Canada will hold more PNP draws in the coming years The recently announced Immigration Levels Plan will significantly increase permanent residents arriving in Canada, the majority under the Provincial Nominee Program.  In 2022, 83,500 new permanent residents were invited to Canada through this program, but that number is set to jump 20,000 higher next year – 105,000 total – due to the recent Immigrations Level Plans changes.    Recent Immigrations Level Plans changes Highlights With targets of 465,000 permanent residents in 2023, 485,000 in 2024, and 500,000 in 2025, the government is keeping this ambition. The plan also places a strong focus on recruiting immigrants from various countries across the world, particularly rural and small-town areas.   With approximately over 60% of admissions in the economic class by 2025, there will be a long-term focus on economic growth.   Using new Express Entry features to accept immigrants with the necessary skills and talents in fields with severe labor shortages, such as STEM, healthcare, manufacturing, and building trades (Science, Technology, Engineering, and Math).   Increases in regional programs such as the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot to address specific local labor market needs   Boosting the speed of family reunions.   Ensure that at least 4.4% of brand-new permanent residents are francophone outside of Quebec.   Support for global crises by giving refuge to individuals facing siege, especially by extending the Economic Mobility Pathways pilot.   PNP Targets will increase. Most of the new immigrants who become permanent residents are doing so through economic-class initiatives like the Provincial Nomination Programs (PNPs). By 2024, the PNP target will be 110,000, and by 2025, it will be 117,500. Therefore, one-fifth of all new permanent residents admitted in 2025 will come through the PNP. The PNP will continue to be Canada’s major program for accepting immigrants for economic class, and its targets will also increase. The number of full-time jobs held by immigrants increased On November 4, Statistics Canada revealed the Labour Force Survey data for October 2022. The general unemployment rate has returned to its original state after the observed increases from May to September but is still equivalent to September’s 5.2%. The survey revealed that immigrants successfully secured employment and filled various labour shortages across Canada.  According to the statistical and demographic services agency’s most recent Labour Force Survey, employment increased across a number of industries, with manufacturing, construction, lodging and food services leading the way.   Overview For the first time since March 2022, the number of employees in the private sector increased. The employment situation for both self-employed people and public sector employees remained quite stable. In the key working age range of 25 to 54, employment rose for both men and women in October. For both men and women between the ages of 15 and 24 and 55 and older, there had been little change. Employees’ average hourly salaries increased 5.6% (+$1.68 to $31.94) from October 2021 to October 2018, staying above 5% for a sixth consecutive month (not seasonally adjusted). Nearly two-thirds (64.3%) of workers making more than $40.00 an hour in October had been given a raise the year before, compared to half (50.1%) of those making $20.00 or less (population aged 15 to 69; not seasonally adjusted).   In October, 35.3% of Canadians aged 15 and over lived in households where it was difficult to cover basic expenses, up from 1/5 in October 2020. (not seasonally adjusted). In October, more than 1.7 million Canadians had flexible work schedules (population aged 15 to 69; not seasonally adjusted). Total hours worked grew by 0.7% in October after falling by 0.6% in September. The overall number of hours worked increased by 2.2% from October 2021.   Immigrants are successful at finding employment According to the survey, immigrants have been successful in finding work and bridging some of Canada’s labour market gaps. Over 62% of immigrants who are 15 years of age and older are employed.    Additionally, it was discovered that the employment rate of immigrants who entered Canada in the last five years was 70.7%, higher than it was in October of last year, before the pandemic.   Six provinces record increased employment. Ontario, Quebec, Prince Edward Island, Newfoundland and Labrador, Saskatchewan, and Manitoba saw the most growth in employment. With 43,000 positions filled, mostly in part-time employment, Ontario experienced the biggest growth in employment. The sectors of lodging and dining as well as professional, scientific, and technological services had the highest gains. At 5.9%, the overall unemployment rate is comparable with September’s level. Quebec also demonstrated remarkable growth, filling 28,000 full-time jobs. The sectors of construction, finance, insurance, real estate, rental, and leasing saw the majority of the gains overall. The unemployment rate in the province is 4.1%. Canada tripled the number of start-up visa approvals.

