Nova Scotia added new NOC codes for the Occupations In-Demand stream Some Provincial Nominee Programs (PNPs) offer streams that are targeted to applicants who have professional experience in a given field that is in demand in that province. Only a few provinces offer these kinds of streams, and occasionally there are additional conditions that would prevent an applicant applying who lives and works outside of Canada.    Nova Scotia In-Demand Occupations One of the streams of the Nova Scotia Nominee Program (NSNP), a Provincial Nominee Program (PNP) run by the province of Nova Scotia, is named “Occupations In Demand.” This stream aims to hire people who have a job offer from a Nova Scotian employer in a wanted profession.   The National Occupational Classification’s TEER category 3, 4, or 5 occupations that are in high demand on the Nova Scotian labor market are the focus of the Occupations in Demand stream. Nova Scotia increased the number of National Occupational Classification (NOC) codes eligible under the Occupations In-Demand stream.    Nova Scotia PNP – Occupations In-Demand stream: The updated list of eligible occupations with new NOC codes is as follows : NOC 65200 – Food and beverage servers  NOC 65201 – Food counter attendants, kitchen helpers, and related support occupations NOC 65310 – Light duty cleaners NOC 75110 – Construction trades helpers and laborers NOC 73400 Heavy equipment operators NOC 75110 Construction trades helpers and laborers.   Nova Scotia PNP – International Graduates in Demand stream: Two in-demand professions in Nova Scotia have a new stream that has introduced new NOC codes: NOC 33102: nurse aides, orderlies, and patient service associates NOC 42202: early childhood educators and assistants   Nova Scotia PNP – Physician Streams: The province has two more streams that include three in-demand professions that are listed below according to their new NOC codes NOC 31102 – General practitioners and family physicians NOC 31100 – Specialists in clinical and laboratory medicine NOC 31101 – Specialists in surgery   Candidates with a job offer from one of Nova Scotia’s companies can apply for this PNP stream. IRCC announced the International Experience Canada IEC 2023 Program opening date

On December 1, 2022, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced a 20% increase in the 2023 International Experience Canada (IEC) Program, which will open on January 9, 2023.    The IEC Program in Canada allows foreign youth from 36 partner countries to come and work or travel in Canada for two years. The ages that are eligible for the program range from 18 to 35, but this number may differ depending on which country the individual is coming from.   Most Honorable Minister of Immigration, Refugees, and Citizenship Sean Fraser stated: “Our government is supporting more foreign youth in working and traveling in Canada, so helping employers, namely those in the tourism sector, in filling open positions. In particular, in regions like Banff that need seasonal labor, we are growing our economy and helping our businesses by providing youth with the chance to experience international travel and employment.”   The statement of The Honourable Minister of Women, Gender Equality, and Youth Marci Ien: “Youth from other countries contribute so much to our nation. International youngsters benefit communities across Canada by building cross-cultural relationships and helping our businesses in growing. The announcement made today will help the tourism sector, which needs to address labor shortfalls, while also giving young people the chance to learn about Canadian cultures, languages, and societies.   International Experience Canada (IEC) Youths can travel and work in Canada for up to two years through International Experience Canada (IEC).  Working Holiday:  IEC participants in this stream “receive an open work permit that allows them to work anywhere in the host country” as a means of “supporting their travels.” International Co-op (Internship): Participants in this IEC stream receive a work permit that is customized to their business. Students can get specialized work experience in their subject of study with the help of this targeted work permit. Young Professionals: Like those in the international co-op stream, participants in this IEC program stream also get an employer-specific work permit. Ottawa introduced amendments to the AIP after the NOC 2021 change

