims to contribute substantially to sustainable long-term development and economic growth by selecting individuals with specific talents and expertise.    Express Entry draws spring 2023 Divisions With yet-to-be-determined categories, the divisions and classifications will evolve as the government works with provincial and territorial partners and solicits feedback from key stakeholders. The IRCC suggests that draws will be based on factors like language proficiency, education, or work experience in a particular occupation even if specific categories have not yet been created.   Sean Fraser, Canada’s Minister of Immigration, has frequently said that regional targeting will also be used for drawings. Fraser defended his commitment to encouraging regional immigration in front of the Standing Committee on Immigration and Citizenship on November 29.   Fraser stated projects like the Atlantic Immigration Program, the Provincial Nominee Program (PNP), the Rural and Northern Immigration Pilot, and “new flexibilities in the Express Entry system that allow us to do targeted draws not just by region, but also by the sector in which those regions have the highest labor market needs.” He added, “You will probably notice that there is a significant increase in the regionalization of immigration numbers.”   Immigration Targets 2023 – 2025 The most recent immigration plan supports immigration as a technique to assist deal with labor shortages. Previously, the IRCC could only hold drawings for certain programs or change the minimum Comprehensive Ranking System (CRS) score. For instance, the IRCC only conducted draws for the PNP and Canadian Experience Class (CEC) in 2021. IRCC may now invite candidates based on an economic objective following the passage of C-19. For example, Canada might conduct a draw for candidates who have proven proficiency in French. Prince Edward Island invited 69 skilled candidates in a new draw

On December 1, 2022, Prince Edward Island conducted a new invitation round in the Labour Impact and Express Entry streams and invited 69 candidates under the Prince Edward Island Provincial Nominee Program (PEI PNP). As in November, PEI will likely hold two draws in December too.    The PEI PNP issued 1,955 invitations in 2020 and 1,933 invitations in 2021. PEI invited 1,720 candidates this year, including 1,602 candidates under the Labour Impact and Express Entry categories and 118 business candidates. According to the schedule, the next PEI PNP draw will occur on December 15, 2022.   The Prince Edward Island Provincial Nominee Program The Prince Edward Island Provincial Nominee Program (PEI PNP) was established in 2001 with the goal of bringing and keeping in the province more immigrants who could help with the province’s economic and labor market demands as well as promote economic growth.  The PEI PNP attracts immigrants who are likely to settle on the island and have the education, experience, and skills needed. The province has been able to welcome more immigrants since the PNP was established.   In Canada, PEI has the highest rate of immigration per citizen. The basic requirements for nomination are: a full-time job offer in one of the following professions from a Prince Edward Island company: driving a truck. a member of the customer service team. Laborer. serving food and beverages. Newfoundland and Labrador announced the 2022-2026 tourism strategy on December 7, 2022, Newfoundland and Labrador released the 2022-2026 tourism strategy and Vision to transform the province’s tourism landscape. In the next five years, the strategy will take a three-phased approach.    First, the 2022-2023 transition phase will ensure a steady foundation for tourism so the province can rebuild and welcome more visitors than ever before. The 2024-2026 transformation phase is a reliable and sustainable annual strategy for boosting tourism through visitation, spending, and employment growth.    Finally, in the Thrive 2026 and Beyond phase, the strategy will focus on economics and supporting tourism development that benefits people and places equally. In this phase, the province will constantly monitor and adapt to changes in the ever-changing tourism industry.   This five-year plan, also known as ” Vision 2026,” will ultimately change the tourism industry in the province. It is the result of the efforts of the Newfoundland and Labrador Tourism Board, whose members are from both private businesses and the provincial government. The board also held many partner discussions across the province.   With the support of Vision 2026, both private and government stakeholders will work to increase the province’s tourism industry’s economic contribution as well as its intercultural diversity and environmental health.   Work on the phase has already begun, with the following activities underway for the years 2022-2023: investing in the growth of air access capacity. developing a fresh strategy for tourist research and improving visitor surveys. Completing an analysis of the province’s marketing strategy and improved marketing investments for two years. Boasting a higher ratio than any of its G7 counterparts, Canada holds the top spot among countries with the most significant number of university graduates. The G7 nations – France, Germany, Italy, Japan, the United Kingdom, and the United States all pale in comparison to Canada’s remarkable educational success rate.    Canada stood above all other G7 countries, with 57.5% of its population aged 25 to 64 possessing college or university credentials. In comparison, the United States had 50.3%, the United Kingdom maintained 50.1%, France 40.7%, Italy 20.0%, Germany 31.1%, and Japan 55.6%.   G7’s most-educated country Statistics Canada reports that Canada has the highest percentage of citizens with college or university degrees of any G7 nation. With the influx of highly educated immigrants and the high rate of young adults completing degrees, the population of highly educated locals is growing. The significance of a highly educated workforce for Canada’s continuing economic growth was also highlighted in the study from Statistics Canada. As more people approach retirement age, it is crucial to make use of these qualifications, according to the report.   