Business people are flocking to Canada thanks to the Start-Up Visa program. According to the latest data from Immigration, Refugees and Citizenship Canada (IRCC), nearly three times as many entrepreneurs have set up businesses in Canada through the Start-Up Visa program this year compared to last year.  420 permanent residents have come to Canada in the first eight months of this year under the Start-Up Visa program, which is 189.6% more than the 145 new permanent residents during that time last year.  Even though Canada got a record number of permanent residents (406,031) last year, the number of people who came through the Start-Up Visa program was much lower. But this year’s success is more than just a bounce-back from 2021 when the number of visitors was unusually low.   Canada to welcome more permanent residents through Start-Up visa Canada Immigrants who wish to launch a business in Canada frequently use the Start-Up visa. Through this scheme, 325 permanent residents were admitted to Canada between January and June. If this pace continued, 385 additional applicants would be granted a permanent residency at the end of this year. This year, the SUV program is drawing more business owners, which will lead to a 150 percent increase in the number of new permanent residents welcomed. Compared to federal worker programs like the Federal Skilled Worker (FSW) and Federal Skilled Trade (FST), provincial nominee programs (PNP), or regional economic development programs like the Atlantic Immigration Program (AIP) and Rural and Northern Immigration Pilot, the SUV program produces significantly fewer new permanent residents overall (RNIP).   The table below shows how many entrepreneurs were invited to Canada in the first seven months of 2022. Newfoundland and Labrador to recruit nurses from India On November 3, 2022, the Government of Newfoundland and Labrador announced that the province will recruit internationally-educated registered nurses from India to fill vacancies.  In the next few weeks, a preliminary group of Provincial Government officials will head to southwestern India to establish a recruitment desk in Bengaluru, located in Karnataka.  Once there, they will be assisted by a representative from the College of Registered Nurses to oversee licensure. The team will also work to increase awareness of Newfoundland and Labrador as appealing immigration destinations for nurses and nursing students through presentations and meetings. The provincial government is leading a mission to India to find globally trained registered nurses who can fill openings in Newfoundland and Labrador, according to Dr. Andrew Furey, the premier of Newfoundland and Labrador. The mission is an addition to other existing national and international efforts to attract medical personnel. The Honourable Tom Osborne, Minister of Health and Community Services, the Honourable Gerry Byrne, Minister of Immigration, Population Growth, and Skills, Lynn Power, Executive Director of the College of Registered Nurses of Newfoundland and Labrador, and representatives from two regional health authorities were present for the announcement. In the upcoming weeks, a team of provincial government representatives will go to southwest India with the intention of establishing a recruitment desk in Bengaluru, which is situated in the state of Karnataka. A member of the College of Registered Nurses of Newfoundland and Labrador will join them and be responsible for regulating licensure. Because many nurses in the area undergo training that is comparable to that received by registered nurses in Newfoundland and Labrador, the state of Karnataka has been chosen. The area was also picked due to the concentration of prominent nursing schools there. Canada will not repeat TR2PR pathway draws after the recent announcement of immigration levels, Sean Fraser, Minister of Immigration, Refugees and Citizenship Canada (IRCC), answered questions about the TR to PR pathway. In April 2022, Canada announced a new pathway, enabling existing temporary residents and workers to convert to permanent residents.  The immigration minister stated that the current immigration levels plan did not include the TR to PR pathway repeating, which was designed to respond to the COVID-19 pandemic. TR to PR was designed to help Canada reach its immigration goals and support its economic recovery.    TR2PR Pathway Canada announced the TR to PR Pathway in April 2021. The program allowed essential workers and international graduates in any field to apply for Canadian permanent residence. IRCC received over 80,000 applications before closing the program in November 2021. This prevented many foreign workers in Canada from staying permanently. Canada plans to extend post-graduation work permits, but details are lacking. Canada is trying to meet 2022 and 2023 immigration targets. Foreign skilled workers, temporary workers, and international students should have a new Canada TR to PR pathway. Canada’s Immigration Levels 2022-2024 plan seeks 1.3 million permanent residents. IRCC releases a new Immigration Levels Strategy each year to guide its operations. Canada’s immigration system follows its level plan. It records Canada’s federal, provincial, and territorial immigration targets. The number of job vacancies in Canada’s healthcare sector reaches an all-time high