On November 29, 2022, the Government of Canada published changes to the Atlantic Immigration Program (AIP) after the implementation of the NOC 2021.  For the education criteria, those with a job offer under Training, Education, Experience and Responsibilities (TEER) 0 or 1 must possess at least a Canadian 1-year post-secondary credential.  Those with a job offer under TEER 2, 3, or 4 must possess at least a Canadian high school diploma.  For TEER 0, 1, 2, and 3 of the NOC, applicants must meet the minimum criteria for level 5 of the Canadian Language Benchmarks (CLB) system in English or French.  Those applying for TEER 4 must provide CLB 4 in one of the official languages.  For TEER 0, 1, 2, or 3, employers must provide a job that will last at least 1 year.  For TEER 4 job offers, applicants must be offered permanent employment with no set end date.   Atlantic Immigration Program (AIP) The AIP is a business initiative that offers to foreign nationals who have job offers in the Atlantic area, have been approved by an Atlantic province, and who meet the basic requirements for education, work experience, and language fluency. British Columbia invited 336 Skilled Immigration candidates after the NOC change

British Columbia invited the first Skilled Immigration candidates after the NOC change On November 28, 2022, the Government of British Columbia issued new invitations under the British Columbia Provincial Nominee Program (BCPNP) and invited qualified Skills Immigration candidates. In the general draw, the province invited 253 candidates. The minimum score for candidates invited to this draw was 82-105 points. In addition, British Columbia invited 49 candidates under the childcare-targeted draw for early childhood educators (NOC 42202).    In the Healthcare-targeted draw, BC invited 24 candidates. Additionally, fewer than five invitations have been issued for healthcare assistants (NOC 33102) and fewer than five ITAs for other priority occupations (NOCs 31103, 32104). In total, the province invited up to 336 candidates for this draw. The new NOC 2021 made truck drivers eligible for Express Entry

Express Entry is now available to truck drivers following the implementation of the new National Occupational Classification (NOC) 2021. The update was announced by Immigration Minister Sean Fraser in August, and 16 new jobs were added to the Federal Skilled Worker Program with the launch of the new NOC system on November 16.    Transport Truck Drivers take NOC code 73300 under this classification. It is still uncertain how truck drivers will be chosen through Express Entry. Canada might start conducting draws based on certain industries and occupations next year, so it is possible that truck drivers will be targeted then.   Shortage of truck drivers in Canada The industry is experiencing a serious shortage of skilled workers as a result of various reasons, including high retirement rates and layoffs during the COVID-19 pandemic. Alberta issued 6,084 nominations in 2022

