How has the NOC changed affected the new AAIP applicants? After the implementation of the NOC 2021, the Alberta Advantage Immigration Program (AAIP) canceled all applications with an unpaid application fee that were not submitted in the portal as of 4 pm on November 15, 2022.    The AAIP requires all new applicants to confirm their application status in the AAIP portal. Alberta Express Entry Stream candidates who want to remain eligible for selection and nomination by the AAIP must update their NOC information in their Express Entry profile. Accelerated Tech Pathway candidates who received an AAIP nomination on or after October 15 will receive an email by November 22, 2022, inviting them to create a new application.   The following AAIP worker stream requirements are effective as of November 16, 2022:   The new AAIP language requirements are based on TEER. Six TEER categories—increased from the previous four skill levels—make up the new NOC structure. The NOC’s “skill level” B has the widest range of employment needs and has the most occupations of any skill level (approximately one-third of all unit groups). In November 2022, Prince Edward Island held two Expression of Interest draws under the Prince Edward Island Provincial Nominee Program (PEI PNP). On November 3, 2022, PEI conducted a new invitation round in the Labour Impact Category and invited 39 candidates.  On November 17, 2022, the province issued 141 invitations to apply to skilled workers in the Labour Impact and Express Entry streams. PEI also invited 8 candidates to the Business Work Permit Entrepreneurs stream.  The lowest score for business candidates was 62 points, 10 points fewer than in the October draw. This year, PEI invited 1,651 candidates. British Columbia introduced major changes in BC PNP on November 16, 2022, the provincial government of British Columbia announced the most significant changes to the British Columbia Provincial Nominee Program’s (BC PNP) Skills Immigration stream.    According to the amendments, the maximum points for human capital factors have been increased, and points for NOC skill level have been removed. In addition, the province expanded eligibility for the Economic Mobility Pathways Pilot (EMPP) to any skilled occupation in the region and introduced more points for candidates working or studying outside the Metro Vancouver Regional District.   The province has completely revised its points-based scoring system for Skills Immigration, removing points for job skill level and adding points for language skills, education, and experience, which increase if they are outside Metro Vancouver, in addition to updating codes to be accurate with NOC 2021.   The highest salary required to get the most points has also increased by about 50%, from $100,000 to more than $145,000.   Further changes in BC PNP: The addition of 35 new occupations to the BC PNP Tech stream under the new NOC 2021. Professors and instructors at universities can now apply for the Skilled Worker stream. Doctoral graduates and Ph.D. candidates in any subject of study are now included in the international post-graduate stream. Any skilled occupation outside of Metro Vancouver is now eligible for the Economic Mobility Pathways Pilot (EMPP).   The entire scoring system’s structure has been changed, with the weighing balanced between economic and human capital criteria (which can each receive up to 120 points). Work experience, education, and English or French language ability are subcategories for under human capital, each of which can earn up to 40 points. Hourly wages can receive up to 55 points as a subcategory of under-economic, and areas in British Columbia can receive up to 25 points.   The Table explains the new points distribution: Factors Scoring Sections Max. Candidates receive a 55-point rating if their British Columbia job offer pays an hourly rate of $70 or higher. This is equivalent to a $140,600 annual pay for a 40-hour work week. For a job offer at $16 an hour or below, the points for hourly pay cascade to zero. Before this, the highest points could be acquired for an hourly rate of $100,000. One of the largest improvements in the entire British Columbia revision is represented by this.   Workplace location in British Columbia: The new scoring system enables applicants to score higher for a job offer outside the Metro Vancouver region in an effort to boost immigration to less populated areas. Job offers in Metro Vancouver receive no points for this factor. For positions offered in any one of Squamish, Abbotsford, Agassiz, Mission, or Chilliwack, five points are available. Manitoba published a notice regarding the use of NOC 2021 On November 14, 2022, the Government of Manitoba published a notice regarding the Expression of Interest draws using the NOC 2021. The Manitoba Provincial Nominee Program will begin using the 2021 version of the National Occupational Classification (NOC) for all applications received after November 16, 2022.    