Newfoundland and Labrador to recruit physicians and nurses from Ireland

On January 9, 2023, Newfoundland and Labrador announced that the provincial government was preparing to recruit physicians and nurses from Ireland to fill vacancies in the province. Ireland has been selected due to its physician training standards being comparable to those in Newfoundland and Labrador, along with the vast opportunity for recruiting nurses who are eligible for licensure.    The province’s Ministry of Health and Community Services will send a team to Ireland to raise awareness of Newfoundland and Labrador as an ideal immigration destination.    The team headed for Ireland this week will be headed by the Honorable Tom Osborne, the minister of health and community services. Ontario to launch a foreign-trained doctor credential recognition program in 2023 via Practice Ready Assessment (PRA) programs. By next spring, the College of Physicians and Surgeons of Ontario (CPSO) could introduce a three-month program to recognize foreign medical credentials in Ontario. This year, the self-governing body for Ontario’s medical professionals submitted a proposal to the province’s Ministry of Health, a 12-week program designed specifically for internationally trained physicians in Ontario. Practice Ready Assessment (PRA) programs in seven Canadian provinces help foreign-trained physicians who have previously finished their training and practiced overseas.   With the help of supervision and direct observation, the CSPO would be able to:  Analyze the qualifications of physicians with foreign education over the course of 12 weeks. Employ competent candidates in underserved populations. Provide these medical professionals with a route to independent licensing.   In its submission to Ontario Health Minister Honourable Sylvia Jones, the CPSO noted that, with government funding and coordination among key system partners, the program could be put into action right away. This would help to start a new supply of internationally trained physicians into the system as early as spring 2023 and onward.   What is Practice Ready Assessment? The Practice-Ready Assessment (PRA) programs from the National Assessment Collaboration (NAC) are available in seven provinces throughout Canada as a path to licensing for foreign medical professionals who have already finished their residency and worked independently abroad.  Each participating province offers a practice-ready assessment Ontario PRA program where candidates work under supervision and are evaluated over the time of 12 weeks with the aim of obtaining an independent license to practice in Canada. This program is designed to ensure that International Medical Graduates (IMGs) and international physicians possess the clinical knowledge and skills required to provide quality patient care in Canada. With return-of-service commitments providing employment for qualified PRA applicants, the focus is on satisfying requirements in Canada’s rural and remote areas.   How does medicine work in Canada? According to experts, increasing the number of residencies available to physicians with international training will help to address the issue of a medical labor shortage. An applicant must have successfully finished a bachelor’s degree and graduated from a Canadian-accredited medical school in order to practice medicine in Canada. The Medical Council of Canada Qualifying Examination Part 1 and the National Assessment Collaboration Examination must be passed by applicants who have just graduated. They must use CaRMS to apply for a post-graduate residency space as well as a work permit for Canada. Five new occupations added to Global Talent Stream

On December 22, 2022, the Employment and Social Development department Canada (ESDC) extended the Global Talent Stream profession list from 12 to 17 occupations. The five newly-added engineering positions will allow more global talent to be recruited into the country.  The new eligible occupations are:  Civil Engineers (NOC 21300); Electrical and electronics engineers (NOC 21310);  Mining engineers (NOC 21330);  Aerospace engineers (NOC 21390), and  Computer engineers (NOC 21311).    Through the GTS, employers can quickly and efficiently apply for a work permit to hire skilled foreign workers in 17 of the most sought-after professions.   Employment and Social Development department Canada (ESDC) The federal labor market and social programs are managed by Employment and Social Development Canada (ESDC), a department of the Canadian government. The department manages a number of federal government programs and services, including the federal labor program, Service Canada centers, Canada Student Loan Program (CSLP), Canada Pension Plan (CPP), issuing social insurance numbers (SIN), and Employment Insurance (EI).   Global Talent Stream The Global Talent Stream provides fast, responsive, and predictable client-focused assistance to access highly-skilled global talent to expand Canada’s workforce and to be competitive on a global scale. Canadian employers increase wages to attract more workers As Canada is facing a shortage of workers, employers have taken the initiative to offer higher wages to attract more workers. According to the latest Statistics Canada report, the average hourly wage has risen by 7.5% since last year, amounting to $24.20 per hour.    The job vacancy rate is the ratio of vacant positions to total labor demand, encompassing both filled and open positions. With job openings rising and salaries rising accordingly, it is an ideal time for those seeking new employment opportunities in Canada.   Several categories of in-demand occupations saw rises in offered salaries that were even higher than the national average, including:   Middle management in the production, transportation, and utility sectors had an hourly wage increase of 10.8% to $41.40.   Occupations that support healthcare by offering support (+10.7% to $22.45 per hour).   Manufacturing assemblers (+10.4% to 20.05 per hour); and   Machine operators and other production staff have seen an increase in pay of 10.2% to $20.02 per hour.   The demand for health care and social services has remained incredibly high ever since the Covid-19 pandemic. With over 150,100 open healthcare jobs in the third quarter of 2022,   The Canadian government took steps to make it simpler for healthcare professionals to move to Canada in order to address this issue. Targeted Provincial Nominee Program (PNP) Draws have been conducted throughout 2022 to welcome foreign medical professionals and make it simpler for physicians to apply for Permanent Residence through Express Entry. Currently, one in four healthcare professionals in Canada is an immigrant, according to the IRCC.   Significant numbers of open positions were also reported in other industries. Vacancies for professional and scientific services, construction, and food and lodging services were relatively high. In the construction industry, there were 81,100 positions open, matching the record level from the previous quarter. IRCC extended work permits to family members of temporary foreign workers On December 2, 2022, Immigration, Refugees and Citizenship Canada (IRCC) announced new instructions for employers and temporary workers. Canada is expanding its work permit program to include family members of temporary foreign workers. This will help address labour shortages by making it easier for employers to find the needed workers.    