A recent report from Statistics Canada showed that there are more healthcare job vacancies than ever before.  In August of 2022, there were 152,000 vacant healthcare and social assistance positions. Immigration is the primary source of Canada’s labor force growth From 2016 to 2021, 1.3 million new immigrants came to Canada permanently – the highest number of recent immigrants recorded in a Canadian census.  In the 2021 Census, nearly one-fourth of the people counted were, or had ever been, landed immigrants or permanent residents in Canada. By 2032, it is projected that immigration will be the only driving force behind Canada’s population growth.  The Canadian population is aging, and the share of working adults relative to retirees will decrease to 2 to 1 in 2035. Canada’s labor supply has usually been driven mostly by immigration. Immigrant recruitment is essential to Canada’s present and future success. Newcomers invest in the Canadian economy, create or launch enterprises, and fill labor shortages in Canada. Both employers and employees are considered economic immigrants. When they immigrate to Canada, they primarily become citizens.    Labor market outcomes improve for new immigrants In the years before the epidemic, recent immigrants’ labor market outcomes significantly improved. Since the early 2010s, core-aged (25 to 54 years) recent immigrants have seen their employment rate grow more quickly than their Canadian-born counterparts; from 2010 to 2021, their employment rate increased by 8 percentage points, compared to a 2 percentage point increase for workers who were born in Canada. In 2021, the employment rate for recent immigrants was 77%, for long-term immigrants it was 81%, and for Canadian-born immigrants, it was 84%.   The initial salaries of new economic immigrants likewise steadily increased. Between the entry batches of 2010 and 2018, economic immigrants’ first full-year-year earnings increased by 39%, contributing to an overall 35% gain for all new immigrants. IRCC introduced the 2023-2025 Immigration Levels Plan

On November 1, 2022, Immigration, Refugees and Citizenship Canada (IRCC) released details on the Government of Canada’s 2023-2025 Immigration Levels Plan.  According to the new plan, the Government plans to accept 465,000 new permanent residents in 2023. In addition, Canada will welcome 485,000 newcomers in 2024 and 500,000 in 2025. In 2021, Canada set a new record by accepting over 405,000 immigrants in one year.  This number is predicted to rise close to 432,000 this year. This strategy builds on existing efforts to improve our immigration system and disperse the advantages of immigration to communities across the nation, particularly fostering the vitality of Francophone places outside of Quebec. It places a special priority on regional immigration. Regional economic immigration initiatives like the Provincial Nominee Program are becoming more important for the long-term development of our nation. So that we may continue to assist provinces and territories in bringing the qualified newcomers they require to meet the labor shortage and demographic constraints in their regions, this year’s strategy includes a year-over-year increase. Saskatchewan Premier Scott Moe aims to increase immigration

Scott Moe, the premier of Saskatchewan, wants to persuade the Canadian government to increase the number of people who move to the province from 6,000 to 13,000.    To do this, he turned to the business community in Saskatchewan for help with a request from the Canadian authorities for a new immigration agreement between Canada and Saskatchewan.  Like most officials in Saskatchewan, Moe believes the province needs more autonomy in the immigration process to meet economic needs and address labor shortages. By 2030, the province plans to create another 100,000 jobs.  The provincial government aims to make the SINP the primary source of immigrants, increasing Saskatchewan’s population to 1.4 million by 2030. Saskatchewan Premier Scott Moe has asked the business community for help to do what he needs to do. He wants Canada to increase immigration to his province, the Prairies.   According to Jeremy Harrison, Saskatchewan’s minister of immigration and professional training, “Saskatchewan requires more autonomy and flexibility over immigration in order to meet its economic demands and fix shortages in the labor market.”   According to Premier Scott Moe, Saskatchewan should play “a stronger part in the selection and the criteria in our immigration program” in December 2019.