In addition, Canada is experiencing a labor shortage due to strong employment, historically low unemployment, and record-high open positions. High school graduates receive 28 CRS points, while those with a bachelor’s degree receive 112, those with a master’s degree receive 126 points, and those with a Ph.D. receive a maximum of 140 points. More points are awarded to those who complete their higher education in Canada. Additionally, they receive a few additional points if they gain Canadian job experience while holding a postgraduate work permit. The number of Canadians of working age who had at least a bachelor’s degree increased by 19.1% over the five years leading up to 2021. Immigrants are to thank for over half of this growth.   Why is Canada in the top G7 country? The population of Canada has a higher percentage of people who have completed college or a university degree than that of any other G7 country, according to Statistics Canada. As more immigrants enter the country, there are more people with undergraduate degrees or other higher degrees. In Canada, even more, young individuals are also receiving their degrees. At least, one in three Canadians has at least a bachelor’s degree. The release of the report took place on November 30, 2022. According to Statistics Canada, a skilled labor force is necessary for long-term economic growth. British Columbia invited up to 193 high-skilled candidates under the BC PNP On December 6, 2022, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates and Tech workers. In the Tech-targeted draw, BC issued 144 invitations with a minimum score of 95 points.    The province invited 32 candidates in the Childcare-targeted draw for early childhood educators (NOC 42202). A further 12 invitations were issued to skilled workers, international graduates, and entry-level and semi-skilled workers scoring at least 60 points in a draw targeting Healthcare workers. Additionally, fewer than 5 invitations have been issued for other priority occupations (NOCs 31103, 32104). In total, the province invited up to 193 candidates. In 2022, British Columbia already issued 8,618 invitations in total, and 7,466 of them were issued for BC PNP Tech candidates.    The BCPNP draw that took place on December 6, 2022, as well as the required minimum score and streams, are shown in the table below. IRCC extended work permits to family members of temporary foreign workers On December 2, 2022, Immigration, Refugees and Citizenship Canada (IRCC) announced new instructions for employers and temporary workers. Canada is expanding its work permit program to include family members of temporary foreign workers. This will help address labour shortages by making it easier for employers to find the needed workers.    Effective January 2023, Canada will temporarily expand work eligibility to spouses and dependent children of all ages for two years. It is estimated that this will offer working opportunities to the family members of more than 200,000 foreign workers. This initiative provides a greater chance for foreign workers who want to come to Canada and employers seeking labour solutions.   Statements of the Honourable Randy Boissonnault, Minister of Tourism and Sean Fraser, Minister of immigration, refugees and Citizenship about Labour shortages in Canada:   The Honourable Sean Fraser, Minister of Immigration, and the Honourable Randy Boissonnault, Minister of Tourism, introduced the policy on December 2nd. It aims to enhance the mental health of employees. The Ministers believe that extending family members’ eligibility for work permits will also contribute to addressing the labour shortage.    “Employers all around the country continue to identify a labour shortage as their main challenge everywhere I go. By allowing family members of over 200,000 foreign employees to work in Canada, today’s announcement will assist employers in filling their labour shortages by making work permits available to family members of all skill levels.”    “As we plan for post-pandemic growth, the number one concern facing Canada’s tourism industry is labour. Today, our government is implementing innovative, family-oriented solutions to address this problem and support the growth of our tourism partners to meet the growing demand for Canadian experiences worldwide.”   3 phase of Work Permits Eligibility The program will be implemented over the duration of three phases at the beginning of 2023 as a temporary two-year measure: Phase 1: Family members of workers entering Canada via the high-wage stream of the TFWP or the IMP will be permitted to apply for an open work permit during Phase 1 of the programme. Phase 2: Following consultations, Phase 2 plans to extend the policy to relatives of employees from the Temporary Foreign Worker Program’s low-wage stream. Phase 3: will involve discussions with stakeholders and partners in agriculture to determine whether it is practical to extend the policy to agricultural employees’ families.   The government of Canada will continue to establish policies geared at assisting employers with their staffing needs across all skill levels, and immigration will continue to play a key role in solving Canada’s labour shortages. MPNP announced expression of interest system notices: On December 2, 2022, the Manitoba Provincial Nominee Program (MPNP) published Expression of Interest system notices. Every year, Immigration, Refugees and Citizenship Canada (IRCC) allocates a quota of nominations to the MPNP.  The MPNP uses these nominations to issue Letters of Advice to Apply (LAA) through Expression of Interest draws.    However, the MPNP can only approve as many applications for a specific year as nominations are available. For example, in 2022, the MPNP can approve 6,367 applications. As of now, the Federal Government has yet to announce a quota of nominations for 2023.   Expression of Interest system notices All applicants for the Skilled Workers Stream are required to create an Expression of Interest (EOI) profile. Immigration, Refugees and Citizenship Canada (IRCC) provide a certain number of nominations to the Manitoba Provincial Nominee Program (MPNP) each year (IRCC). To use the complete allocation of nominations through the EOI draws, the MPNP invites an equal number of applications to be filed. In a given year, the MPNP can only accept as many applications as there are accessible nominations. The MPNP can accept 6,367 applicants for 2022. For 2023, the distribution of nominations has not yet been published. In accordance with the highest ranking points at the time of a specific EOI draw and priority per stream, the MPNP sends Letters of Advice to Apply (LAAs). The annual nomination limit is exceeded by the number of profiles in Manitoba’s EOI pool. Because of this, not every person who creates an EOI profile will be selected to get an LAA to the MPNP. By completing or upgrading their language test results, gaining more work experience, or finishing additional education, applicants can increase their scores. Manitoba invited 305 candidates in MPNP in draw #160

