IRCC is Committed to Attracting and Retaining International Students The Canadian House of Commons Standing Committee on Citizenship and Immigration’s (CIMM) report outlines measures for the attraction, recruitment, and retention of international students in Canada. Immigration Refugees and Citizenship Canada (IRCC) recently released their official response to the report.   In order to address the unfavorable and precarious circumstances that international students encounter in Canada, CIMM previously issued IRCC a paper titled “Differential Treatment in Recruitment and Acceptance Rates of Foreign Students in Quebec and in the Rest of Canada.” The IRCC response addresses existing measures and makes fresh recommendations to lessen vulnerabilities, assisting foreign students with their application, academic program, and settling in Canada.   Regarding foreign students, the report focused on three primary goals: attracting foreign students to Canada to study; the International Student Program’s fairness; and enhancing communication and customer service for international students during the immigration and study permit processes.   The IRCC’s response highlighted steps that may be taken and are already in place to help with these three goals, covering each one separately in an effort to decrease vulnerabilities and support international students when they apply for study permits, enroll in courses, and settle in Canada.   Attracting International Students   The government has acknowledged that, between 2022 and 2023, there will be an estimated 753,000 international students with study permits, while also acknowledging the ICMM’s concern that, despite the increases, applications from some populations and countries are not given enough load by the department.   In return, IRCC agreed to: Examining the possibility of expanding the Student Direct Stream (SDS) to particular Francophone, Asian, and African nations. For applicants from 14 countries, the SDS is an expedited stream for obtaining a study permit; the Ministry of Immigration, Francisation and Integration (MIFI) and the Immigration and Refugee Council (IRCC) should create a working group to look into the rates of study permit refusal (generally, and for French-speaking African students in particular) headed for Quebec; maintaining and reconsidering the scope of the Nigeria Student Express (NSE) study permit stream, which was created to assist students applying from Nigeria; and Examine the best ways to encourage international students, especially those with the qualifications, experience, and language proficiency required for success in   Ensuring Equity in the Program for International Students   In their initial report to IRCC, the CIMM suggested a number of areas where potential actions to improve equity in the foreign student program and application processes may be taken. The IRCC has addressed these concerns by:   to increase processing efficiency and to make monthly backlog data available. Additionally, 1,250 additional processing workers will be employed by the end of 2022. The IRCC has committed to working with Designated Learning Institutions (DLIs) to collect information on the enrollment and status of international students. The DLIs instantly send the IRCC the data pieces. BC Issued Invitations to 374 Skilled Immigration Candidates

BC issued invitations to 374 Skilled Immigration candidates The British Columbia Provincial Nominee Program (BCPNP) issued new invitations on October 12, 2022, inviting suitable candidates for immigration with a focus on skills. The province invited 320 individuals to participate in the general draw.   Candidates that were invited to this draw had to have a minimum score of 78-114. Furthermore, British Columbia welcomed 25 applicants for the childcare-focused early childhood educator draw (NOC 4214). BC invited 19 applicants for the draw with a focus on healthcare. Additionally, fewer than five invites for healthcare assistants (NOC 3413) and fewer than five ITAS for other priority professions have been sent out (NOCs 3114, 3213). Up to 374 candidates were invited by the province in total for this draw. Canada invited 4,250 candidates under the new Express Entry draw