  On November 22, 2022, Alberta published the update considering the Alberta Advantage Immigration Program (AAIP) inventory. According to the new update, there were around 970 Alberta Opportunity Stream applications and 290 Expressions of Interest in the Alberta Express Entry pool.    Immigration, Refugees and Citizenship Canada (IRCC) allocated a quota of 6,250 nominations to Alberta in 2021 under the AAIP, and the AAIP issued all 6,250 certificates last year. For 2022, IRCC provided 6,500 nominations for the AAIP. In his recent speech, Bank of Canada Governor Tiff Macklem spoke about how immigration may be the key to achieving labour market stability and correcting inflation. He stated that the Canadian labour market has more demand than labour supply.    The governor stated that labour shortages had increased wages across the country, pushing inflation upwards. Macklem urges Canadian employers to hire immigrants to meet the rising demand for labourers and fight inflation – with preference given to recent arrivals.   “The future of labour jobs” was the main topic of his remarks, which also covered the following topics: What are the causes behind the lack of available employees for businesses? The probability of a recession How does unemployment change during a recession? What part does the Bank of Canada play in maintaining the highest level of sustainable employment?   Macklem explains the relationship between labour, inflation, and immigration in Canada. The following is a summary of Macklem’s talks regarding the importance of immigration in assisting in the balance of the Canadian labour market, with a focus on describing how businesses may increase the pool of available employees to address challenges in the Canadian labour market and growing inflation. As he stressed that there is a shortage of workers in the Canadian labour market currently, Governor Macklem initially highlighted immigration.   The governor of the BOC says that increasing income pressure across the nation as a result of a labour shortage has increased inflation. In order to meet the increasing need for labour and consequently combat inflation, Macklem urged Canadian employers to keep recruiting immigrants, especially recent immigrants specifically. “Increasing the number of labour is one way to balance supply and demand,” according to Governor Macklem,  he also noted that  “the more we can do on supply, the less we will need to do on demand.”  The BoC claims that more immigrants must be hired in order to better control high wages as “wages will have to slow to get inflation under control.”   Canada’s immigration situation as of 2020 The 2020 immigration slowdown that Canada experienced during the peak of the COVID-19 epidemic is examined in the study that follows. Canada published temporary public policy details allowing students to work more than 20 hours per week On November 22, 2022, the Canadian Government released the instructions for the temporary public policy that lifts the work limitation of study permit holders. International students that were allowed to work without a work permit for no more than 20 hours during regular academic sessions can do so under this public policy.    The policy came into effect on November 15, 2022, and will expire on December 31, 2023. Canada introduced this policy to allow international students to gain valuable work experience in Canada and solve the labor shortage problem in Canada.   Background of Consideration The Canadian economy is experiencing a labor shortage which might affect one million jobs, according to employers. In order to temporarily meet these labor market requirements, allowing international students to work more than 20 hours per week while enrolled in classes will be beneficial.   Public policy Considerations This public policy will enable eligible foreign nationals who are studying full-time in Canada and who either hold a study permit or have applied to renew their study permit and are authorized to study under Section 189 of the Regulations to work off-campus without a work permit for even more than 20 hours per week throughout regular academic sessions between November 15, 2022, and December 31, 2023. (or until this public policy is revoked, whichever comes first). The foreign national’s study permit application must have been received by IRCC on or before October 7, 2022, in order to qualify for this public policy.   It is hereby established that there are significant public policy factors supporting the granting of exemptions from the Regulations’ requirements to foreign nationals who meet the set standards in accordance with section 25.2 of the Act.   Eligibility Requirements Delegated officers may issue an exemption from the regulations’ requirements based on public policy considerations if International Students:   holds a study permit that is currently valid, and the application for that permit was submitted to IRCC on or before October 7, 2022; submitted a renewal application for their study visa before it expired in accordance with subsection 217(1) of the Regulations, and the IRCC received the such application on or before October 7, 2022; in accordance with section 189 of the Regulations, is permitted to study without study permission; is enrolled full-time at a designated learning institution; and is enrolled in an academic, vocational, or professional training program at the post-secondary level that is offered in Quebec, in each case with a duration of at least six months and leading to a degree, diploma, or certificate.   This program gives many overseas students greater chances to gain valuable work experience in Canada, which will boost the labor pool available to support Canada’s post-pandemic growth.   The majority of international post-secondary students have the right to work both on and off campus, and this freedom is expressly stated on their study permits. Manitoba held the largest draw of 2022

On November 18, 2022, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #158, MPNP issued 177 Letters of Advice to Apply (LAA) in the Skilled Workers in Manitoba stream. The minimum score to get the LAA in this category was 797 points, 184 points more compared to the previous draw.    In the Skilled Workers Overseas stream, Manitoba issued 143 LAAs. The lowest score in the SWO category was 686 points, 40 points fewer than in the previous round. In addition, Manitoba invited 198 candidates in the International Education Stream.    In total, Manitoba issued LAAs to 518 candidates, including 125 Express Entry candidates. MPNP has invited 5,760 candidates in 2022, and 1,220 received invitations in the Express Entry.   The most recent Manitoba PNP draw was held on November 18, 2022. BC expanded the BC PNP Tech Immigration Stream The British Columbia Provincial Nominee Program (BC PNP) Tech immigration stream has expanded to include 35 occupations under the newly created National Occupational Classification (NOC).    Before the launch of NOC 2021 on November 16, only 29 targeted occupations were available under this program.