The MPNP will hold an Expression of Interest draw for profiles using NOC 2021 on November 17, 2022. Applicants wishing to be considered in any draw held on that date must submit their Expression of Interest profile by 11:59 PM the day before, on November 16, 2022. After November 16, 2022, the MPNP will still accept new Expression of Interest profiles and continue to have regular draws based on the MPNP’s needs.   The MPNP plans to start an Expression of Interest draw for Skilled Workers Overseas on December 31, 2022. This draw will consider all Expression of Interest profiles with a connection to Manitoba through one or more Manitoba supporters or who have previous experience in the province.   Please be aware that if your MPNP application was submitted before November 16, 2022, the MPNP nomination and subsequent permanent residence application will be assessed according to NOC 2016. You cannot switch your application to NOC 2021.   What is  NOC 2021? On November 16, 2022, Immigration, Refugees and Citizenship Canada (IRCC) will update the National Occupation Classification (NOC) 2021, to include the Training, Education, Experience, and Responsibilities (TEER) system.    The NOC is revised every ten years to keep up with the changing Canadian labor market. This newest revision provides a new framework for classifying occupations by Employment and Social Development Canada (ESDC) and Statistics Canada.    The only impact this change will have, is administrative, as there will be no changes to advertising or delivery of the immigration programs.   Expression of Interest (EOI)   The Expression of Interest is your first step to immigration to Manitoba through the Manitoba Provincial Nominee Program. An Expression of Interest EOI is not an application, but an online profile with a pool of all eligible candidates who can submit a full application. Saskatchewan invited 35 candidates under the SINP on November 8, 2022, Saskatchewan conducted new rounds of invitations in the Saskatchewan Immigrant Nominee Program (SINP). In the Express Entry category, Saskatchewan issued 10 ITAs.    Another 21 invitations were issued to the Occupations In-Demand category candidates. The lowest score in both categories was 69 points, 12 points fewer than in the previous draw. In addition, the SINP also invited 4 Ukrainian candidates with a minimum score of 64. International students can work full-time in Canada until the end of 2023 Currently, international students in Canada can work full-time during the academic year. Last month, Immigration Refugees and Citizenship Canada (IRCC) announced this temporary measure allowing international students to work more than 20 hours a week between November 15, 2022, and December 31, 2023.  IRCC introduced this measure to help with Canada’s severe labor shortages in retail, hospitality, food services, etc. Around 500,000 international students already in Canada are expected to work more hours with no restrictions on the type of employment. International students in Canada with a study permit were typically limited to working 20 hours per week.. However, those limits have been temporarily removed by the IRCC, so students can work as many hours as they like until at least the end of 2023.   This statement has been welcomed by the higher education community. Current international students are also happy about it because it gives them more possibilities and significantly more flexible work hours. Many people are hoping that the Canadian government would make this decision permanent even though it is being referred to as a trial project.   Eligibility for Working Hours in Canada You are allowed to work while studying in Canada if you:   carry a present study permit; are enrolled full-time in a recognized educational institution. have enrolled in classes and continue to keep a satisfactory academic status as defined by your institution; are enrolled in a bachelor’s course that is at least six months or a professional training program that results in a diploma or certificate;  and hold a Social Security Number (SIN)   This program gives many overseas students greater chances to gain valuable work experience in Canada, which will boost the labor pool available to support Canada’s post-pandemic growth.   The majority of international post-secondary students have the right to work both on and off campus, and this freedom is expressly stated on their study permits. IRCC will implement the new TEER system NOC 2021 this week On November 16, 2022, Immigration, Refugees and Citizenship Canada (IRCC) will update the National Occupation Classification (NOC) 2021, to include the Training, Education, Experience, and Responsibilities (TEER) system. The NOC is revised every ten years to keep up with the changing Canadian labor market. This newest revision provides a new framework for classifying occupations by Employment and Social Development Canada (ESDC) and Statistics Canada. The only impact this change will have, is administrative, as there will be no changes to advertising or delivery of the immigration programs.   