On October 12, 2022, Immigration, Refugees and Citizenship Canada (IRCC) issued 4,250 Invitations to Apply (ITA) to candidates under Express Entry. In this round of invitations, no program has been specified. In round #233, the cut-off score was 500 points, 4 points fewer compared to the previous draw. The tie-breaking rule for this round was October 10, 2022, at 17:10:53 UTC. As of October 10, 2022, there are 235,120 profiles registered in the Express Entry pool, 2,303 fewer compared to the previous update. In 2022, Canada issued 32,288 ITAs through Express Entry.   No particular program was the focus of the draw on October 12. This shows that applicants from the Federal Skilled Worker Class (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades (FSTP) were qualified to receive invitations.   After a pause of more than 18 months, IRCC resumed Express Entry drawings for the federal high-skilled streams on June 6, 2022. Ottawa Exempted Certain Applicants From The Medical Examination Requirement On October 12, 2022, the Government of Canada announced that Immigration, Refugees and Citizenship Canada (IRCC) implemented a temporary public policy exempting certain foreign nationals from submitting an immigration medical examination (IME). This will fasten the processing of applications and allow applicants to obtain temporary or permanent resident status much more quickly. This exemption applies to foreign nationals who have a new or pending application for permanent or temporary residence, made from within Canada, or have completed an immigration medical exam in the last 5 years.   In order to qualify for this exemption, foreign nationals must: A fresh or pending application for a permanent resident visa, permanent residency, or temporary residence submitted from within Canada completed a recent immigration medical examination, posed no risk to public health or safety, or, as needed, reported to public health authorities for monitoring. Applicants must provide their individual medical identification number from their prior physical when submitting an application. Until October 6, 2024, the temporary public policy will be in force.   As part of this commitment, the temporary public policy strives to improve client service, enable quicker application processing, and streamline the application process for low-risk applicants while efficiently addressing public health concerns. Between May 2021 and March 2022, IRCC implemented two temporary public policies that were similar to each other and did away with the requirement for a second IME. The solutions sped up processing and reduced costs by streamlining the application procedure. Over 85,000 low-risk applicants benefited from the first two temporary public policies, and it is anticipated that this most recent policy will help over 180,000 more people.   What is a Medical Examination? An individual who has just immigrated to Canada may undergo medical surveillance to ensure that their dormant tuberculosis has not become active. Anyone who was identified with inactive tuberculosis during their immigration medical test must undergo medical surveillance (IME). Business leaders in Thunder Bay are delighted as the rural and northern immigration pilot programs extended The recent extension of the Rural and Northern Immigration Pilot (RNIP) by Immigration, Refugees and Citizenship Canada (IRCC) has excited Thunder Bay’s business leaders and economic development officers. Charla Robinson, president of the Thunder Bay Chamber of Commerce, tweeted her excitement upon hearing that RNIP would be extended in Thunder Bay and other regional communities. In 2022, the economic development commission has recommended 175 candidates for permanent residence, which puts it on track to reach its target of 250 recommendations. This is likely to increase next year’s allotment. Canada to welcome 15000 Parents and Grandparents The opening of the Parents and Grandparents Program sponsorship intake and the acceptance of up to 15,000 applications in 2022 show the government’s commitment to family reunification while strengthening Canada’s immigration system, which builds on recently announced improvements to the parents and grandparents super visa. Says’ Minister of Immigration, Refugees, and Citizenship Sean Fraser’   It was announced by Immigration, Refugees and Citizenship Canada (IRCC) on October 11, 2022, that the Parents and Grandparents Program (PGP) will accept 15,000 applications from Canadian citizens year 2022.   To make sure they reach their target of Canada welcoming 15000 Parents and Grandparents, the IRCC will send 23,100 invitations to potential sponsors this week. Following the same strategy used for the 2021 intake, IRCC will randomly pick a small number of possible sponsors from the pool of 2020 submissions. In addition, for the tax years 2020 and 2021.   The sponsors must achieve a Minimum Necessary Income (MNI) in order to sponsor parents and grandparents.   Minimum Necessary Income (MNI) for 15000 Parents and Grandparents Roud.   One of the main requirements for PGP eligibility is Minimum Necessary Income (MNI). Only after expressing interest in sponsorship via the online form is this proof of required income necessary.  However, those applicants who are chosen and requested to apply but do not have the required minimum income will have their applications rejected. Manitoba holds the Destination Canada Mobility Forum On October 4, 2022

Manitoba announced that the Manitoba Provincial Nominee Program (MPNP) would represent businesses and job opportunities at the Destination Canada Mobility Forum On October 4, 2022. The MPNP, in partnership with Economic Development Winnipeg (EDW), will hold orientation sessions for employers to help find solutions to their labor needs. The forum is a recruitment fair for skilled bilingual workers from Paris, France, Rabat, and Morocco and will take part from November 16 to 23, 2022. OINP invited 1340 Skilled Trades Candidates

1340 Skilled Trades Candidates were invited by Ontario on September 29, 2022, under the Skilled Trades Stream of the Ontario Immigration Nominee Program (OINP). The minimum CRS score of the invited candidates was 266. All invitees have their profiles created in the Express Entry system between September 29, 2021, to September 29, 2022. Candidates, who received a notification of interest on September 7, 2022, do not need to contact the program and can apply to the stream. This year, Ontario invited 7,506 candidates in eight draws under the Skilled Trades Stream. The OINP already invited 19,383 candidates under all streams of OINP in 2022.    What is the Skilled Trades Stream of OINP? With the Skilled Trades (ST) stream, a candidate must have a valid Express Entry profile to be eligible. Through this stream, new immigrants to Ontario are selected by the province. The OINP selects applicants from the pool by looking at their profiles and sending them Notifications of Interest if they seem like a better match for that applicant’s needs.  Not every candidate will be notified of their ST status.