On December 2, 2022, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #160, MPNP issued 206 Letters of Advice to Apply (LAA) in the Skilled Workers in Manitoba stream. The minimum score to get the LAA in this category was 775 points, 22 points fewer than the previous draw. In the Skilled Workers Overseas stream, Manitoba issued 43 LAAs.    The lowest score in the SWO category was 673 points, 13 points fewer than in the previous round. In addition, Manitoba invited 56 candidates in the International Education Stream. Thus, in this draw, Manitoba has issued LAAs to 305 candidates, including 31 Express Entry candidates. MPNP has invited 6,076 candidates in 2022, and 1,251 received invitations in the Express Entry.   Manitoba Provincial Nominee Program (MPNP) The Manitoba Provincial Nominee Program (MPNP) is one of the most popular of Canada’s Provincial Nominee Programs or PNPs. This is a system of immigration routes that allows foreign applicants to become citizens of Canada. The Conference Board released a report recommending boosting PNP slots for international students. The Conference Board of Canada has announced that Canada could see an increase in international student immigration if the provinces could nominate more students through Provincial Nominee Programs (PNP). The most common way that former international students become permanent residents is through the PNP. By increasing the number of PNP slots for international students, Canada can make it easier for them to stay and help retain talent in the country.    According to Report After School: According to the Conference Board of Canada’s report After School: Keeping International Students in Province, Canadian provinces also need to improve their settlement services for international students seeking permanent residence in Canada. “Provincial governments should make an early investment in the success of overseas students to aid in their career and community link growth, which will ultimately promote retention.” “The time after graduation can be uncertain. Without access to government-supported settlement services, international students are managing the transition to the labor market and the immigration system, according to the Conference Board of Canada” “By ensuring that international students receive help from their post-secondary institution and from provincially supported settlement services, provinces can increase retention”   Rankings of Canadian Universities Canada’s colleges and universities are known for their excellent global reputation. Three Canadian universities—the University of Toronto (UofT), the University of British Columbia (UBC), and McGill University—placed among the top 100 in the ninth annual Best Global Universities ranking of 2,000 of these educational institutions worldwide. Additionally, 15 more Canadian universities made it into the top 25 of the list of the top 2,000 universities. The University of Toronto came in at number eighteen. UBC came in 35th. The third-best university in Canada is McGill University. The following Canadian universities also ranked in the top 25% of all universities worldwide: University of Alberta McMaster University Université de Montréal University of Calgary University of Waterloo University of Ottawa University of Western Ontario Dalhousie University Simon Fraser University University of Victoria University of Manitoba Laval University York University Queen’s University University of Guelph   Improving programs to keep overseas students in the country could significantly increase immigration, according to the most recent data from Immigration, Refugees and Citizenship Canada (IRCC).   Canada is on track to issue a record number of study permits. With 418,260 international students getting a study permit in the first nine months of this year, according to IRCC data, Canada is on track to break its previous record for study permits issued. If the current process continues, Canada may end this year with 557,680 study permits issued. That would be 113,200 more study permits than were given last year (444,480), or over 25.5% more. With a rise from 219,035 in 2015 to record-breaking levels today, the number of study permits awarded to foreign students entering Canada has more than doubled since that year. Once granted, a study permit enables a foreign individual to pursue their academic goals in Canada at an approved institution for the duration of the specified course or program.   There are some exceptions. Under the following circumstances, foreign people may attend school in Canada without needing a study permit: the academic course or program is shorter than six months in length; The student is either an employee or family member of a foreign representative in Canada or; The student serves in a foreign military.   Students who want to study in Canada must: have received acceptance from a Canadian school, college, university, or other educational organization. have demonstrated they have the financial means to cover their living expenses, tuition fees, and any additional family members they wish to bring to Canada with them. be law-abiding persons without a criminal history who do not pose a threat to Canada’s security. They can be required to offer a police certificate. be in good health and ready, if required, to undergo a medical examination. convince an immigration officer that they will depart Canada after their permitted stay is over.   International Students With Study Permits Are Allowed To Work In Canada If the student is from a nation from which such visas are required for entry into Canada, a Temporary Resident Visa (TRV) may also be required. Visa-exempt nationals are exempt from this requirement.   Students are allowed to work during their studies in Canada by Immigration, Refugees, and Citizenship Canada (IRCC). Under the following circumstances, a student may be allowed to work in Canada while they are studying: without a Work Permit on campus. with a work permit, off campus. with a work permit in co-op and internship programs, where practical experience is a requirement for admission.   For the period of the study permit, foreign students’ spouses or common-law partners are also eligible for employment permits. A foreign student may use the Post-Graduation Work Permit Program to apply for a work permit after graduating.