Some of the major changes coming with NOC 2021 are: NOC 2021 is a new categorization that reflects the knowledge and skills gained by employees through their on-the-job experience. As such, this new classification follows the difference between formal education and what people have learned through life’s real-world experiences. The NOC 2021 has been updated as compared to NOC 2016, introducing TEER levels. TEER 0 is the highest level and TEER 5 is the lowest.    TEER 0:  This category includes occupations related to the legislature and staff leadership roles, as well as senior-level occupations with significant responsibility for directing, resource allocation, and management. TEER 1:  Traditionally, this category would require a college/university degree or some prior experience in the subject matter. Some relevant work experience is listed under TEER 2. TEER 2:  The following occupations demand at least two to three years of post-secondary education or two years of apprenticeship training. However, some positions do not require formal education, such as plumbers, engineers, and carpenters. TEER3:  This category includes occupations requiring less than two years of post-secondary education, on-the-job training, training courses or work experience for more than six months. TEER4:  If a job requires a high school degree or if there is no formal education requirement, it falls under TEER 4. Applicants who have several years of experience in this category may qualify for TEER 3.   TEER5: This category is for people who don’t need any formal education to enter.     Programs that are affected by NOC 2021 Express Entry programs: CEC, FSWP, and FSTP. Provincial Nominee Program (PNP). Atlantic Immigration Program (AIP). Caregivers Programs. The Rural and Northern Immigration Pilot. Temporary Foreign Worker Program. International Mobility Program (IMP).   How will NOC 2021 affect Express Entry candidates? Changes to the NOC system will impact any newcomer who is waiting for an Invitation to Apply (ITA) from Immigration, Refugees, and Citizenship Canada. The NOC system is primarily structural, and most incoming immigration applicants will not be adversely affected. However, officials said that some Express Entry applicants may still be impacted. If you’re going to create an Express Entry profile, you’ll need to list the NOC codes of your previous jobs. The classification of occupations will change with the switch to NOC 2021, so you’ll need to provide your updated NOC 2021 codes on your profile. If you already have an active Express Entry profile but haven’t applied for immigration yet, don’t forget to update it as well with the new NOC codes for your prior jobs.   Previously, only individuals with a skill level of B or above were eligible for Express Entry. However, due to the new NOC 2021 classification system, TEER 3 will be enough for eligibility. Saskatchewan invited 55 business people under the Entrepreneur Program on November 3, 2022, the Saskatchewan Immigrant Nominee Program (SINP) conducted the sixth invitation round in the Entrepreneur Program 2022. In this round, SINP invited 55 candidates.    This round’s highest Expression of Interest (EOI) score was 120 points. The average score was 100 points. The lowest score was 85, and those applicants were invited to apply only if they scored a CLB level of 5 or higher in English or French. In 2022, Saskatchewan has already invited 325 entrepreneurs. Canada invited new candidates to the new Express Entry draw on November 9, 2022, Immigration, Refugees and Citizenship Canada (IRCC) issued 4,750 invitations to apply (ITA) to candidates under Express Entry. IRCC continued inviting candidates under all immigration programs in this round of invitations.    In round #235, the cut-off score dropped below 500 points and was 494 points, 2 points fewer than the previous draw. The tie-breaking rule for this round was June 6, 2022, at 20:48:23 UTC. As of November 7, 2022, there are 233,619 profiles registered in the Express Entry pool, 1,362 fewer than in the previous update. In 2022, Canada issued 41,788 ITAs through Express Entry.   Decrease in CRS Score in new Express Entry draw With each new Express Entry draw, the CRS has been slowly dropping as the backlog of Express Entry pool applications is processed. The CRS dropped by 2 points in the most recent draw. The cut-off score finally fell below 500 points in these last two draws, which has been long awaited ever since draws reopened. Each new Express Entry draw has resulted in an increase in the number of ITAs provided. However, the number of ITAs given in the new Express Entry draw 235 was the same as in the previous draw. During the stages of the previous three draws, 500 more invitations to apply were distributed.   Express Entry For skilled workers in Canada or worldwide, Express Entry offers a path to permanent residency. Express Entry creates a fast processing time of six months or fewer for potential skilled foreign workers.
