In 2022, average wages increased by 3.4 percent to hit $1,173.90 weekly. While the number of job vacancies in transportation, warehousing, finance, and insurance declined, healthcare and social assistance experienced a surge in open positions. Canadian businesses increase average wages in the following sectors: Industries that produce products and services Health care and social assistance Finance and insurance Construction  Payroll Employment in Goods and Service producing sectors: In December, the services-producing sector increased payroll employment by 72,400 (+0.5%). Payroll employment in the goods sector increased by 13,600 (+0.4%),  Health care and social assistance payroll employment increase:  Health care and social assistance payroll employment increased by 26,500 (+1.2%) in December. This was the fourth consecutive month of increase. Seven provinces increase in payroll employment in this industry in December 2022, with Quebec (+8,800; +1.7%), Ontario (+5,600; +0.7%), British Columbia (+4,600; +1.5%), and Alberta (+3,800; +1.6%) taking the lead. There was a small decline in Newfoundland and Labrador (-100; -0.3%). General medical and surgical hospitals have seen the biggest rise (+6,900; +1.2%), followed by outpatient care centers (+3,700; +2.3%), and individual and family services (+3,100; +1.7%). These three industries made up about 40% of total payroll employment in the sector. Payroll employment in the finance and insurance sector:  With continued month-over-month growth in the industry, payroll employment in the finance and insurance sector increased by 13,800 (+1.7%) in December, capping off 2022. Payroll employment in the industry increased on a yearly basis by 59,000 (+7.6%) in December. Gains from month to month were centered in Ontario (+6,700; +1.7%) and Quebec (+4,800; +2.8%) in December. On a national level, payroll employment increased in 7 out of the 11 industries in the sector in December, with insurance carriers (+4,100; +2.6%), agencies, brokerages, and other insurance-related businesses (+2,400; +2.5%), and intermediation and brokerage of securities and commodity contracts (+2,100; 4.0%) leading the way. Increases construction payroll employment: Construction payroll employment rose for the fourth straight month in December (+11,500; +1.0%), bringing the year-to-date increases to 40,600 (+3.6%) since September. Alberta (+2,500; +1.4%) and Ontario (+4,800; +1.2%) registered the biggest monthly gains in construction in December. Highway, street, and bridge construction (+2,700; +4.9%), foundation, structure, and building contractors (+2,600; +1.9%), and building machinery contractors (+2,100; +0.7%) all led to the sector's monthly gains nationally. Ottawa online survey of Francophone temporary residents outside of Quebec On February 20, 2023, Immigration, Refugees and Citizenship Canada (IRCC) invited French-speaking or bilingual temporary residents outside of Quebec to participate in an online survey to research their application process.  The survey will allow the Government of Canada to collect feedback from newcomers on their experiences and challenges as French-speaking or bilingual temporary residents outside Quebec.  The survey is voluntary and confidential and will not affect any participants’ past, current or future applications. The GNWT joined Economic Mobility Pathways Pilot

The Government of the Northwest Territories (GNWT) joined the Economic Mobility Pathways Pilot (EMPP) to help employers tackle the issues they face in the labor market and hire skilled refugees overseas.  Through the pilot, the GNWT allows employers to access a pool of potential employees and partner with non-governmental organizations (NGOs) to hire candidates under the EMPP.  Partner NGOs help employers find eligible candidates and provide them with employment and immigration-related resources and services. NGOs will charge employers between $5,000 and $10,000 to recruit employees through the EMPP In order to provide employers with new options to address the realities of the labor market in the Northwest Territories (NWT) and Canada, the GNWT has chosen to take part in this trial. Canada reduces work experience requirements for caregivers

Canada reduces work experience requirements for caregivers on February 10, 2023, the Government of Canada announced that the amount of work experience in Canada required for a caregiver to be eligible for permanent residence had decreased from 24 months to 12 months.    Furthermore, some spots in the existing caregivers’ pathways have been kept open to caregivers with past work experience in Canada so they can apply for permanent residence.    Starting April 30, 2023, this change will be applied retroactively to all caregivers who have already submitted their applications. As a result, they and their families can make the most of an expedited pathway toward permanent residency in Canada.   The other eligibility requirements are the same. Candidates for both programs must demonstrate the following: Results of a language test showing a Canadian Language Benchmark (CLB) score of 5. one year of postsecondary education in Canada or its equivalent abroad; and passing an entry exam (health, criminality, and security).   Candidates must now be able to show the following in terms of job experience: Work experience that corresponds to NOC codes 4411 or 4412 for national occupational classification. It cannot be a combination of both jobs; the work experience must be in one of these jobs. The candidate’s job matched most of the main responsibilities as stated in the NOC job description. The TFWP is transitioning to online LMIA applications according to an update from Immigration, Refugees and Citizenship Canada (IRCC), the Temporary Foreign Worker Program (TFWP) is moving to online Labour Market Impact Assessment (LMIA) applications starting April 3, 2023.  The LMIA Online Portal, a dependable and secure digital platform, offers Canadian employers and their representatives the opportunity to submit an LMIA application directly to Service Canada. Ottawa open work permit program extended for Hong Kong nationals

On February 6, 2023, the Government of Canada extended the Ottawa open work permit program for eligible Hong Kong nationals. According to the expanded eligibility requirements, Hong Kong residents who have graduated within the past ten years from a post-secondary learning institution in Canada or abroad can obtain a work permit for up to 3 years.    Before, only those who had graduated within the last five years were eligible for application. Moreover, Canada has created two pathways to permanent residency for qualified Hong Kong nationals and their families. Immigration Minister Honourable Sean Fraser, “expanding the open work permit public policy also means that spouses, common-law partners, and dependent children of Hong Kong residents can apply for a study or work permit in Canada, resulting in even more workers for employers to hire and more people coming to our communities.” “We need to continue to bring in more immigrants to ensure that Canadian business owners can hire the workers they need to support our economy.” In November 2020, Ottawa committed to creating a program for immigrants from Hong Kong to immigrate to Canada. Canada to welcome more out-of-status construction workers in the GTA

Canada to welcome more out-of-status construction workers in the GTA on January 20, 2023, the Government of Canada announced that Immigration, Refugees and Citizenship Canada (IRCC) would create pathways for out-of-status migrants, to help Canadian employers to deal with critical labor shortages in the Greater Toronto Area (GTA). In 2019, IRCC initiated a pilot program with the Canadian Labour Congress (CLC), granting permanent residency status to 500 out-of-status workers in the construction industry.    IRCC is expanding this project by doubling its scope to 1,000 out-of-status individuals. Individuals who meet the requirements have until January 2, 2024, to apply for permanent residence and include their spouses, partners, and dependent children in their application.   This program offers construction workers and their families a pathway to permanent residency so they can stay for an extended period of time. It acknowledges the vital role that construction workers play in the development and progress of our communities.    This program is just one of several new efforts that have been implemented to address the labor shortages in Canada by ensuring that we attract and retain the workers we need to boost the economy and improve our communities.    The program encourages greater stability in the construction sector and assures that Canada’s key housing development needs are still fulfilled by skilled workers. In addition, this program will assist in extracting additional workers from the informal sector, which will boost Canada’s well-known programs and services (like the Canada Child Benefit, Old Age Security, and Employment Insurance).    – The Honourable.