Effective January 2023, Canada will temporarily expand work eligibility to spouses and dependent children of all ages for two years. It is estimated that this will offer working opportunities to the family members of more than 200,000 foreign workers. This initiative provides a greater chance for foreign workers who want to come to Canada and employers seeking labour solutions.   Statements of the Honourable Randy Boissonnault, Minister of Tourism and Sean Fraser, Minister of immigration, refugees and Citizenship about Labour shortages in Canada:   The Honourable Sean Fraser, Minister of Immigration, and the Honourable Randy Boissonnault, Minister of Tourism, introduced the policy on December 2nd. It aims to enhance the mental health of employees. The Ministers believe that extending family members’ eligibility for work permits will also contribute to addressing the labour shortage.    “Employers all around the country continue to identify a labour shortage as their main challenge everywhere I go. By allowing family members of over 200,000 foreign employees to work in Canada, today’s announcement will assist employers in filling their labour shortages by making work permits available to family members of all skill levels.”    “As we plan for post-pandemic growth, the number one concern facing Canada’s tourism industry is labour. Today, our government is implementing innovative, family-oriented solutions to address this problem and support the growth of our tourism partners to meet the growing demand for Canadian experiences worldwide.”   3 phase of Work Permits Eligibility The program will be implemented over the duration of three phases at the beginning of 2023 as a temporary two-year measure: Phase 1: Family members of workers entering Canada via the high-wage stream of the TFWP or the IMP will be permitted to apply for an open work permit during Phase 1 of the programme. Phase 2: Following consultations, Phase 2 plans to extend the policy to relatives of employees from the Temporary Foreign Worker Program’s low-wage stream. Phase 3: will involve discussions with stakeholders and partners in agriculture to determine whether it is practical to extend the policy to agricultural employees’ families.   The government of Canada will continue to establish policies geared at assisting employers with their staffing needs across all skill levels, and immigration will continue to play a key role in solving Canada’s labour shortages. Express Entry is now available to truck drivers following the implementation of the new National Occupational Classification (NOC) 2021. The update was announced by Immigration Minister Sean Fraser in August, and 16 new jobs were added to the Federal Skilled Worker Program with the launch of the new NOC system on November 16.    Transport Truck Drivers take NOC code 73300 under this classification. It is still uncertain how truck drivers will be chosen through Express Entry. He stated that the Canadian labour market has more demand than labour supply.    The governor stated that labour shortages had increased wages across the country, pushing inflation upwards. Macklem urges Canadian employers to hire immigrants to meet the rising demand for labourers and fight inflation – with preference given to recent arrivals.   “The future of labour jobs” was the main topic of his remarks, which also covered the following topics: What are the causes behind the lack of available employees for businesses? The probability of a recession How does unemployment change during a recession? What part does the Bank of Canada play in maintaining the highest level of sustainable employment?   Macklem explains the relationship between labour, inflation, and immigration in Canada. The following is a summary of Macklem’s talks regarding the importance of immigration in assisting in the balance of the Canadian labour market, with a focus on describing how businesses may increase the pool of available employees to address challenges in the Canadian labour market and growing inflation. As he stressed that there is a shortage of workers in the Canadian labour market currently, Governor Macklem initially highlighted immigration.   The governor of the BOC says that increasing income pressure across the nation as a result of a labour shortage has increased inflation. In order to temporarily meet these labor market requirements, allowing international students to work more than 20 hours per week while enrolled in classes will be beneficial.   Public policy Considerations This public policy will enable eligible foreign nationals who are studying full-time in Canada and who either hold a study permit or have applied to renew their study permit and are authorized to study under Section 189 of the Regulations to work off-campus without a work permit for even more than 20 hours per week throughout regular academic sessions between November 15, 2022, and December 31, 2023. (or until this public policy is revoked, whichever comes first). The foreign national’s study permit application must have been received by IRCC on or before October 7, 2022, in order to qualify for this public policy.   It is hereby established that there are significant public policy factors supporting the granting of exemptions from the Regulations’ requirements to foreign nationals who meet the set standards in accordance with section 25.2 of the Act.   Eligibility Requirements Delegated officers may issue an exemption from the regulations’ requirements based on public policy considerations if International Students:   holds a study permit that is currently valid, and the application for that permit was submitted to IRCC on or before October 7, 2022; submitted a renewal application for their study visa before it expired in accordance with subsection 217(1) of the Regulations, and the IRCC received the such application on or before October 7, 2022; in accordance with section 189 of the Regulations, is permitted to study without study permission; is enrolled full-time at a designated learning institution; and is enrolled in an academic, vocational, or professional training program at the post-secondary level that is offered in Quebec, in each case with a duration of at least six months and leading to a degree, diploma, or certificate.   This program gives many overseas students greater chances to gain valuable work experience in Canada, which will boost the labor pool available to support Canada’s post-pandemic growth.   The majority of international post-secondary students have the right to work both on and off campus, and this freedom is expressly stated on their study permits. International students can work full-time in Canada until the end of 2023 Currently, international students in Canada can work full-time during the academic year. Last month, Immigration Refugees and Citizenship Canada (IRCC) announced this temporary measure allowing international students to work more than 20 hours a week between November 15, 2022, and December 31, 2023.  IRCC introduced this measure to help with Canada’s severe labor shortages in retail, hospitality, food services, etc. Around 500,000 international students already in Canada are expected to work more hours with no restrictions on the type of employment. International students in Canada with a study permit were typically limited to working 20 hours per week.. However, those limits have been temporarily removed by the IRCC, so students can work as many hours as they like until at least the end of 2023.   This statement has been welcomed by the higher education community. Current international students are also happy about it because it gives them more possibilities and significantly more flexible work hours.
